RESOLUTION NO. 76-12
RESOLUTION REGARDING CITY OF NORTH RICHLAND HJLLS
APPLICATION FOR TARRANT COUNTY
COUNCIL OF MAYORS COMMUNITY DEVELOPMENT FUNDS
WHEREAS~ the 93rd Session of the Congress passed and the President
of the U.S. signed into law~ the Housing and Community Development Act of 1974
for the specific purpose of developing viable communities, and
WHEREAS, Tarrant County has been designated as an "URBAN COUNTYII by
the Department of Housing and Urban Development entitled to a formula share of
program funds provided said county has a combined'population of 200~OOO persons
in its unincorporated areas and its included units of general location govern-
ments with which it has entered into cooperative agreements~ and further
THAT, Article III, Section 64 of the Texas Constitutional authorizes
Texas counties to enter into cooperative agreements with local governments for
essential community development and housing assistance activities.
NOW THEREFORE BE IT RESOLVED, by the City of North Richland Hills~
that the City Council of North Richland Hills, Texas supports the appli-
cation of Tarrant County for funding of the Housing and Community Develop-
ment Act of 1974. To this end: (1) the City of Nórth Richland Hills,
Texas asks that its population be included with that of Tarrant County, Texas,
(2) authorizes Tarrant County to assist the City of North Richland Hills at
their request in undertaking IIcertain essential community development and
housing assistance activities" within their corporate limits~ (3) authorizes
the Mayor of North Richland Hills to sign such additional forms as requested
by the Department of Housing and Urban Development pursuant to the purposes
of this resolution, (4) specifically requests funding for the Calloway Creek
Drainage Improvements Project, the application of which is to be filed with
the Tarrant County Mayor's Council, and (5) agrees that funds not spent for
specifically approved projects will be returned to the Community Development
IIContingency Fundll.
