[);~le ,- .__.__;¿:LQ,~;::R-1V3::: .i '_',-,f';' 9?~m INFORMAL REPORT TO MAYOR AND CITY COUNCIL No. IR 00-009 ~ Date: T Subject: January 24, 2000 Charter Communications Rate Increase On December 13, 1999 Charter Communications notified the City of its intent to increase cable service rates effective February 1, 2000. The 1996 Cable Act gives local government the responsibility of regulating rates for the basic service tier and for equipment, provided the municipality is a local franchise authority certified by the Federal Communications Commission (FCC) and the cable system is an area that is not subject to effective competition. The City of North Richland Hills is a certified local franchise authority because . Charter Communications is not subject to effective competition in this area according to the FCC's tests for establishing whether effective competition exists. This is the first rate increase implemented by the cable operator since January 1998. Basic cable service rates will increase from $10.70 to $11.01 monthly. The monthly charge for renting a remote control from Charter will increase from $0.18 to $0.37, and the monthly charge for the cable converters will increase from $1.19 to $2.23. A customer with basic cable service, a remote control and a converter box will see their bill increase from $12.07 to $13.61, a total monthly increase of $1.54 or 13%. I ',-- Local franchise authorities have one year from the time a rate increase is implemented to act on that rate increase; however, cities cannot take any action until the rate increase has taken effect. So, NRH has until February 1, 2001 to act on this rate increase. In order to exercise the City's right to regulate basic service rates, staff would like to join with surrounding cities served by Charter and look into the possibility of having these rates reviewed for fairness by Connie Cannady, an expert on cable rates with the C2 Consulting Firm. Joining with other cities in this effort will save the City money. If NRH were to ask Ms. Cannady to review our City's rate increase alone, the cost would be approximately $3,500. However, Ms. Cannady can offer a better price if the cities served by Charter join together for a review of the rates. Should the experts deem the rate increase unfair, Charter would refund the difference to its customers upon verification- by the FCC. If the rate increase is deemed by the experts to be fair, the City has done its due diligence to insure fair cable service rates for its citizens. However, if NRH does not conduct a review of the rate increase and surrounding cities do, NRH would not be entitled to the same recourse as other cities should the increase be deemed unfair. At this time staff is asking whether it is the desire of the Council to have the rate increase reviewed, or whether it is your desire to let the rate increase take affect as described above with no review. If it is the Council's desire to have the rates reviewed, would you like staff to join with surrounding cities served by Charter in reviewing the rates. R7;:~;¡:-- ''-.. T Subject: Discussion of Joint Meeting Date with Planning and Zoning on the Comprehensive Plan With the update of the comprehensive plan nearing ,a close, it is necessary that we schedule a joint meeting with Planning and Zoning and City Council. The majority of the fieldwork has been completed. The consultant is taking the information and putting it into maps as well as addressing issues as they relate to the update of the comprehensive plan. The Planning and Zoning Commission will meet with the consultant outlining some of the issues associated with updating the comprehensive plan. The Planning and Zoning Commission has suggested a joint work session with City Council to go over some of the findings as well as give Council a preview of where the update is headed. The consultant is looking for a meeting date the week of February 21. During the Pre Council meeting we would like to get your consensus on a meeting time with the Planning and Zoning Commission. ISSUED BY THE CITY MANAGER NORTH RICHLAND HILLS, TEXAS '-~ "- '\-. fI: INFORMAL REPORT TO MAYOR AND CITY COUNCIL No. IR 00-010' ~ January 24, 2000 T :::::CI: DEVELOPMENT & INSPECTION USER FEES - Ordinance No. 2451 The Building Inspections, Planning, and Public Works Departments have coordinated on revising their user fees and combining them into one ordinance. Each department has reviewed the DMG Maximus Study and discussed fee changes with the Finance Director and Assistant City Manager. In addition, fees of area cities were reviewed to examine comparisons. Discussion of the fee changes has been separated into three parts in this report. The fees are proposed to be effective March 6, 2000. Buildina Inspections As a result of the recent User Fee Study, increases in permit fees are proposed. The approach in the recommended increases is based on the percentage of the cost of recovery reported in the User Fee Study. Generally, fees reported with a cost of recovery less than 50% of costs are increased to 75% of the full cost. Fees reported with a cost of recovery between 50% and 75% are increased to 85% of the full cost. In some instances, new permit fees are established for the first time or the method used to compute the permit fees has been revised. Following is a brief summary of changes and points of interest (the bullets follow the ordinance structure): ~ Reinspection Fees - The current reinspection fee is set at $30.00. The change establishes increases fees for repeated "red tags;" $60.00 for the second reinspection and $100.00 for the third and subsequent reinspections. ~ Certificate of Occupancy - CofOs are separated in 3 dassifications with 2 of the 3 categories increased from $30 to $50. The other category remains unchanged. ~ Fences- A new category has been added for required subdivision walls and wrought iron fences. ~ Garage Sale - This category collects less than full cost but is left at current rate of $5 as a citizen service. ~ Grading/Excavation/Fill - Increased from $30 to $75, new categories added for "revised" grading plans not associated with plats. Currently the revisions are reviewed at no charge. ~ Changes to Approved Plans/Change of Contractor - New fees established for items previously performed at no charge (Table 2 of Ordinance, item #25 and #26). ~ Table of Valuation -,Current table used to determine fees adopted in '91 ('91 Uniform Building Code-UBC). Recommended table is from the '94 edition of the UBC. The lower end of the current table used to determine permit fees represented less than 50% recovery. If any part of the table is revised (increased) the entire table must be revised. ~ Commercial Parking Lots - New fee category added for adding surface parking. ISSUED BY THE CITY MANAGER NORTH RICH LAND HILLS, TEXAS ~ Signs - Increased portable sign permit fee from $25 to $50, added $50 fee for banner "'- signs (current fee is no charge). The sign ordinance exempts fees for portable signs for non-profits. ~ Electrical Fees - Added new categories for electrical service changes over 200 amps. Increased fees for service changes under 200 amps, signs and construction trailers from $15 to $20. Currently there is a flat fee charged regardless of size of service. ~ Fire Related Fees .... Fire sprinklers and fire alarm systems now include a plan review fee. New fee categories for fire alarm systems established to replace a single flat fee of $60. New categories added for repairs to existing systems. Several other new categories added including standpipe systems, fire extinguishing system/fire suppression system and portable LP containers. Plannina '- The Planning Department has application fees for zoning, platting, variances to the zoning, signs and landscaping ordinances, county recording fees,street and easement vacations and street signs per intersection. According to the DMG Maximus Report, we collect from 20% to 30% of what it cost to process zoning applications. We collect 8.4% to 11 % on variance applications. We collect 8% to 15 % on plat applications. Initially, Staff considered increasing the applications fees to 50% of the cost, however in certain applications this was a dramatic increase. Staff then reviewed the North Central Texas Council of Government 1998 Fee Survey to see what were some of the surrounding cities application fees. '-- ~ Zoning Fees - Includes requests to rezone property from one district to another, specific use permits and planned development requests.' The current fee is $300, no matter what the size of the property or development. The 50% fee would be $450. This fee is similar to the fees of surrounding cities but does not take into account the size of the property. Staff proposes the $450 fee. ~ Site Plan Review -Includes review of non-residential projects within 200 feet of residentially zoned or land use planned property. The current fee is $225, no matter what the size of the property or the development. The 50% fee would be $550. The average survey fee of a one acre site plan review application excluding the City of Euless is about $300. Staff proposes a $400 fee. ~ Platting Fees -Includes request to preliminary, final, replat and amend plats. The current base fee is $120 plus $5 per acre or $1.50 per lot. The county recording fees and street signs per intersection are added for the total fee. The 50% fee would be $600. This fee would be a dramatic increase from the current NRH fee and the current fees charged by surrounding cities. Staff recommends increasing the base fee of the preliminary and final plats to $200 plus $3 per lot for residential plats and $5 per acre for non-residential plats. Staff recommends increasing the base fee of the replat to $250 plus $3 per lot. Staff recommends increasing the amended plat fee from $0 to $200. ~ Variance Fees - Requests to the Sign and Landscape Control Board are $175. Requests to the Zoning Board of Adjustment (ZBA) for residential property is $100 and non-residential property is $175. To use a 50% cost recovery for ZBA, Sign and Landscape Control Board would be extremely costly. Staff recommends only increasing ~ the ZBA applications for residential property to $150 and retain the other existing fees in this category. The remaining fees are simifar to the surrounding cities. Public Works The Public Works Department has three (3) General Fund user fees which it charges. 1. Street & Drainage Construction Inspection Fee 2. Street Sign Fee 3. In order to recover a portion of this cost, we are recommending the existing 3% Inspection Fee remain the same, but add an additional 2% Plans Review Fee. This will make the total Street & Drainage Inspection I Plan Review Fee 5% of the construction coSt. This total fee of 5% is equal to what Colleyville, Grapevine, and Southlake are currently charging and will allow us to collect 96% of our cost for inspections and plan review. '--- We are recommending at the same time the Utility Fund Water & Sewer Inspection Fee of 4% be dropped to 3% to coincide with the Street & Drainage Inspection Fee. We also recommend a 2% Plans Review Fee be applied uniformly, so the total fee for Water & Sewer Inspection I Plan Review will be 5%. This will also allow us to recover approximately 100% of our costs. In order to help recover more of our costs for the street signs and the street cut repair; we are recommending the following. The Uniform Building Code has a table that is used to determine the building permit fee based on the value of construction. Each newer edition ('91, '94, '97) of the code increases permit fees. *Bedford and Euless plan to update fees in the next 3 to 6 months. Hurst has been increasing fees each year. The Cities of South lake and Watauga use the '94 UBC to determine permit fees. Development fees required For each permit and or application required by the development codes of the City of North Richland Hills involving the platting, zoning, construction of public infrastructure and/or the construction of private improvements, the applicant shall pay any and all application fees, permit fees, investigation fees, inspection fees and plan review fees as indicated in the fee schedules in Table 1 through Table 7. Building Permit Fees: 1. All classes of construction (new, addition, remodel, alteration, etc.) shall pay a building permit fee that is assessed based on the valuation of the project. The fee shall be based on "Table 1 - Building Permit Fees." The building valuation may be established using the most recent "Building Valuation Data" as published in the Building Standards Magazine as published by the I nternational Conference of Building Officials or may be established as submitted by the permit applicant. The valuation of construction shall include the fair market value of the work described on the application and shall include architectural, structural, electrical, plumbing and mechanical work. Except as specifically referenced in "Table 2 - Miscellaneous Permit Fees," the building permit fee shall be based on valuation. 2. All associated trade permits shall be assessed based on the associated fee table. 3. All commercial and multi-family building permits on which the permit fee is based on valuation shall be assessed a plan review fee. The plan review fee shall be sixty-five (65) percent of the building permit fee unless otherwise specifically stated. 4. Permit fees for work commenced without a permit may be doubled. 5. Reinspection fees may be assessed for inspections requested when work is not ready, Ordinance No. 2451 Page 1 of 14 when the work is not accessible for inspection, when previously identified code violations are not corrected, when repeated violations are made by the same contractor on repeated jobs and/or as may deemed appropriate by the building official. The first reinspection fee shall be assessed at $30.00. The second reinspection fee for items not corrected from the first reinspection fee shall be assessed at $60.00. the third and each subsequent reinspection fee for items not corrected from previous reinspection fees shall be assessed at $100.00. Concerns expressed by the Council included: 1) whether any anticipated equipment changes were anticipated; 2) additional transfers be prohibited for at least three years and preferably five years because of the time and cost involved; 3) an assurance that the City's Citicable can not be eliminated; 4) the desire to address open access of Internet Service Providers to the high speed Internet services now provided over the cable lines. The Council also requested that a representative from both Charter Communications' and A T& T meet with the Council to address issues on the proposed transfer. The Cable TV Board is to be invited to attend the meeting with the Cable Representatives. Section 370.002 of the Local Government Code adopted by the 74th Legislature on May 31,1995 requires that: (a) Before the third anniversary of the date of adoption of a juvenile curfew ordinance by a general- law municipality or a home-rule municipality or an order of a county commissioner's court, and every third year thereafter, the governing body of the general-law municipality or home-rule municipality or the commissioner's court of the county shall: (1) review the ordinance or order's effects on the community and on problems the ordinance or order was intended to remedy; (2) conduct public hearings on the need to continue the ordinance or order; and '-- (3) abolish, continue, or modify the ordinance or order. (b) Failure to act in accordance with subsections (a) (1) - (3) shall cause the ordinance or order to expire. The North Richland Hills Police Department has found that Ordinance No. 1994 has had a positive effect on the safety of our youth and has reduced the probability that unsupervised juveniles will become involved in crimes during late night and early morning hours. Case Summary Mr. Robert Katzen of Centrefund Development (Texas) Corporation submitted a site plan review for a commercial development within 200 feet of a residential zoning district. The applic~nt is proposing to develop a shopping center called Thornbridge Crossing on lots 2R, 3 and 4, Block 1, Davis-North Tarrant Parkway Addition. The three lots contain 15.39 acres._ . The Thornbridge Crossing development is proposed to be developed at this time with three buildings. The three buildings have a total square footage of 96,337 square feet, which covers 14.37% of the site. Tom Thumb, the major anchor tenant, is proposed to be built on Lot 3. Lots 2 and 4 are only being partially developed at this time. The applicant is providing 462 spaces for the entire site, 386 spaces are required which is 76 spaces more than required. The applicant is providing 36% of the entire site as landscaping at this time. As lots 2 and 4 are developed this will be reduced but will be required to meet the minimum of 15% of each lot. Lot 3 is also proposed to be developed with a gas station towards Davis Boulevard and a drive-through pharmacy along the northern side of the Tom Thumb building. The applicant will be providing a turn around for the pharmacy to prevent the general public from using the truck access driveway at the rear of the development to access the pharmacy. The applicant submitted the application on October 25, 1999 and is not subject to the amendments requiring offset facades, nor the revised landscape ordinance requirements for 15 foot landscaped front yard and the15 foot buffer yard adjacent to single family development. The Commission looked very closely at the proposed light standards. They recommended in their motion to minimize the height of two light poles shown to be 30 feet high. The applicant noted that reducing the height was not a problem. Thè applicant did not want to remove the light poles for traffic safety reasons because they are illuminate the entry driveway and direct cars in and out of the development. WHEREAS, applications were made to amend the Official Zoning Map, City of North Richland Hills, Texas by making applications for same with the Planning and Zoning Commission of the City of North Richland Hills, Texas as required by State statutes and the zoning ordinances of the City of North Richland Hills and all the legal requirements, conditions and prerequisites having been complied with, the case having come before the City Council of the City of North Richland Hills, Texas after all legal notices, requirements conditions and prerequisites having been complied with; and WHEREAS, the City Council of the City of North Richland Hills, Texas at a public hearing called by the City Council did consider the following factors in making a determination as to whether this requested change should be granted or denied; safety of the motoring public and the pedestrians using the facilities in the area immediately surrounding the site; safety from fire hazards and measures for fire control, protection of adjacent property from flood or water damages, noise producing elements and glare of the vehicular and stationary lights and effect of such lights on established character of the neighborhood, location, lighting and types of signs and relation of signs to traffic control and adjacent property, street size and adequacy of width for traffic reasonably expected to be generated by the proposed use around the site and in the immediate neighborhood, adequacy of parking as determined by requirements of this ordinance for off-street parking facilities, location of ingress and egress points for parking and off- street locating spaces, and protection of public health by surfacing on all parking areas to control dust, effect on the promotion of health and the general welfare, effect on light and air, the effect on the transportation, water, sewerage, schools, parks and other facilities; and WHEREAS, the City Council of the City of North Richland Hills at a public hearing called by the City Council of the City of North Richland Hills, Texas did consider the following factors in making a determination as to whether this requested change Ordinance No, 2447 Page 1 of 5 should be granted or denied; effect on the congestion of the streets, the fire hazards, panics and other dangers possibly present in the securing of safety from same, the effect on the promotion of health and general welfare, the effect on adequate light and air, the effect on the overcrowding of the land, the effect on the concentration of population, the effect on the transportation, water sewerage, schools, parks and other public facilities; and WHEREAS, the City Council further considered among other things the character of the district and its peculiar suitability for particular uses and with the view to conserve the value of buildings, encourage the most appropriate use of land throughout this city; and WHEREAS, the City Council of the City of North Richland Hills, Texas does find that there is a public neèessity for the zoning change, that the public demands it, that the public interest clearly requires the amendment, that the zoning changes do not unreasonably invade the rights of those who bought or improved property with reference to the classification which existed at the time their original investment was made; and does find that the change in zoning lessens the congestion in the streets, helps secure safety from fire, panic and other dangers; promotes health and the general welfare; provides adequate light and air; prevents the overcrowding of land; avoids undue concentration of population; facilitates the adequate provision of transportation, water sewerage, schools, parks and other public requirements; and WHEREAS, The City Council of the City of North Richland Hills, Texas has determined that there is a necessity and need for this change in zoning and has also found and determined that there has been a change in the conditions of the property surrounding and in close proximity to the property requested for a change since this property was originally classified; and therefore, feels that a change in zoning classification for the particular piece of property is needed, is called for, and is in the best interest of the public at large, the citizens of the City North Richland Hills, Texas and helps promote the general health, safety and welfare of the community; NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS: Section 1. That the City of North Richland Hills Ordinance No 1874, being the Zoning Ordinance of the City of North Richland Hills, Texas, is hereby amended and changed by Zoning Application PZ 99-41 to rezone the following described property to wit: Being tract 4P1, containing 1.60 acre situated in the AG, Walker Survey, Abstract No. 1630, Deed Records of Tarrant County (located at 4004 Flory Street), more fully and completely described by metes and bounds in Exhibit "A", attached hereto and made a part hereof which was previously zoned "R-7-MF" Multi Family District to "C2" Commercial District, all in accordance with Zoning Ordinance No. 1874 as amended. Section 2. The City Manager is hereby directed to correct the Official Zoning Map be redrawn to incorporate this zoning district boundary amendment and the herein described ordinance number be affixed to the property described herein. That in all other respects, the use of the tract or tracts of land herein above described shall be subject to all the applicable regulations contained in said City of North Richland Hills zoning ordinances and all other applicable and pertinent ordinances of the City of North Richland Hills, Texas. Section 4. That the zoning regulations and districts as herein established have been made in accordance with the comprehensive plan for the purpose of promoting health, safety, morals and the general welfare of the community. They have been designed with respect to both present conditions and the conditions reasonably anticipated to exist in the foreseeable future, to lessen congestion in the streets; to secure safety from fire, panic, flood and other dangers; provide adequate light and air; to prevent overcrowding of land, to avoid undue concentration of population; facilitate the adequate provisions of transportation, water, sewerage, drainage and surface water, parks and other public requirements, and to make adequate provisions for the normal business, commercial needs and development of the community. They have been made with reasonable consideration, among other things, of the character of the district, and its peculiar suitability for the particular uses and with a view of conserving the value of buildings and encouraging the most appropriate use of land throughout the community, Section 5. This ordinance shall be cumulative of all other ordinances of the City of North Richland Hills, Texas affecting zoning and shall not repeal any of the provisions of said ordinances except in those instances where provisions of those ordinances are in direct conflict with the provisions of this ordinance. Section 6. That the terms and provisions of this ordinance shall be deemed to be severable and that if the validity of the zoning affecting any portion of the tract or tracts of land described herein shall be declared to be invalid, the same shall not affect the validity of the zoning of the balance of the tract or tracts of land described herein. Section 7. Any person violating any of the provisions of this ordinance shall be deemed guilty of a misdemeanor and upon conviction thereof shall be fined in a sum not to exceed two hundred dollars ($200.00) and a separate offense shall be deemed committed upon each day during or on which a violation occurs or continues. Section 8. The fact that the present ordinances and regulations of the City of North Richland Hills, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of North Richland Hills, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that ~h~s ordinance shall become effective from and after the date of its final passage, and It IS accordingly so ordained. Early in our term, we dealt with the issue of the goals and objectives of the committee to make the year successful. The development of the mission of the committee continues each meeting as we learn our true identity, Early in the summer, a goal that we agreed upon was youth unity in our community, This lead to our largest and most challenging project the Youth Advisory Committee has done, YAC. Party '99, Y A C in YAC. Party '99 stands for Youth Advisory Committee, This project took a lot of time of planning and preparation rrom our committee, The purpose of the YAC. Party '99 was for the committee to provide an night for teens to gather and have fun without any alcohol or drugs involved. YAC. Party '99 was held at Northfield Park on September II tho We had a company set up inflatable jump houses and another company set up a concession stand for food and rerreshments, We concluded the night with five high school bands, which competed in a contest we called the Battle of the Bands for a prize of one hundred dollars, We believe YAC. Party '99 was fun, exciting, and successful. We would like to thank Council member Mr. Trevino for donating the stage, Vicky Loftice for helping us arrange items in which we borrowed rrom park and recreation department, and the North Richland Hills Police department for providing safety during the event. Afterwards in later meetings, we discussed YAC. Party '99 and decided in the future to make a few changes to make it a more exciting and successful annual event. Unfortunately, during the planning of YAC. Party '99, we found out that our liaison Tina Harvey would be leaving us after the event. Our new liaison is Melissa Johnson and we are very excited to be working with her. We know with her leadership that she will continue to help our committee to be exciting and successful as she already has proved, In December, our committee participated in the Santa Cops program provided by our North Richland Hills Police Department by wrapping gifts, We also had a couple of volunteers help out a junior high dance. The dance is provided by the Parks and Recreation Department and we were glad to help them out. Currently, we are in the process of developing a survey, which we will give out to high school students, The purpose of the survey will be to find out teen's concerns, ideas, and wants within the city of North Richland Hills, After analyzing the survey's results, this will give our committee a better understanding of the ideas of teens in the city so that we can be the proper and successful voice of teens in the city, Issues rrom the survey may lead us into the action of talking with you the City Councilor us just providing the right information back out to the teens. Any way the analyzation of the survey may lead us, we believe it will give us a good understanding to our committee what we need to do, To make sure this survey is successful we are looking for outside help and working with City Manager Larry Cunningham to possibly getting help rrom a local college, We will keep you updated in any major circumstance throughout the survey and give you a final report, F or the future, the committee is looking into getting involved with other city boards and the possibility of setting up a web site, This last year has been fun and a great success, because of the hard work this committee has done, We hope only to build upon the success in to the next half of the term and be the voice and leaders for our teens of the community into the next century, - CITY OF NORTH RICHLAND HILLS "- Department: Parks and Recreation Council Meeting Date: 1/24/00 GN 2000-06 Subject: Approve and Adopt The 2000 North Richland Hills Parks, Agenda Number: Recreation and Open Space Master Plan The current Comprehensive Parks and Recreation System Master Plan was adopted in 1991 and updated in 1995. Most of the needs identified in the 1991 and 1995 Master Plan updates have been successfully satisfied or addressed. In harmony with City Council Goal #5, Quality of Life Amenities for the Community, our consultant, Carter & Burgess, Inc., was selected to prepare a new Park System Master Plan for systematic planning and citizen involvement to take us into the 21st century and ultimate build-out of our community. The Park and Recreation Board and Park System Master Plan Executive Committee, at their January 17, 2000 joint meeting, reviewed the proposed final draft of the 2000 North Rich/and Hi/Is Parks, Recreation and Open Space Master Plan. Preparation of the Plan was approached in two phases. The first phase included preparation of an inventory/supply analysis, population analysis, standards analysis, and demand analysis and '- needs assessment (focus groups, town hall meeting and citizen survey). The second phase of work included preparation of a tabulation of the prioritized needs identified by the citizen survey, public meetings, youth surveys conducted in the schools (facilitated by the Youth Advisory Committee), Park Board, Park System Master Plan Executive Committee, and staff. A summary of priority needs showing the high, moderate, and low ran kings of these needs was developed (pages 102-103). An action plan, identifying a program for park acquisition, development and a 5-year expenditure analysis was drafted from the summary of prioritized needs (pages 131-141). Confirm/Develop an agreement with Birdville I.S.D. to ensure after school access to existing and proposed outdoor facilities at the Foster Village Elementary School, Snow Heights Elementary School, Holiday Heights Elementary School, Mullendore Elementary School, Smithfield Elementary School, and Smithfield Middle School sites. Provide hike/bike/walk trails of a minimum %-mile each at Northfield Park and Richfield Park and for new park development. Include accessible connections to park elements such as playgrounds and pavilions. If parks are large enough, construct loop trails through the park for multi-purpose users. Many of the trails master planned in this document are currently in the planning and design stages, while the trails at the Bedford-Euless Road Greenway and the North Electric Trail have been constructed. Add playground, picnic shelter and tables, and parking at Trail Heads for trails being developed in areas where these services do not exist. Development fees required For each permit and or application required by the development codes of the City of North Richland Hills involving the platting, zoning, construction of public infrastructure and/or the construction of private improvements, the applicant shall pay any and all application fees, permit fees, investigation fees, inspection fees and plan review fees as indicated in the fee schedules in Table 1 through Table 7. Building Permit Fees: 1. All classes of construction (new, addition, remodel, alteration, etc.) shall pay a building permit fee that is assessed based on the valuation of the project. The fee shall be based on "Table 1 - Building Permit Fees." The building valuation may be established using the most recent "Building Valuation Data" as published in the Building Standards Magazine as published by the International Conference of Building Officials or may be established as submitted by the permit applicant. The valuation of construction shall include the fair market value of the work described on the application and shall include architectural, structural, electrical, plumbing and mechanical work. Except as specifically referenced in "Table 2 - Miscellaneous Permit Fees," the building permit fee shall be based on valuation. 2. All associated trade permits shall be assessed based on the associated fee table. 3. All commercial and multi-family building permits on which the permit fee is based on valuation shall be assessed a plan review fee. The plan review fee shall be sixty-five (65) percent of the building permit fee unless otherwise specifically stated. 4. Permit fees for work commenced without a permit may be doubled. 5. Reinspection fees may be assessed for inspections requested when work is not ready, Ordinance No. 2451 Page 1 of 14 when the work is not accessible for inspection, when previously identified code violations are not corrected, when repeated violations are made by the same contractor on repeated jobs and/or as may deemed appropriate by the building official. The vote failed for lack of a majority vote. Per Council Rules of Procedure a Council member who voted with the majority may make a motion to reconsider an item no later than the next official meeting of the Council. The motion to reconsider can be seconded by any member and will require a majority vote to ca rry. Councilman Welch has requested that Council reconsider action on this request. If Council votes affirmatively to reconsider action on this request, Staff will schedule a public hearing on February 14, 2000. Then on February 14, 2000, Council will hold the public hearing and reconsider their action on the request. This report presents and evaluates the effectiveness of our marketing efforts, the on-park revenue centers, guest satisfaction ratings, guest surveys, financial performance and attendance for the 1999 season. The Analysis/Conclusions section of the report is included below and summarizes the key points that were discussed with greater detail in the report. The 1999 Season was strong during the peak attendance months of July and August. The wet, cool early May and June coupled with the expansion of other facilities in the area led to a revenue and attendance decrease over the summer as a whole. Operationally, we saw increases in Group Sales and a slight increase in on-park per capita spending. On-park spending is a very important revenue source to NRH20, one that assists in the keeping of park admission fees low. Survey results, a major focus of the 1999 Season, showed increases in key areas. This is a positive as our guests continue to evaluate NRH20 as a successful operation. NRH20 is a service facility. Our ability to remain a successful venture relies on our guests having a good time and enjoying themselves. This is important not only so the guest returns to visit the park again, but also so they tell others about the wonderful time they had at NRH20, The Formula for Family Fun.
