Sound management and administration is essentia to the performance of NCTCOG's mission. Included in the agency's funding sources are the Department of Housing and Urban Development, Publ ic Health Service, Department of Transportation, Texas Water Qual ity Board, Federal Water Quality Administration, and the State of Texas (Office of the Governor) through general support grants, non- metropolitan regional council funding and criminal justice planning t. With each funding program there have come different management requirements from each agency for accounting, reporting and auditing. This lack of uniformity in federal and state funding agency requirements and the uncertainty of continued funding resource support make regional council management and administration very complex and difficu Budgeting has been a serious challenge to agency administrators--an excessive amount of time is spent in grant administration, yet there are no well developed management tools available to assist Directors and executive boards in determining the effectiveness of programs as they relate to eClch other, which will simultaneously meet accounting and auditing requirements and directives. service agency with regional plannang and and effective General Strategy Goal.
