v idth and condition. of the pavement and other circumstances on such

and safe ,riyna facie speed limit thereat or thereon by the passage
of an ordinance, xhich shall be effective .vhen appropriate signs

Section 1. Upon the oasis of an engineering and traffic investiga-
t'on heretofore made as authorized by the provisions of Section 3
of Article 327a, Vernon Ts Texas Penal Code, the following prima
facie speed limits hereafter indicated for vehicles are hereby
determined and declared to be reasonable an sale; and such speed

Sectic:n <. (a) Anything in Section 1 hereof' to the contrary
notl,; ithstanding, it is here now provided that ti-re maximum speed

Section 75. (a The City Council shall determine and designate
the charact :r or type of al.l official traffic signs and signals,

maintained at such places within the city as the Council or its
duly authorized agent may designate.
(b) It shall be unlawful f'or the driver of any vehicle to
disobey the instructions of any c:,ff_:cial traffic signs, signals
or marlin gs rlaced in accordance �, ith the provisions hereof.
(c) Tt shall be unla-,! ful for any Person to place or maintair_
or to display upon or in view of any street any unofficial sign,
signal, markin, or dev=ice , %�hich purports to be or is an imitation
of or resembles ar official traf i c sign or signal, cP t. °.hi ch c ttempt
to direct the ,rovemert of traffic or interfere ,Ath the effective -
rness of any official sign, signal or marking. Every such i rohibited
si n, signal or device is hereby declared to be a ,ublic nuisance
and shall be removed under direction of the Council -7.�ithout notice
• (d) It shall be unla,�ful -or any person, to deface,
remove, obstruct or interfere Ath any official sign or signal.
Section 4. Any Person violating any of the provisions of this
ordina ce shall be deemed guilty of a misdemeanor and upon con-
viction thereof shall be fined in any sum not more than t�i�o hun-
dred ('�20(D.00) dollars.
Sectior: 5. The fact that North Richland Hills has no ordinance
fixing', and prescribing maximum speed limits for the operation cf
motor vehicles and other automot -.ve e,uipment, and that such or-
d-�nance is necessary and essential to the safety of the public
ar,d zeneral welfare of the c_�.t: creates an ernergency requiring

WHEREAS, Section 8 of Ar-
ticle 827a, Vernon's Penal
Code of the State bf Texas
