Jack Thompson was selected as the Parks and Recreation Department's Marketing Specialist. Jack was Marketing Director for Guildhall, Inc., a marketing firm specializing in promoting artists and their work. He is a graduate from Texas Christian University with a degree in marketing. Jack's experience also includes municipal employment with the Fort Worth Zoo. He has a dynamic personality and is very enthusiastic about the new Waterpark. Jack began his position with the City on January 3, 1995. Frank Perez was selected as the Aquatic Park Operations Coordinator. Frank is a graduate of the University of Wisconsin with a degree in Political Science and Public Administration. He has seven years experience in the waterpark industry working with Noah's Ark Waterpark, located in Wisconsin Dells, Wisconsin. Noah's Ark Waterpark is one of the ten largest waterparks in the country. In addition, Frank has worked with Jeff Ellis & Associates, international consultants on aquatic safety, and worked as Research Assistant for the Mayor of Stevens Point, Wisconsin. Frank began his position with the City on February 21, 1995. '- We look forward to the exciting events these two gentlemen will bring to the progressive future of the citizens of North Richland Hills. Respectfully Submitted, +~~ Jim Browne Director Parks and Recreation Department ( '- ISSU ED BY TH E CITY MANAG ER NORTH RICHLAND HILLS, TEXAS INFORMAL REPORT TO MAYOR AND CITY COUNCIL No. IR 95-32 A- Date: T Subject: February 22, 1995 Sammons Cable Rate Increase On February 3, 1995, the Federal Communications Commissions approved MM Docket #92-266 authorizing an "inflation" increase of 5.21 % for two types of cable operators: those considered to be small cable operators serving 15,000 customers or less and cable operators that charge relatively low rates. This 5.21 % percent inflation rate adjustment is for life line and tier services only. Sammons Cable falls into the low priced operators category, and therefore, the FCC authorized them to increase their rates 5.21 % for life line and tier services. This will take effect April 1, 1995 and Sammons Cable will be notifying each of their customers by mail. This will increase the life line and tier services by $1 per month, bringing the amount from $19.16 to $20.16. Sammons will be making adjustments in their rates system wide, not just our system. Since the FCC approved this, no action is necessary by the City Council. Should you have any questions on this please let us know. Respectfully submitted, ~~ Assistant City Manager ISSUED BY THE CITY MANAGER NORTH RICHLAND HILLS, TEXAS INFORMAL REPORT TO MAYOR AND CITY COUNCIL No. IR 95-30 ~ Date: T Subject: February 27, 1995 Fiscal Year 1993/94 Auditor's Management Letter The Management Letter which is prepared annually by our independent auditors, KPMG Peat Marwick, addresses areas where improvements are suggested. As the auditors perform their test work at year end, questions arise or observations are made which result in comments in the Management Letter. It has been our policy to discuss these issues as they arise. In several instances the auditors may not have complete knowledge of a specific area which results in an incorrect observation. Our policy is intended not only to provide additional information to auditors when needed, but to evaluate the recommendations for possible implementation. Continual communications with the auditors is invaluable as a management tool, as potential problems can be avoided before they become major problems. Attached for your review is a copy of the fiscal year 1993/94 Management Letter along with the staff's responses. This item is placed on the Pre-Council agenda for discussion purposes only. As you review this, if there is something you would like to discuss or have further information on, please feel free to give me a call. Respectfully submitted, ~h~ Assistant City Manager Attachments ISSUED BYTHE CITY MANAGER NORTH RICHLAND HILLS, TEXAS FOLLOW-UP TO FISCAL YEAR 1993/94 MANAGEMENT LETTER BY AUDITORS AUDITOR'S RECOMMENDATIONS 1, INTERNAL AUDIT We noted that the internal audit function is not being performed on a regular basis. An internal audit function should be implemented and this position should be independent, with management and/or City Council reviewing and approving an internal audit plan. The internal auditor should focus on continuing the strengthening, implementation, and evaluation of internal controls. 2. RECONCILIATION OF GENERAL LEDGER ACCOUNTS We noted the City had not reconciled a Certificate of Deposit to the general ledger. The Certificate of Deposit has been ovvned by the City for several years and was not recorded on the general ledger. 3. GOLF COURSE INTERNAL AUDIT We noted the Finance Department performed limited internal audit procedures at the Golf Course during the year. We recommend the procedures be expanded to include review of payroll registers, reconciliation of payroll registers to expenses by department, review of expenses paid by the management company to insure that they are proper expenses of the Golf Course, reconciliation of fixed assets to the general ledger and review of overall controls to insure they are effective and in operation. STAFF RESPONSE AND/OR ACTION Internal audits are currently being performed, but not to the extent as recommended by the auditors. The Finance staff concurs with the recommendations and will implement this to the extent possible within existing personnel resources. However, to fully implement the auditors' recommendations will require additional staff resources. A recommendation will be submitted for consideration in the 1994/95 budget. This Certificate of Deposit was originally recorded as it should have been on the general ledger, but approximately four years ago it was in advertently recorded with the TexPool investments. This matter has already been corrected and will not recur. During the past fiscal year City staff performed internal audit procedures regarding fixed assets, reconciliation of fixed assets, merchandise and food inventory and other procedures at the Golf Course. City staff will perform various internal audit procedures as recommended during the 1994/95 fiscal year. AUDITOR'S RECOMMENDATIONS 4. INVESTMENT POLICY We noted the City maintains the majority of its investments in one public funds investment pool. We noted the City is in the process of diversifying its investment portfolio. We recommend the City continue to investigate other investment opportunities in an effort to increase their return and diversify their portfolio while not assuming excessive financial risks. 5. ACTUARY REVIEW OF THE MEDICAL PLAN The Insurance Fund has an accumulated fund deficit primarily caused by increasing claim expenses. The City would benefit from having an actuarial review performed on its self-insurance medical plan. Additionally, a review of your medical care costs could be performed and specific recommendations would be made on how to save health care dollars. This review is a critical "cross check" to ensure your benefit program is performing at minimal fiduciary risk to the City. A medical claims review could additionally be performed to ensure claims paid are allowed by your medical plan. -", -,_..__.~.,-,.._,._-_.+~~~-,--,~---.~--- STAFF RESPONSE AND/OR ACTION City staff began to diversify the investment portfolio even before this Management Letter recommendation. We have invested in treasury bills and agency discount notes and will gradually diversify our investments while still maintaining investment opportunities with TexPool. The investments we are using are very low risk, short term instruments. We will not invest City funds in long term opportunities. The safety of our investments will be a key consideration in anything that we consider. It has been a number of years since an actuarial review has been performed, and with the major claims in the last couple of years, staff concurs that an actuarial review should be performed. A suggested approach to such an actuarial review will be prepared and submitted for consideration in the near future. 2 INFORMAL REPORT TO MAYOR AND CITY COUNCIL No. IR 95-33 - ~ Date: T Subject: February 27, 1995 Renewing Texas Instrument's Permit at Green Valley We have been contacted once again by Texas Instruments. Their present permit for the use of the old Green Valley is good through March. They would like to extend this another six months. We can not think of any reason not to do this. He continues to be disturbed by circulars that are placed in his door. He has a "No Solicitation" sign on his door. He is suggesting that the City prepare an ordinance requiring registration and a fee for all people passing out handbills or circulars in the City. STAFF PRESENT: CALLED TO ORDER: APPROVAL OF MINUTES: REPORT OF LIBRARY DIRECTOR: Mark Gretchen Statistics for January reflected an increase of 4% in circulation. Although the overall reference statistics were down by 1 %, the adult reference figures were up 4%. In addition to residents of NRH, library card holders include residents from various other cities. A patron count by residence code summary was distributed and discussed. The bids for the lighting project came in over the budgeted amount. The consulting engineer has prepared new specifications that will produce the same light levels as the original plan, but which are within the funds allocated for this project. Recent personnel changes include the addition of Joy Plowman as a full-time circulation clerk, Tonja Tilley assumes a part-time circulation clerk duties in addition to her library page hours, and Carolyn DeLeon as a new part- time page. The city has approved a request to hire a part-time temporary clerk for six months to work on the library automation conversion project. As a result of discussion at the last board meeting, Mr. Gretchen met with Chris Jenkins, Lead Librarian, and Dr. David Foerch, Associate Superintendent for Instruction, for BISD to explore ways the library and BISD can work together to provide better service. Among the suggestions are automation, collection development, staff training, and summer reading programs. Mr. Gretchen will pursue this possibility further by conducting a study of the Irving Public Library and their local school systems cooperative efforts. Extensive discussion followed on the proposed new meeting room policy. The policy includes the library board room, children's conference room, and the north and south conference rooms. The consensus was to review the library and city polices both past and present. The item will be placed on the March agenda for discusion and/or action. Next meeting was scheduled for March 16, 1995. The attached easement dedication needs to be incorporated into the closing paragraph after the metes and bounds description. 3. The current zoning needs to be clearly indicated on the face of the plat. This includes the proposed lots and the adjacent lots. 4. The plat is bordered by State Highway facilities on the north side. If the driveways are to be reconstructed, a TxDOT Access Permit will be required. 5. The Zoning Ordinance requires sidewalks adjacent to all public streets. WHEREAS, Article 3, Section 64(b), of the Texas Constitution and the Texas Gov. Code Annotated, Chapter 191 authorize counties and cities in the State of Texas to contract with one another for the performance of various governmental functions and services, including those in the area of public health and welfare; and WHEREAS, certain natural conditions in the City make the unregulated disposal of sewage facilities undesirable and a potential threat to the health of inhabitants; and WHEREAS, a commonly used on-site sewage disposal system in North Richland Hills is the septic tank, the improper functioning of which is causing, or may cause, pollution, or is injuring, or may injure, the pubic health; and WHEREAS, the City of North Richland Hills realizes the present or potential threat to public health and also realizes the present priorities of its municipal staff; and WHEREAS, the Tarrant County Health Department has been authorized by the Texas Natural Resource Conservation Commission to regulate on-site sewage disposal systems; NOW, THEREFORE, KNOW ALL MEN BY THESE PRESENTS: The City of North Richland Hills, situated in Tarrant County, Texas, hereinafter called "City" acting herein by and through Tommy Brown, its duly authorized Mayor, and Tarrant County, hereinafter called "County", acting herein by and through Tom Vandergriff, its duly authorized County Judge, as directed by the Commissioners' Court of Tarrant County, do hereby covenant and agree as follows: SECTION 1 As used herein, "On-site sewage disposal system" means one or more systems of treatment devices and disposal facilities that: (a) produce not more than 5,000 gallons of waste each day; and (b) are used only for disposal of sewage produced on the site where the system is located. SECTION 3 In consideration for the inspection and permitting services provided, as well as the administrative costs incurred, City agrees to allow the County to charge its standard application and permit fees, and to retain one hundred percent (100%) of all fees collected. The following is a list of changes: o Article 2 Section 2.01 (L) The definition of a Water Park. With the opening of the North Richland Hills Aquatic facility, there is a need for a definition of a water park in the Ordinance. o Article 3 Section 3.01 (C) Change from Manager of Operations to Certified Pool Operator. Managers of Operations are often not schooled in the workings of the pool and its equipment. Certified Pool Operators know the equipment, how it works and how to maintain it. o Article 3 Section 3.01 (D). Expiration of Permit. It was difficult for the managers to justify permitting the pools in the fall of the year, when the pools and equipment would not be used for months. f'J Article 4 Section 4.01 Inspections. For safety reasons, all pools should be inspected prior to use, ,_ especially since so many children swim unattended. o Article 4 Section 4.03 (G). Use of backwash water. Pool water, vAlen back washed, and/or drained may be used for conservation purposes, as long as this water is not pumped or drained directly onto adjacent property, public or private. o Article 5 Section 5.02 Violation for removal of sign. Damage to or removal of Closure sign may result in the issuance of a citation to the manager of the property and/or the certified pool operator. This is important to protect the public, especially children who unsuspectingly might use an unsafe pool. Recommendation: It is recommended that the City Council approve Ordinance No. 2036. Semi-Public Pool - any pool, spa or water slide which is not included within the definition of either "Private Pool" or "Public Pool" as those terms are defined herein. I. Spa - therapeutic pool", hydrotherapy pool", whirlpool", hot tub", and sim ilar type pools which may not be drained, cleaned and refilled for each individual. J. Swimming Pool or Pool - any structure, basin, chamber or tank containing an artificial body of water for swimming, diving or recreational bathing and shall include water slides. K. Water Slides - any recreational water slide flume designed to provide a descending ride into a splash-down pool at the base of the slide. A person shall not operate a public or semi-public pool in the City of North Richland Hills unless and until a permit for such purposes has been issued by the Environmental Services Official or his/her designee. B. An application for such permit as required in this Article shall be made in writing to the Environmental Services Official or his/her designee upon forms prescribed and furnished by the City of North Richland Hills. C. An applicant must designate aB:§~,f,§ªrt99~~B@[ª!9[ for each complex for which a permit is sought and the person designated as the Certified Pool Operator must be employed on the premises where the pool is located. D. Operational permits shall §XRi.fg,9m:~Rrmªºtti of each year, unless suspended for cause before expiration date and must be renewed each year as described in this Section. E. Public pools which are owned and operated by the City or public schools must obtain an operational permit but shall be exempt from paying the application fee and the operational permit fee. Section 3.02 PERMIT DURATION AND RENEWAL: The permit shall be renewable onNlêÆ'ûr§l(1:§!) of each calendar year. - Section 3.03 PERMIT FEE: The permit fee for a public or semi-public pool shall be one hundred ($100) dollars. Each public or semi-public pool shall require a separate permit. ARTICLE IV INSPECTION AND OPERATION Section 4.01 INSPECTIONS: The Environmental Services Official is authorized to conduct such inspections as he/she deems necessary to ensure compliance with all provisions of this ordinance. Every public and semi-public pool shall @,m,p~gy@:§~m¡ftgg:::,BggtJºpgrªtqf, as provided in Section 3.01 above, who shall be responsible for compliance with all parts of this Article relating to pool maintenance,pool operation and safety of swimmers. It shall be unlawful for suchÞ~ª:!f¡~P:::ßggt.::lpgtª~gr to cause or permit the existence of a condition which is in violation of any part of this Article. B. All pumps, pump rooms, filters, disinfectant and chemical feeders, drains, ladders, lighting, ropes and appurtenant equipment used in the operation of all public and semi- public pools shall be maintained in a good state of repair. C. All public and semi-public pools shall be treated and maintained in accordance with the following standards: 1. Every pool shall contain a disinfection concentration of a minimum free chlorine residual of 1.0 mg/1. Every spa shall contain a disinfection concentration of a minimum free chlorine residual of 2.0 mg/1. Use of any disinfectant other than chlorine must be approved by the Environmental Services Official. A test kit for measuring the concentration of the disinfectant, accurate within 0.2 mg/1, shall be provided at each pool/spa. 2. If cyanuric acid is used to stabilize the free available chlorine, or if one of the chlorinated isocyanurate compounds is used as the disinfecting chemical, the concentration of cyanuric acid in the water should be at least 30 mg/1, but shall not exceed 100 mg/1. A test kit should be available for measuring the concentration of cyanuric acid. 3. Every pool shall have water a pH of not less than 1.2 and not more than 8.0. A pH test kit accurate to the nearest 0.2 pH units, shall be provided at each pool. The total alkalinity of the pool water shall be at least 50 mg/1, but not greater than 150 mg/1. 4. The presence of organisms of the coliform group in any sample shall be deemed unacceptable water quality. 5. Every pool shall have water clarity sufficient for the main drain or a six inch (6") diameter turbidity test disk placed at the deepest part of the pool to be clearly visible. Failure to meet this requirement shall be sufficient cause for immediate closure of the pool. 6. Every pool shall be free of scum, and foreign floating matter, sediment, dirt, slime, algae and all other foreign material that may be conducive to the transmission of disease. D. The recirculatory system of a public or semi-public pool must be in operation and properly maintained at all times. E. Water introduced into the pool shall be supplied through an approved air gap. Any other method of introducing water into the pool system must comply with the Uniform Plumbing Code of the City of North Richland Hills. F. Areas surrounding a public or semi-public pool, including bathouses, dressing rooms, toilets, shower stalls and lounging areas shall be kept clean and in a state of good repair at all times. Section 4.03 HEALTH AND SAFETY PROVISIONS A. All public pools, excluding spas, shall be attended by at least one (1) lifeguard during all hours of operation. B. The following safety equipment shall be readily available at all public and semi-public pools, excluding spas during all times they are open for use: 1. A life pole or shepherd's crook type of pole, having blunted ends, with a minimum length of twelve feet (12'); or a ring buoy of not more than fifteen inches (15") in diameter, to which shall be attached a throw line at least the length of the maximum width of the pool. 2. A guard line rope separating the shallow portion of the pool from the deep portion at the breakpoint depth. C. Semi-public pools, where no lifeguard service is provided, shall post in plain view at each entrance to the pool a warning sign which states "WARNING - NO LIFEGUARD ON DUTY", with clear, legible letters at least four inches (4") in height. In addition, the sign shall also state, "CHILDREN SHOULD NOT USE POOL WITHOUT AN ADULT IN ATTENDANCE". D. A sign shall be placed in distinct view of swimmers at all semi-public pools giving the emergency telephone number of the Police Department and the ambulance service or shall state the location of the nearest telephone and also state that emergency telephone numbers are posted at that location. At public pools, these telephone numbers shall be conveniently located at each telephone location. E. Depth markings must be visible at or above the water surface of the vertical pool wall and on the edge of the deck next to the pool, at maximum and minimum depth points, at points of break between depths and spaced at not more than twenty-five foot (25') intervals around the entire perimeter of the pool. Markings must be in numerals of minimum height offour inches (4"). F. A sign should be posted requiring a shower before using the pool. G. A sign should be posted at all public and semi-public spas warning that alcohol should not be consumed prior to or while using the spa. H. All chemicals used in swimming pool water treatment shall be stored in their original containers and kept in a cool, dry and well-ventilated place, out of the reach of children and should be kept in a locked room. I. In the case of private pools that are abandoned or are allowed to become filthy rendering them unsafe for swimming or bathing, the City of North Richland Hills may require that the pool in question be secured with a cover approved by the Environmental Services Official. Should the owner or person in control of said pool not comply when ordered to do so by the Environmental Services Official, the City may choose to cover the pool in question and collect the cost incurred from the owner of the property on which the pool is located. Section 4.04 REGULATIONS IN POOL AREA A person commits an offense if he/she: A. Allows an animal under his/her control to enter or remain within the pool area or pool enclosure of a public or semi-public pool; or B. Has skin abrasions, open sores, skin disease, eye disease, nasal or ear discharge or a communicable disease and swims in a public or semi-public pool; or C. works at a public or semi-public pool while infected with a communicable disease; or D. alters or removes safety equipment from a public or semi-public pool except in an emergency; or E. carries glass within a public or semi-public pool area or enclosure. ARTICLE V ENFORCEMENT Section 5.01 FAILURE TO COMPLY Failure to comply with any section of this ordinance may result in the immediate closure of the pool and/or the initiation of legal action. Upon determination that the pool does not comply with the provisions of this ordinance, the Environmental Services Official shall notify the Certified Pool Operator of the existing violations. If the Environmental Services Official determines that the condition of the pool is hazardous to the health or safety of the swimmers or of the general public, the pool shall be immediately closed. Signs shall be posted at all entrances to the swimming pool and written notice shall be given. Said sign shall be clearly visible to a reasonably observant person and shall state, "Closed by the North Richland Hills Environmental Service Department". A reinspection of the pool will be conducted during the regular working hours of the Environmental Services Department at the request of the Certified Pool Operator. By way of example and without limiting such duty, the owner shall (1) immediately post notices reasonably likely to come to the attention of potential users of the pool, advising of the closure and (2) shall immediately lock all gates and doorways in any fence or other enclosure surrounding such pool. Use of the pool by an individual for swimming, diving or bathing purposes after the Environmental Services Official has ordered such pool to be closed shall be deemed prima facie evidence that the owner of said pool has knowingly allowed the pool to be used for such purposes. Section 5.03 ENFORCEMENT RESPONSIBILITY The Environmental Services Official or his authorized representative shall have enforcement responsibility for this ordinance. ARTICLE VI SEVERANCE, REPEALER AND PENALTY Section 6.01 SEVERANCE That it is hereby declared that the sections, articles, subsections, paragraphs, sentences, clauses, and phrases of this ordinance are severable and if any phrase, clause, sentence, paragraph, subsection, article or section of this ordinance shall be declared void, ineffective, or unconstitutional by a valid judgement or final decree of a court of competent jurisdiction, such voidness, ineffectiveness or unconstitutionality shall not effect any of the remaining phrases, clauses, sentences, paragraphs, subsections, article or sections of this ordinance since the same would have been enacted by the City Council with the incorporation herein of any such void, ineffective or unconstitutional phrase, clause, sentence, paragraph subsection, article or section. Section 602 REPEALER All ordinances or parts of ordinances not consistent or conflicting with the provisions of this ordinance are hereby replaced; provided that such repeal shall be only to the extent of such inconsistency and in all other respects this ordinance shall be cumulative of other ordinances regulating and governing the subject matter covered in this ordinance. Section 6.03 PENALTY Any person, firm, association of persons, company, corporation or their agents, servants or employees violating or failing to comply with any of the provisions of any Health Article shall be fined upon conviction not less than one dollar ($1.00) nor more than two hundred dollars ($200.) And each day any violation of noncompliance continues shall constitute a separate and distinct offense. The penalty provided herein shall be cumulative of other remedies provided by state law and the power of injunction as provided in Vernon's Ann. Civ. St. Art. 1175(f), (1) to (8) and as may be amended may be exercised in enforcing this article whether or not there has been a complaint filed. North Richland Hills' largest employer, Teenol plans to develop a centralized shipping complex to handle products from its manufacturing facilities in Tarrant County and the Rio Grande Valley. In considering various sites, Tecnol officials would likely prefer to place the distribution center in an area community which exempts "freeport goods" from property taxation. By State law, freeport goods are selected types of tangible, personal property considered to be short-term business inventories which are in transit out of the State. Economic Development Department staff surveyed the City's manufacturers as to present inventories which would qualify as freeport goods. We discovered that the City would forego approximately $52,000.00 in property taxes upon adoption of a freeport exemption if every qualified employer was to declare all eligible property. Nevertheless, according to Finance Department and Tarrant Appraisal District estimates the City could also gain approximately $46,000.00 per year in additional property taxes paid on the increased value ')f the new Tecnol distribution center. "-- ~ Likewise, the freeport exemption would provide North Richland Hills with an additional economic development tool. In addition to increasing the City's attractiveness to existing industrial tenants and future prospects, the exemption would allow us to compete with other local Cities (i.e. Fort Worth and Grapevine) which have adopted it previously. This system operates the traffic signal lights in a time base coordination or synchronization that allows the Public Works staff to communicate by modem with our central computer at the Service Center. Timing plans and adjustments can be made by entering the data through a computer and downloading to the signal controllers in the system. The reasons for'replacing the controllers are shown below. 1. The existing controllers skip phases or vehicle detection. This causes long delays and encourages motorists to run red lights. 2. Controllers that have electronic problems are out of service at the, repair shop for three to four months. 3. Support staff from the local distributer does not have the expertise to answer questions or concerns about troubleshooting of the controllers or modifying data necessary to operate the controllers. 4. Controllers are unreliable. After repair the'same problem usually recurs within a few weeks. Arlington and Fort Worth have replaced this type of controller for the same reasons. The Texas Department of Transportation, District No.2, is no longer using this type of controller on their systems. '- A proposal for purchase and installation of new EPAC brand controllers and equipment hardware has been received from Hi-Tech Signals is an amount not to exceed $13,380. The new equipment is compatible with other signal light equipment in the City. The Public Works staff has the knowledge to work on the controllers proposed by Hi-Tech Signals. A local distributer is available that has the expertise needed if any problems should occur. The emergency purchase and installation of this new equipment will help avoid any unnecessary delays to the ongoing TLS III (Traffic Light Synchronization Project). In planning and performing our audit of the general purpose financial statements, we considered internal control in order to determine our auditing procedures for the purpose of expressing our opinion on the financial statements and not to provide assurance on internal control. We have not considered internal control since the date of our report. During our audit we noted certain matters involving internal control and other operational matters that are presented for your consideration. These comments and recommendations, all of which have been discussed with the appropriate members of management, are intended to improve internal control or result in other operating efficiencies and are summarized as follows: Internal Audit We noted that the internal audit function is not being performed on a regular basis. An internal audit function should be implemented and this position should be independent with management and/or city council reviewing and approving an annual internal audit plan. The internal auditor should focus on continuing the strengthening, implementation and evaluation of internal controls, primarily in the following areas: · Safekeeping of assets; · Prevention and/or detection of errors; · Compliance with policies and procedures; · Accuracy and completeness of the accounting records; · Timely preparation of reliable financial information; · Compliance with grantor requirements, and · Overall accounting and administrative controls. Member Firm of Klynveld Peat Marwick Goerdeler As the internal auditor serves as an integral part of any internal control structure, lack of direct communication as needed with management and/or the city council and lack of approved direction and scope could result in the internal audit position not fulfilling management's and/or the city council's objectives. . Due to the growth of the City of North Richland Hills and the resulting increase in the City's budget, implementation of this function becomes increasingly important Reconciliation of General Ledeer Accounts During our testwork on investments, we noted the City had not reconciled a certificate of deposit to the general ledger. We noted that this certificate of deposit owned by the City for several years was not recorded on the general ledger. We suggest the City perfonn periodic reconciliations of safekeeping confinnations to the general ledger to ensure that all investments are properly recorded. Golf Course Internal Audit We noted the Finance Department perfonned limited internal audit procedures at the golf course during the year. We recommend the procedures be expanded to include review of payroll registers, reconciliation of the payroll registers to expenses by department, review of expenses paid by the management company to ensure that they are proper expenses of the golf course, reconciliation of fixed assets to the general ledger and review of overall controls to ensure that they are effective and in operation. Investment Policy We noted the City maintains the majority of its investments in one public funds investment pool. During recent months, the market value of this pool has decreased significantly. No realized losses are anticipated on this investment due to the State of Texas backing this investment pool. We noted that the City is in the process of diversifying its investment portfolio. We recommend the City continue to investigate other investment opportunities in an effort to increase their return and diversify their portfolio while not assuming excessive financial risks. Actuary Review of the Medical Plan The insurance fund has an accumulated fund deficit primarily caused by increasing claim expenses. The City would benefit from having an actuarial review perfonned on its self- insured medical plan. Some of the benefits to be obtained from this type of a review could include the following: · Forecasting future incuITed but not reported liability (IBNR) levels based upon medical trends, membership growth, plan changes and other factors. · Determination of appropriate IBNR and related reserve calculations through claims analysis, lag studies, completion factor development, unit cost trending and other actuarial techniques. · Determination of historical and future claims levels/trends. · Determination of "phantom" premium rates by employee participation class. Additionally, a review of your health care costs could be performed and specific recommendations would be made on how to save health care dollars. This review is a critical "cross check" to ensure your benefit program is performing at minimal fiduciary risk to the City. A medical claims review could additionally be performed to ensure claims paid are allowed by your medical plan. ***** Our audit procedures are designed primarily to enable us to form an opinion on the financial statements, and therefore may not bring to light all weaknesses in policies or procedures that may exist. We aim, however, to use our knowledge of the City's organization gained during our work to make comments and suggestions that we hope will be useful to you.
