LIBRARY BOARD MINUTES
February 19, 1998

CALLED TO ORDER: Chairman Lynn Waller at 7 p.m.
APPROVAL OF MINUTES: Minutes of November 20, 1997 were approved as written.
REPORT OF LIBRARY DIRECTOR: Steve Brown
The Library has been very busy the last several months, with strong increases in December and
January.
Circulation is now fully-staffed with the recent addition of Pat Oliver. Technical Services is currently
advertising for a library acquisitions clerk. Reference is still short-handed; hopefully,
reference librarian Jacqueline Davis will return in a few weeks following an extended medical
leave.
A state TIF Board grant of $49,085 will provide high-speed Internet connections for the Library. With
federal e-rate discounts, the purchasing power of these funds will include more public Internet
computer terminals than we expected to obtain.
The long-delayed automation project is finally moving ahead. The RFP was posted this week with
proposals due April 14.
New Haltom City Library Director Rodney Bland has recommended participation in reciprocal
borrowing with NRHPL. The HC City Council approval is expected this month.
The Area Friends of the Library Book Sale is scheduled for North Hills Mall on February 28 and
March 1. Board volunteers are welcome to help staff the NRHPL booth.
Volunteers are also needed for the NTRLS fundraiser "Sculpture Along the Trinity." This May 4-11
event will be conducted under the auspices of the newly formed Federation of Friends groups.
In response to a request from a private school teacher, Mr. Brown discussed a proposed revision to
the current library card policy. Board reviewed the current policy, and the consensus was to endorse
a recommendation to be prepared by Mr. Brown and presented to council. The recommendation will
exempt from the non-resident fee private school teachers of grades K-12 in North Richland Hills.
Mr. Brown met this week with Board Chair Lynn Waller, Deputy City Manager Randy Shiflet, and
Support Services Director Thomas Powell to discuss the selection of a consultant to assistant in the
development of Library Master Plan. Mr. Brown will negotiate a contract with Providence Associates
of Denton for the council's approval at a late March meeting. Mr. Brown is confident that principal
associate Dick Waters and staff will do a good job for the Library.
A requirement of the Telecommunications Infrastructure Fund grant is that the Library adopt an
Internet Access Policy. Mr. Brown distributed the Library's current policy of February 1997. He
asked that Board Members review for discussion at the March meeting.
Next meeting was scheduled for March 19, 1998. Meeting adjourned at 7:45 p.m.
