WHEREAS, an Election was duly held in the City of North Richland Hills, Texas, on the 4th
day of May, 1996 to elect the Mayor and Council Places 2, 4, 5, and 6 and Municipal Judge of the
City of North Richland Hills, Texas; and
WHEREAS, the Mayor and City Council duly canvassed the votes of said election on this the
6th day of May, 1996; and

Section 1 of Article XVI of the State Constitution requires oaths (statements) of elected and appointed
officials to be filed with the Secretary of State. The attached resolution requires oaths by all affected
officials including Council members. The oaths cover a full two year term.
Recommendation:
It is recommended that the City Council approve Resolution No. 96-30.

The attached resolution is submitted for the purpose of calling a Run-Off Election on June 1, 1996 if no
candidate receives a majority of the votes in the race for Municipal Judge of the City of North Richland
Hills. The resolution also provides for the appointment of election judges.
Recommendation:
It is recommended that City Council approve Resolution No. 96-31 if a Run-off Election is necessary.

RESOLUTION NO. 96-31
e WHEREAS, at the City Election of May 4, 1996, no candidate received a majority of
votes in the race for Municipal Judge of the City of North Richland Hills; and
WHEREAS, it is necessary to hold a Run-off Election to elect a person for Municipal
Judge of the City of North Richland Hills.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
NORTH RICHLAND HILLS, TEXAS, that:

A Run-off Election is hereby called for June 1, 1996 between 7:00 a.m. and 7:00 p.m.
The run off shall be between

The election shall be held at the following voting precincts:

Each Presiding Judge shall appoint not less than two nor more than six qualified clerks
to serve and assist in holding said election; provided that if the Presiding Judge herein appointed
actually serves, the Alternate Presiding Judge shall be one of the clerks.

5.
Early voting will be held on weekdays beginning on May 15, 1996 at 8:00 a.m. and
ending on May 28, 1996 at 5:00 p.m. Such early voting shall take place in the office of the City
Secretary in the North Richland Hills City Hall (the Pre-Council Room and City Council Chambers
shall be considered an extension of the City Secretary's office for early voting purposes) at 7301
Northeast Loop 820, North Richland Hills, Texas. The City Secretary or her designee, shall be
responsible for conducting early voting, both in person and by mail.
6.
In accordance with Section 87.004 of the Texas Election Code, the Presiding Judge at
City hall and at least two (2) election clerks shall also serve as the Early Voting Ballot Board to count
the ballots received in Early Voting by Personal Appearance and Early Voting by Mail.
7.
All residence qualified electors of the City shall be permitted to vote at said election,
and on the day of the election, such electors shall vote at the polling place designated for the
Election Precinct in which they reside.

8.
The election shall be conducted pursuant to the election laws of the State of Texas.
The City Secretary is directed to procure voting machines, if available, for the election of June 1,
1996, and voting machines are hereby adopted as the method of voting at such election.
