ORDINANCE NO. 2144
AN ORDINANCE BY THE CITY OF NORTH RICHlAND HillS, TEXAS, AMENDING
ZONING ORDINANCE NUMBER 1874, THE COMPREHENSIVE ZONING
ORDINANCE, TO AUTHORIZE SPECIAL USE PERMIT NUMBER THIRTY-FOUR (34)
FOR AN INDOOR GO-KART RACE TRACK; PROVIDING A SEVERABILITY
CLAUSE; PROVIDING A SAVINGS CLAUSE; AND PROVIDING AN EFFECTIVE
DATE.
WHEREAS, the City has received a request for a Special Use Permit for an Indoor Go-Kart Race
Track; and
WHEREAS, after appropriate notice and public hearing, the Planning and Zoning Commission of the
City of North Richland Hills, Texas, has forwarded a recommendation to the City Council for
amendment of Ordinance No. 1874 by changing said Zoning Ordinance as set forth herein; now
therefore
BE IT ORDAINED BY THE CITY COUNCil OF THE CITY OF NORTH RICHlAND HillS, TEXAS:

THAT, Special Use Permit Number Thirty-Four (34) be hereby authorized for an Indoor Go-Kart Race
Track as set forth in Case Number PZ 96-20 on the property described as follows:
Being a 6.199 acre tract out of the W. W. Wallace Survey, Abstract 1606, and also being Lot 3,
Block 1, Richland Terrace Addition, an addition to the City of North Richland Hills, Tarrant County,
Texas, as recorded in Volume 388-168, Page 45, Plat Records, Tarrant County, Texas.
This property is generally located at 7601 Grapevine Highway.

THAT, the development regulations contained in the C-2 Commercial zoning district of Ordinance
1874 shall govern development on said property, except where amended below. The regulations
contained herein shall prevail over any inconsistencies with the regulations contained in Ordinance
1874.
a. Landscaping: The landscaping on the lot shall be constructed and maintained as
follows:
(1) Landscaped islands with concrete curbs shall be constructed at the ends of the
parking rows nearest the building. The islands shall be planted with shrubs and other
low colorful plantings.
(2) Landscaped islands shall be constructed in the parking areas at the light pole
locations nearest to the street. The islands shall be planted with shade trees.
(3) One tree shall be planted for each eighty (80) feet of the frontage of the property
along Road to the Mall.
(4) All landscaped areas shall be adequately maintained by exterior hose access. All
landscaped area shall be otherwise maintained in accordance with Ordinance No.
1874, the Zoning Ordinance of the City of North Richland Hills.
b. Signs: The signs on the property shall be subject to the following regulations:
(1) The pole sign located on Grapevine Highway shall not exceed seventy (70) feet in
overall height.
(2) The pole sign located on Grapevine Highway shall not exceed three hundred
seventy (370) square feet in area.
(3) Signs located along Road to the Mall shall be restricted to monument or directional
signs, as described in Ordinance No. 1874, the Zoning Ordinance of the City of North
Richland Hills.

THAT, all the regulations contained in the Zoning Ordinance No. 1874, as amended, which are not in
conflict with the terms of this Special Use Permit, shall remain in full force and effect regarding this
property.

SEVERABILITY CLAUSE. That it is hereby declared to be the intention of the City Council that the
section, paragraphs, sentences, clauses and phrases of this ordinance are severable, and if any
phrase, clause, sentence, paragraph or section of this ordinance shall be declared invalid or
unconstitutional by the valid judgment or decree of any court of competent jurisdiction, such invalidity
or unconstitutionality shall not affect any of the remaining phrases, clauses, sentences, paragraphs
or sections of this ordinance, since the same would have been enacted by the City Council without
the incorporation in this ordinance of any such invalid or unconstitutional phrase, clause, sentence,
paragraph or section.

5.
EFFECTIVE DATE. This ordinance shall be in full force and effect from and after its passage.
