STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: REPORT OF LIBRARY DIRECTOR: Steve Brown April brought a satisfying rebound in library circulation figures following two months of mildly disappointing results. City Council approved the request for reciprocal borrowing with area libraries. Members discussed a handout of the draft agreement that defines the terms under which service will be available to nonresidents of the cities which have agreed to participate in reciprocal borrowing. BISD agreed to our request for the loan of core school textbooks to establish a homework collection in the library. Hopefully, this service will begin with the fall school session. The recent Fort Worth Star-Telegram article reflected very well on the library and staff with favorable comments from patrons the reporter interviewed. The book sale held on May 13 earned $1,231.14 to buy new materials for the collection. Work on landscaping to improve the entrance area and the exterior painting of the library is expected to begin in early summer. Mr. Brown discussed with members his recent decision to increase funds to purchase paperback books. As these are more cost efficient than hardbacks, additional copies of new releases, bestsellers, and multiple copies of popular books that people want to read can be added to the collection. The FY 96/97 budget has been submitted to city administration. Referring to a percentage chart, Mr. Brown reviewed the salaries, benefits, materials, supplies, maintenance, and capital expenditures that he included in the budget requests. Decision package items include an automation system and additional staff to extend hours on Wednesdays. In response to questions, Mr. Cunningham explained the city's budget procedure: department requests submitted to administration and budget coordinator; department heads meet with administration to defend and justify requests; city manager reviews all department requests and city revenues to decide the level of funding to present to city Page 1 of2 CITY OF NORTH RICHLAND HILLS LIBRARY BOARD MINUTES May 16,1996 council; city council, city administration and department heads attend retreat to work out final details; copy of requested fiscal budget is made available in the city secretary's office for public to review; public hearing in September; and budget adopted by beginning of fiscal year. Following the earlier discussion on the approval of city council to go forward with reciprocal borrowing, the Board consensus was to approve the wording of the draft of the agreement to submit to metroplex area libraries who are interested in participating in the program with NRHPL. At the next meeting, Mr. Brown would like to begin review and revisions to the library's current Plan of Service. Next meeting was scheduled for August 15, 1996.
