RESOL UTION NO.
71-14
WHEREAS The North Central Texa s Council of Governments
has adopted and submitted to the Department of Housing and Urban
Development a housing element consisting of regional goals and
recommended codes and standards for regionwide adoption; and
WHEREAS The City of North Richland Hills gives support
to these worthwhile endeavors by the North Central Texa s Council
of Governments in the field of housing,
NOW THEREFORE BE IT RESOLVED BY THE CITY COUNCIL
OF THE CITY OF NORTH RICHLAND HILLS THAT
1. The regional housing goals and proposed implementing
actions be and are hereby adopted by the Ci ty of North
Richland Hills; said goals and proposed implementing
actions being:
1. Establish a continuing information system concerning
housing activity within the region (establish the
regional information system on housing activity on
a self-sustaining ba sis, develop a consistent region-
wide progra m for structuring the system on a contin-
uing basis, and secure initial funding).
2. Provide trained building inspectors within the region
(promote building inspection activities within the
region and establish a regional training program for
building inspection personnel) .
3. Replace substandard housing and inhibit the deter-
ioration of existing sound units in substandard condi-
tions (promote the adoption of housing codes and
enforcement procedures and review and improve the
utility of existing standards in all jurisdictions within
the region, and encourage public and private efforts
to construct low income housing).
4. Reduce housing costs (provide a constant updating of
codes and standards to reflect technological inno-
vations in the building trades and provide for the
development and adoption of uniform building codes
and licensing procedures throughout the region.)

5. Increase the supply of housing within the region
(develop a system to anticipate lags in segments
of the housing market, propose remedial actions,
and develop public and private responses to lags
in construction of housing in geographic area s or
particular market segments) .
6. Improve the effectiveness of private responses to
low income housing needs through governmental
support (survey governmental progra ms related to
private responses to low income housing needs,
recommend improvements, publish a handbook on
available programs, and promote private activities).
7 . Secure improved coordina tion between public
housing officials and other providers of public
services (survey existing organizational facilities
for program coordination and recommend improve-
ments where required) .
8. Eliminate tax policies that tend to encourage det-
erioration (promote regional attention to the study
of the "causes of housing blight" being sponsored
by the City of Dalla s (CRP), promote the adoption
of tax reforms throughout the region if recommended
by the study, and assist in the development of
alternative taxing procedures if such seems warranted) .
9. Development of Housing/Land Use Control over
unincorporated areas (support the extension of zoning
and building regulation powers to urban county
governments) .
10. Provide adequate quality controls for factory pro-
duced housing (secure legislation providing standards
for the statewide approval of designs for factory
produced housing produced within or imported into
the state, and establish an inspection program to insure
conformance with accepted plans).
11. Promote public awareness of housing needs (insure
that all state programs include a consideration of
community housing needs a s a component of their
planning work and have state agencies establish
specific goals for their housing related activities) .

2. The recommended codes and standards of the North
Central Texa s Council of Governments be and hereby
are acknowledged and taken under advisement by the
City of North Richland Hills.
