Ratifying the Signature of the Chief of Police on
STEP Project Agreement - Resolution No. 93-17

IR 93-09 (Attached) explains the City's eligibility to receive $15,000 for a
STEP project. On March 2, 1993 the Chief of Police signed the agreement between
the Ci ty and the Texas Department of Transportat ion. Reso 1 ut i on No. 93-17
ratifies the Chief's signature on the contract to implement an Occupant
Protection Project dated March 2, 1993 between the City and Texas Department of
Transportation.

Resolution No. 93-17
WHEREAS, the Pol ice Department of the City chose to apply for a $15,000
grant from the Texas Department of Transportation to implement an Occupant
Protection Enforcement Project;
WHEREAS, the Agreement covering such grant was dated the 2nd day of March,
1993 and executed on beha 1 f of the City Po 1 ice Department by the Chi ef of
Police.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH
RICHLAND HILLS, TEXAS, that:

The act of the Chief of Police of this City in executing the Agreement dated
March 2, 1993 with the Texas Department of Transportation, contracting to
implement and Occupant Protection Enforcement Project, is hereby ratified.

Subject: Occupant Protect i on Enforcement Program
On January 15, 1993, Mr. Jim Smith of the Texas Department of
Transportation informed Police Department representatives that the City of
North Richland Hills had been selected to participate in the sununer-time
Occupant Protection Enforcement Program. We first participated in this
program in the sununer of 1992. Based on our accomp 1 i shments duri ng the
summer of 1992, we have been selected to participate again this year. The
State will provide a grant for $15,000 for the STEP project. The grant is
for overtime enforcement of the State laws regulating Occupant Protection.
The grant period is for the months of May through September, 1993. During
the grant period 1 ast summer the Pol ice Department issued 928 citations
and increased seat belt compliance from. 51% to 64%.

Beyond the overtime enforcement activity, this city will be participating
in a Statewide public education program that will include public service
announcements through the electronic media, handouts to the publ ic and
programs to help parents in obtaining approved child passenger restraints.
After reviewing the program and finding it to be a positive benefit to the
citizens, the project scope was reviewed with the City Manager and City
Attorney. The City Manager approved participation in the project and the
City Attorney advised that the "agreement" should be signed by the Chief of
Police.
The "agreement" is currently being drafted by the State. We expect it to
arri e within the next few weeks.

In 1985 Senior citizen services of Tarrant County and the City of North
Richland Hills community services Department signed a cooperative services
agreement. The annual contract stipulates that the city pay $29,610 to
Senior citizen Services which provides for two senior adult center
director's salaries and some benefits.
The city also provides the building, utilities, building maintenance,
equipment and staff support. Whereas, Senior citizen Services provides
trained staff personnel (billed to the city), food bag program and
programming services.
On February 25, 1993 Senior citizen Services informed the community
Services Department staff of United Way revenue shortfalls and reduced
funding to Senior citizen Services of Tarrant County (see Attachment 1).
1990 Census Bureau reports show that North Richland Hills has a 5% poverty
level among seniors, the third lowest rate in Tarrant County. Senior
citizen Services used this information to determine that North Richland
Hills would be one of four cities targeted for elimination/reduction of
services so that they can reallocate their reduced resources to areas of
greater economic need.
On March 1, 1993 Senior citizen Services invoked the 30 day notification
clause to cancel their contract with the city, terminating their services
April 1, 1993.
Staff met with participants at both senior adult centers and discussed the
proposed changes in service delivery. The feedback from the participants
was very positive and they appreciated the services that the city has
provided. The Seniors fully support the proposal of the city to provide
the funding to continue services.
One of our goals has been to expand our programming and enhance services
for our senior adults. In the past we have received marginal benefits from
Senior citizen Services due to their restrictive policies and were limited
to the programs they authorized. We now have an opportunity to offer an
expanded, innovative, well-rounded program, and to hire the highly
respected existing staff.

I The most significant impaot of terminatinq our oontract with senior citizen
services of Tarrant county is the loss of their "floating" personnel who
fi11ad in for our senior directors durinq illness or vaoations.
The proposed part-time st.a!t parson would serve as. a "floater" to till-in
I for senior adult center directors while on leave ot absences, as well as
driving the city's van tor various field trips, etc.
I The Parks and Recreation Board voted unanimously to forward Staff's
reoommendation to the city council to allocate $6,039, from the city's
contingènoy Fund, to cover the balance needed for senior adult services at
both oenters for the remainder of tha fiscal year.

Dear Mr. Browne:
Thank you so much for meeting with Nancy Martin and me on February 25,
1993. We really appreciated the opportunity to visit with Monica Walsh, Vicky
Loftice and you.
It is with a great deal of regret that I must officially inform you of the
termination of the contract between the City of North Richland Hills and Senior
Citizen Services of Greater Tarrant County, Inc. The effective date will be
March 31, 1993.
As we discussed, the reason for this action is due to reductions in funding from
both the Texas Department on Aging and the United Way.
Mr. Browne, we at SCS wish you and your seniors the very best. Your
commitment, as well as that of the City, makes me believe all will go well.
