RESOLUTION ESTABLISHING A TRAFFIC SAFETY PUBLIC SUPPORT
COMMITTEE
WHEREAS, the City Council of North Richland Hills is extremely interested in
the safety of its citizens; and
WHEREAS, the City Council of North Richland Hills recognizes that traffic
safety and ease of traffic movement through the City of North Richland Hills
are important in the development of the City of North Richland Hills; and
WHEREAS, the improvement of traffic safety requires an informed and concerned
citizenry; and
WHEREAS, there is in the Texas Traffic Safety Plan 1972-77, the recommendation
for cities to create a Traffic Safety Support Group for the implementation of
the Community Impact Program;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS CITY, TEXAS, THAT:
(1) There is hereby established a citizens Traffic Safety Public Support Com-
mittee, composed of at least (18) members.
(2) The Committee will be composed of citizens of the City of North Richland
Hills, but will not exclude members whose work is directly related to Traffic
Safety that are not residents.
(3) The powers and duties of the Committee will be as follows:
(a) To encourage and promote programs within the community which will
bring about citizen awareness and support of Traffic Safety.
(b) To receive and consider information of a traffic safety nature
which will make them aware of problem areas.
(c) To make recommendations to those public officials who can admin-
ister and implement corrective action on matters of Traffic Safety
and traffic congestion.
(d) To appoint such citizens, as may be deemed necessary, as non-voting
members, subject to approval of the City Council, to assist in accom-
plishing programs and studies of the Committee.
(4) The Committee shall serve in an advisory capacity to the community and the
Public Officials Traffic Safety Coordinating Committee, but shall not have re-
sponsibility to or authority over the public 'officials or employees of the
City in the implementation of Traffic Safety programs or operations.
(5) The Committee may set up its own rules of procedure and select its own
chairman. The terms of office for the members of the Committee shall
be two(2) years '~th nine(9) members being appointed for a one (1) year
term, and nine(9) members being appointed for two(2) year terms at the
outset. The initial members appointed to the Committee will draw lots
to determine which ones receive the two year term.
(6) The Traffic Safety Coordinator of the City of North Richland Hills shall
serve as an Ex-officio member to this Committee.
