HomeMy WebLinkAboutResolution 1973-019 RESOLUTION NO. 73-19 A RESOLUTION AUTHORIZING A CONTRACT FOR TRAFFIC SIGNAL MAINTENANCE. WHEREAS, the City of North Richland Hills does not have trained personnel and it is not feasible to hire trained personnel to properly maintain its traffic control systems, and WHEREAS, it is deemed in the best interest of the City that the City enter into a "Traffic Signal Maintenance Agreement" with an outside contractor who has the necessary equipment and trained manpower to properly maintain the City's traffic control systems, NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, that the Mayor, on behalf of the City, be authorized to enter into a traffic signal maintenance agreement with Traffic Signal Control Company of Mesquite, Texas, on the terms and conditions contained in the Inter-Office memorandum dated October 23, 1973, from Ray H. Britton to M. E. Riddle, a copy of which is attached hereto as Exhibit "A", such contract to begin 1 January , 1974. E. RIDDLE, CITY MANAGER DATE November 27, 1973 FROM RAY H. BRITTON, DIRECTOR OF PUBLIC W~E SUBJECT TRAFFIC SIGNAL MAINTENANCE 1. Recommend that the City of North Richland Hills, Texas, enter into a contract agreement with Traffic Signal Control Co. of Mesquite, Texas, for maintenance of traffic control signals at the fol1òwing locations: a. Rufe Snow at Grapevine Highway b. Vance' Road at Grapevine Highway c. Glenview-Blaney at Grapevine Highway d. Loop 820 Service Roads (north and south) at Grapevine Highway e. Glenview at Flory f. Glenview at Rufe Snow g. Grapevine Highway/Bedford-Euless Road/Davis Blvd. II. Terms of Contract: a. Contract to be for a period of 12 months beginning 1 January 19749 with the option of renewing contract for an additional twelve (12) months. b. CQst of maintenance.service to be paid monthly at the rate of $375.00, except that the first.month rate will be $555.00. c. Cancellation for failure to carry out the terms and conditions of this contract may be initiated by either party to the contract upon 30 days written notice. III. Conditions: a. Contractor agrees to provide all parts, lamps and labor to maintain traffic signal equipment at locations in paragraph I in excellent and proper operating condition except for under- ground wiring, pole painting, loops in pavement, loop detectors damaged by lighting conductors or lightning, damage from vandalism, vehicle or aircraft collision or acts of God. b. Contractor will repair or replace loop detectors and controller components damaged by lightning at his prevailing houv.1y labor rate plus his cost for parts and/or detectors. c. Contractor will clean lens and reflectors and install new lamps in all signal heads at locations in paragraph I during first two weeks of this contract. d. Contractor wi 11 provi de and i nsta 11 duri ng fi rst 30 days of thi s contract one Series 2000 Singer Solid State Controller and necessary accessories at the Grapevine Highway-Loop 820 Signal location. The model 1022 controller presently at this location will be removed and delivered to 4001 Rufe Snow Drive for storage. The contractor agrees at our option to re-insta11 "EXHIBIT A" RHB:a1c the Model 1022 controller or sell the Series 2000 Singer Solid State Controller in place for a mutually agreeable sum, should this contract be terminated. e. Contractor agrees to respond to all requests for traffic signal maintenance with the least possible delay, but in no event will delay exceed three hours from time of notification to telephone number designated. It is agreed that this paragraph provides for 24 hour, 7 day a week traffic signal maintenance. f. Contractor agrees to perform inspection and any required maintenance for traffic signal equipment at locations in paragraph I bi-weekly. g. Contractor agrees to provide estimate of cost to repair traffic signal equipment damaged by collision, vandalism or other causes within 72 hours following request for same. Fee for providing estimate will be at the contractors prevailing hourly rate and will be included in the estimate. "EXHIBIT N'
