LIBRARY BOARD MINUTES
October 21, 1993

Shirley Goolsby moved, Jan Daniels seconded, and motion carried to
approve minutes of September 16, 1993.

REPORT OF LIBRARY BOARD CHAIRMAN: Jay Bradshaw
Shared copies of letter that he had sent to Mayor and Council with the Board's unanimous recommendation
that the southwest entrance to the Library from Rufe Snow remain open.
Presented copies of the most recent NRH Boards and Commissions booklet.
Thanked members for a good turnout at the city's annual reception at Iron Horse.
REPORT OF LIBRARY MANAGER: Wynette Schwalm
The last week in October is the date set for the close out of the fiscal '92/93 budget and the finalized
details of the '93/94 budget.
Materials circulation is up 11 % over the same time last year. An increase of $17,000 for materials is
included in this year's budget.
Staff is still negotiating with the Newsbank representative on price details to keep this service available to
library patrons.
Betty Russell reported that PhoneTree, a reserve and overdue message delivery system, should be up and
running by the end of next week.
The library is now operating at full staff with the recent addition of part-time pages.
The council will now be receiving copies of board packets as suggested at the September meeting.
SUMMARY OF LIBRARY ACTIVITIES:
NTLS Lay Representative Polly Brinkley, Wynette Schwalm, and Betty Russell attended the September
NTLS meeting in Lewisville. The North Texas Library System, which has been a division of the
Fort Worth Public Library, will soon become the North Texas Regional Library System, an
independent non-profit organization.
Wynette Schwalm is currently involved in Northeast Leadership, a group sponsored by the NE Tarrant
Chamber. These are monthly information-intensive day-long seminars for community leaders.
CONFIDENTIALITY AMENDMENT
Following extensive discussion on the recent amendment to the Texas Open Records Act, staff will draft a
library policy and forward to the City Attorney for a legal opinion. The draft will be included in the
November board packet.
Next meeting was scheduled for November 18. Jan Daniels moved, Shirley Goolsby seconded, motion
carried to adjourn at 8: 15 p.m.
