LIBRARY BOARD MINUTES
November 21, 1996

REPORT OF LIBRARY DIRECTOR: Steve Brown
Library circulation increased 3.4% in October with adult paperbacks showing the highest increase.
A handout with a summary of the first statistics on reciprocal borrowing with Bedford, Hurst, Richland
Hills and Watauga libraries show a 25.7% increase of patron count by residence.
Despite the separation of the water system with Watauga, receipts from the donation fund have
continued to be higher than expected.
NRHPL is well below the national average of checked out library items not returned as reflected on a
circulation report for the first four months of 1996.
The recently installed display shelving for the new materials allow for more capacity and have been
well received by patrons.
Plans are for new employee Lynne Moomjian to begin as a circulation clerk in early December.
The SCORE contract has been signed and volunteers are planning to expand their services.
Trustee memberships for board members in the Texas Library Association were included in the
budget. Members were encouraged to join.
Members were invited to the library staff Christmas luncheon on December 11.
Mr. Brown asked that the board consider support for an effort to establish an interlocal agreement to
build a cooperative information network in NE Tarrant County. Following review of a draft resolution
and a question-and-answer session, the consensus was to support this proposal. On motion made
by Mary Shilcutt, seconded by Polly Brinkley, and carried, it was
RESOLVED: That the North Richland Hills Library Board supports the presentation to
the North Richland Hills City Council of the proposal by the Information for Citizens Network of
Northeast Tarrant County to establish a consortium to create a shared telecommunications network
for libraries, schools, colleges, and other public institutions in Northeast Tarrant County.
The Board approved Mr. Brown's plan to participate in the North Hills Mall book sale on the weekend
of February 22-23. The Mall provides most of the setup materials and will publicize the event. Each
library will be responsible for getting materials to mall and staffing sale tables with volunteers.
Discussion resumed on the Board's project of revising and updating the Library's Plan of Service.
Goals and objectives for the next five years were examined in detail. Mr. Brown and Mrs. Schmidt
reviewed prepared drafts incorporating revisions/additions made by board members over the last few
months.
Next meeting was scheduled for January 16, 1997. Meeting adjourned at 9: 1 0 p. m.
