INFORMAL REPORT TO MAYOR AND CITY COUNCIL
No. IR 2005-075
~ Date: June 8, 2005
Y Subject: Special Public Hearing on Loop 820 Corridor Study
Thursday, June 23, 2005
Richland Hills Church of Christ
7:00 P.M.
Mayor Trevino has called a special City Council meeting to conduct a public hearing .on the
Loop 820 Corridor Study following the open house and presentation by Kimley Horn &
Associates on Thursday, June 23 at the Richland Hills Church of Christ. The public hearing
is planned to be held at the church facility at Loop 820 and Meadow Lakes/Industrial Blvd. in
order to accommodate the anticipated large public gathering for both the public meeting and
public hearing. The Mayor and Council are welcome to come at any time for the open
house. The public hearing and special Council meeting will begin at 7:00 p.m.
City Staff and the consultants have had several meetings with property owners and
neighborhood groups, and a notice is being mailed out this week to notify all property owners
in the Loop 820 Study area and within 200 feet of the study area. A news release wiJI also
invite the general public as well. We will also specifically invite all Planning & Zoning
Commission members to the public hearing as there may be land use matters for their
consideration in the future. However, this will not be an official meeting of the P&Z.
An open house is being scheduled from 5:30 p.m. to 6:30 p.m. to allow all parties to view
current proposed maps and plans from the study. A formal presentation will be held between
6:30 p.m. and 7:00 p.m. to give an overall project summary. At 7:00 p.m. the City Council will
convene a public hearinQ to hear any comments from interested citizens. It is anticipated
that individuals will be able to express their comments and concerns at the public hearing,
but, we will also have comment cards for anyone to fill out and provide input.
The goals of the Loop 820 Corridor Study have been to protect access, promote the optimal
use of land, and to minimize conflicts between residential and non-residential neighborhoods.
Staff feels that the church location and timing of this public hearing will accommodate the
best available public input to assure these goals and support the study recommendations.
The Loop 820 Corridor Study maps and information will also be available in the City Hall
foyer with comment cards from Friday, June 24 through Friday, July 8 to receive any
additional input from citizens who were not available or were not able to make comments at
the June 23rd public hearing.
Kimley Horn & Associates, Inc. will make necessary changes as a result of any final input
and direction from City Council and citizens and are prepared to bring the final report for
formal adoption in late July. Please see attached public notice and map that will be going out
to more than 1,000 property owners this week.
Respectfully Submitted,
~~~
