LIBRARY BOARD MINUTES
April 20, 1995
BOARD PRESENT: Polly Brinkley, Jan Daniels, Kay Schmidt, and Mary Shilcutt
(Absent: Jay Bradshaw, Shirley Goolsby, Avis Crisp, and Lynn Waller)
STAFF PRESENT: Mark Gretchen, Library Director; Brenda Lewis, Secretary
CALLED TO ORDER: Vice Chair Kay Schmidt at 7:05 p.m.
APPROVAL OF MINUTES: Minutes of March 16,1995 were approved with the
correction of "Richland Middle School" to "North Richland Middle SchooL"
REPORT OF LIBRARY DIRECTOR:
Statistics for March reflected an increase of 11 % in circulation, 10% in reference
and 23% in new registrations.
The recently re-bid lighting project has been awarded to Groves Electrical
Services with a bid of $27,870 and a completion time of 91 days including
7 weeks delivery time for fixtures. As the bid came in under the budgeted
amount, we hope to use the extra funds for lighting in the foyer and
repainting in the reference area.
The Health Reference Center, a new on-line reference resource, offers
customers 150 indexed magazines, 500 medical education pamphlets and
full text of various medical reference books. The database is updated
monthly.
Budget preparation for 1995-96 is in progress. A new computer system for the
library and additional staff to allow adding Wednesday evening hours are
top priorities.
With city hall under renovation, early voting is being conducted in the library.
On-line catalog patrons are being asked to complete a user survey to determine
the effectiveness of the current system. Mr. Gretchen will update the
Board with the results at the next meeting.
As a result of a question last month pretaining to library card non-resident exemptions,
Mr. Getchen researched the background of this policy. BISD teachers, non-resident
taxpayers, library volunteers and city employees are currently exempt from the non-
resident fee to obtain a library card.
Following discussion and at Mr. Gretchen's request, the recent proposed revisions to
library policies were postponed. Mr. Gretchen is working with city administration to
clarify the procedures for revising current and establishing new library policies.
Ms. Liz Logan, Children's Services Supervisor, presented the plans for the 1995
NRHPL Summer Reading Club. "Once Upon a Planet" is the theme for this NRHPL
and Texas State Library sponsored program. Ms. Logan encouraged all Board
members to participate along with library staff and children of all ages in logging their
summer reading hours. Story time will continue on Wednesdays, special programs on
Tuesdays, and movies on Thursdays.
Next meeting was scheduled for May 18, 1995. Meeting adjourned at 7:55 p.m.
