HomeMy WebLinkAboutResolution 1974-016 ...-~._~~.~"'~,~"....~,~,-~~--,----_._-----~'".~~-,.,_.~~.~,~-,~>_.,-~-"--'~-~" RESOLUTION NO. 74-16 AND MAYOR'S PROCLAMATION BE IT RESOLVED by the City Council of the City of North Rich1and Hills, Texas, and BE IT PROCLAIMED by the Mayor of the City of North Rich1and Hills, Texas, that an election be called within the City, pur- suant to Article 5154c-1 of Texas Revised Civil Statutes, for the purpose of determining whether or not the City's firefighters shall have the right to organize and bargain collectively with the City as to wages, hours, working conditions and all other terms and conditions of employment. Section 1: That said election be held on the 16th day of November, 1974 A.D., between the hours of seven o'clock A.M. and seven o'clock P.M. Section 2: That said election will be held at the following two (2) places for the rdne (9) precincts in said City as recognized on January 1, 1974: Precincts 140, 164 and 42 - City Hall Precincts 41,177,72,32,131, and 176 Smithfield Fire Station Section 3: That the following named persons shall serve as Judges and alternate Judges at the respective voting places: City Hall Mrs. Ann Smith - Judge Mrs. Helen Moore - Alternate Judge Smithfield - Mrs. Bill McClure - Judge Mrs. Laura Wilhite - Alternate Judge If the regularly appointed presiding Judge is unable to serve at the election, the alternate presiding Judge therefor shall serve as presiding Judge. Such election Judges shall choose such other election officers as the Judges may deem proper. Section 4: a. Absentee voting by personal appearance shall cammence on Monday, October 28,1974,at 8:00 A.M., and shall continue through Tuesday, November 12, 1974, at 5:00 P.M. Such absentee voting shall take place in the office of the City Secretary in the City Hall, by paper ballot. b. Absentee voting by mail shall commence on Monday, October 28, 1974. The marked ballot must be mailed to the City Secretary in an envelope postmarked not later than midnight Wednesday, November 13, 1974, and must be received in the Secretary's office before 10:00 A.M. on Friday, November 15, 1974. Section 5: All qualified registered voters residing within the corporate limits of the City of North Rich1and Hills, County of Tarrant, Texas, shall be entitled to vote at said election. Section 6: The election shall be conducted pursuant to the election laws of the State of Texas. The City Secretary is directed to procure paper ballots, for election on November 16, 1974, and paper ballots are hereby adopted as the method of voting at such election. Section 7: The question which shall be submitted shall read as follows: "FOR or AGAINST the following: Adoption of the State law applicable to "firefighters" which establishes collective bargaining when a majority of the affected employees favor representation by an employees' association and which preserves the prohibition of strikes and lockouts and provides penalties therefor."
