HomeMy WebLinkAboutLIB 1996-04-18 Minutes CITY OF NORTH RICHLAND HILLS LIBRARY BOARD MINUTES April 18, 1996 BOARD PRESENT: Joyce Moody, Carol Benoit, Avis Crisp, Lynn Waller, Kay Schmidt and Mary Shilcutt (Absent: Polly Brinkley, Glenn Smith) Larry Cunningham, Assistant City Manager Steve Brown, Library Director Brenda Lewis, Secretary Chair Kay Schmidt at 7:00 p.m. Minutes of March 21, 1996 were approved as written. STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: REPORT OF LIBRARY DIRECTOR: Steve Brown Although the March statistics reflected a 3% decrease overall, the Library was closed 4% more (an extra day) and construction traffic continues to be a factor in library usage. The Library suffered a break-in the night of April 3, and though losses were small it has prompted a renewed staff emphasis on security procedures at closing time. Betty Russell returned recently from the Portland, Oregon Public Library Association's annual conference with many new ideas and much information for staff to study. New lighting over the circulation desk and in the periodical area is completed. Both the light levels and the appearance are much improved. Replacement lenses for tops of some of the book stacks have been ordered. The plastic has been chemically degraded over the years; the 265 replacements panels will be plexiglass. Preliminary plans to rewire stack lights are being prepared by the Support Services staff. Conduit will be run under the foundation for new and future requirements. With the addition of two bicycle racks outside the children's area, youngsters can now park their bikes in a more safe place than around the handicapped parking spaces. Staff hosted the North Texas Regional Library System Meeting today. The highlight of the meeting was the announcement of Executive Director Joe Garcia that he was resigning and accepting the directorship of the Brownsville Public Library. The search process for a replacement will begin immediately. The remainder of the budget requests are due to city administration by April 22. Included in the three decision item requests are: 1) an updated automation system, 2) additional shelving and stack lighting, and 3) clerical staffing to support extending the Wednesday hours until 9 p.m. With the resignation of the Technical Services Supervisor this summer, Betty Russell has agreed to assume these responsibilities in addition to her current duties. A full-time reference librarian will be added in preparation to the Wednesday night opening. Children's Services Supervisor Liz Brockman and Reference Librarian Deb Liptak will be attending the Texas Library Association Conference in Houston along with Mr. Brown next week. Page 1 of2 CITY OF NORTH RICH LAND HILLS LIBRARY BOARD MINUTES April 18, 1996 Mr. Brown recently compiled statistics from a sampling of 539 library materials in the nonfiction collection. He discussed with members a handout on breakdowns of various subject areas and the continuing need to write a collection development plan, weed outdated material, and create a balanced method of purchasing new items. Following extensive discussion with Mr. Brown responding to questions and concerns, the consensus was to recommend the proposal to permit reciprocal borrowing among area libraries. Upon motion made by Avis Crisp, seconded by Mary Shilcutt, and carried, it was: RESOLVED: That the North Richland Hills Library Board supports the proposed resolution authorizing the North Richland Hills Public Library to enter into reciprocal library borrowing agreements with public libraries in area cities and waiving the non-resident fees charged to residents of those area cities which subsequently enter into reciprocal agreements with North Richland Hills.
