Subject:
Re-n,ovation of Norich Park Playground
Included ~in the P'ar~, and Recreation Sales Tax Capital Improvement Program is
renovation of playgrounds at the four existing parks; Richfield Park, Norich Park,
Northfield Park, and Fossil Creek Park. These playgrounds are in need of renovation,
repair or replacement with equipment which meets the Uniform Accessibility Standards
based on the ADA Guidelines.
After an evaluation of the existing playgrounds, it is recommended that Norich Park
playgrou,!d be replaced this year. The estimated cost for replacement of the Norich Park
Playground is $40,000. Funds are avaijable from the Park and Library Fund
unappropriated park donations from previous years and/or from ¡the Park and Recreation
Sales Tax Capital Improvement Program. Unless otherwise directed by City Council, staff
plans to solicit bids for the project in November with a tentative City Council Award of
Contract on Decem ber 6, 1993.

Subject:
Demolition of the Property for the Family Aquatic Park
The City Council previously authorized staff to solicit bids for demolition of the Family
Aquatic Park site located on Hwy 26 across from T.C.J.C. A Historical/Cultural Survey
of the site was also being prepared as a necessary part of our Texas Parks and Wildlife
Department Grant Application. The demolition work had been placed on hold until this
Historical/Cultural Survey was completed, to insure that any item of historical significance
was not unknowingly removed.
The Historical/Cultural Survey has been completed and the Texas Antiquities Committee
concurred that none of the structures are eligible for official designation as a State
Landmark. Although the findings show no significant historical resources present, the
report suggests further evaluation as to the feasibility of adaptive reuse of the original
house and barn. For example, relocating these structures to the 100 Acre City park to
be developed as an historical farmstead theme.
Staff will develop further recommendations as to the "off-sitell preservation of the house
and large barn with assistance from the Historical Preservation Council of Tarrant County.
Unless otherwise instructed by City Council, bids will be solicited for demolition of the site
except for the original house and large barn.

Dear Mr. Thornton:
The Department of Antiquities Protection has received and reviewed Dr. Skinner's draft report for
Antiquities Permit #1301, and we concur with the conclusions and recommendations. Therefore,
the proposed park site development project may proceed relative to State Antiquities Code
jurisdiction. Due the fact that none of the structures associated with the historic site recorded are
eligible for official designation to State Landmark status, the City is free to proceed as it sees fit
relative to the potential preservation of any of those structures. If any archeological deposits are
discovered during this project, your construction contractors should stop work in those immediate
areas and you should contact us immediately.

Su~ect: Consideration of Traff~c Control Devices at Holiday Lane
and North Richland Blvd.
Due to traffic congestion and accidents in the area of Holiday Lane and
North Richland Blvd., the Mayor has requested that the Council consider
placement of multi-way stop signs at Holiday Lane and North Richland
Blvd.
The Police Department reports that during the past twelve months a
total of eight accidents (4 injury, 4 non-injury) have been reported at
or near that intersection.
The Public Works Department reports that on October 5, 1993, a traffic
control survey was conducted at Holiday Lane and Industrial Park Blvd.
Based on the volume of vehicle traffic on both the major and minor
approach, this intersection does meet the criteria for a stop sign as
outlined in the Uniform Traffic Control Device Manual. The Public
Works Superintendent does not recommend multi-way stop signs for this
location due to the high volume of vehicle traffic on Holiday Lane.
The Public Works Department also conducted a traffic control survey on
October 26, 1993 at the intersection of Holiday Lane and Trinidad
Drive. Based on the volume of vehicle traffic on both the major and
minor approach, this intersection does not meet the criteria for a stop
sign as outlined in the Uniform Traffic Control Device Manual.
The Public Works Department has been unable to conduct a traffic count
for the intersection of Holiday Lane and North Richland Blvd. prior to
this report but will be able to prior to the Council meeting. The
results of this survey will be distributed at the Council meeting. The
Public Works Superintendent also does not recommend multi-way stop
signs for this location due to the high volume of vehicle traffic on
Holiday Lane.
If the Council desires to proceed with a traffic control device at one
of these intersections, it is recommended that a temporary traffic
control signal device be considered to maintain maximum traffic flow on
Holiday Lane.
It is requested that the Council provide Staff with direction on how to
proceed with this request.

Subject: Petition to close Jerri Jo Drive
The attached petition was received by the City Manager on November 1,
1993. The petition is requesting that Jerri Jo Drive at Strummer Drive
be closed by placing a cul-de-sac or barrier at the east end of Jerri
Jo Drive, immediately west of Strummer Drive.
The petition is signed by a number of residents in the area of the
requested closure. This request has not been reviewed by fire, police
or traffic engineering for their recommendations.
A map of the area with the location marked is also attached for your
information.
Council is requested to provide Staff with direction on whether to
proceed with obtaining recommendations from the concerned departments
and submitting this request for formal consideration.

There is one area of the Sign Ordinance we are constantly asked to re
visit. This has to do with balloons and pennants as they relate to
grand openings.
Mr. Danny C. Thompson is a local businessman in the balloon and
promotion business. He has asked that we look at a particular type of
balloon used frequently in grand openings. These are not hot air or
helium balloons. Mr. Thompson will be here Monday night.
We are attaching a copy of the PIano provision related to grand
openings. The experiences we continue to have with new businesses
would indicate the need for us to visit this issue.

The Commission has planned two workshops for the month of October:
October 5, 1993 - Topics of discussion include Christmas Decorations
and the Christmas Tree Lighting Program. October 11, 1993 - Topics of
discussion include Trophy Tree Program Training with Larry Schaapveld.
Texas Watch certificates of Achievement, (Texas Watch 2000) Water
Monitoring, were awarded to the following people, Beth Swisher, Billie
Sommermeyer, Jean Anne Lanier, Emily Ward and Jane West Dunkelberg.
Ms. Tucker was informed that the video on the Yard of the Month and
Landscape of the Month programs is currently running on citicable.
Mr. Hightshoe will check with citicable to see if the Commission can
have FYI Reports running on citicable concerning City Ordinances.

The last week in October is the date set for the close out of the fiscal '92/93 budget and the finalized
details of the '93/94 budget.
Materials circulation is up 11 % over the same time last year. An increase of $17,000 for materials is
included in this year's budget.
Staff is still negotiating with the Newsbank representative on price details to keep this service available to
.. library patrons.
. -Betty Russell reported that PhoneTree, a reserve and overdue message delivery system, should be up and
running by the end of next week.
The library is now operating at full staff with the recent addition of part-time pages.
The council will now be receiving copies of board packets as suggested at the September meeting.

SUMMARY OF LIBRARY ACTIVITIES:
NTLS Lay Representative Polly Brinkley, Wynette Schwalm, and Betty Russell attended the September
NTLS meeting in Lewisville. The North Texas Library System, which has been a division of the
Fort Worth Public Library, will soon become the North Texas Regional Library System, an
independent non-profit organization.
Wynette Schwalm is c-urrently involved in Northeast Leadership, a group sponsored by the NE Tarrant
Chamber. These are monthly information-intensive day-long seminars for community leaders.
CONFIDENTIALITY AMENDMENT
Following extensive discussion on the recent amendment to the Texas Open Records Act, staff will draft a
library policy and forward to the City Attorney for a legal opinion. The draft will be included in the
November board packet.
Next meeting was scheduled for November 18.

Greenway Joint Venture is the owner of a 5.5170 acre tract of land located between Skylark Circle
and Iron Horse Golf Course. The owners plan to construct single family detached houses on the
property. They are requesting a zoning change from R-6- T Townhome Residential to R-2 Single
Family Residential to allow the construction.
. This property was part of many other zoning changes in the Meadow lakes area over the last 20
years. This property was finally zoned for townhomes in mid-1986. The proposed development for
this property was, at that time, to coincide with the development of Iron Horse Golf Course. The
property was never developed.
This request is consistent with the Comprehensive Land Use Master Plan, which calls for low density
single family residential development in this area.
The Planning and Zoning Commission considered this request at their August 12, 1993 meeting and
recommended approval. .

Mr. Lueck stated there were some restrictions regarding lot size in the
Meadow Lakes subdivision.
Mr. Frank stated he was aware of those restrictions, and the lots will
conform to the other lots in the subdivision. He stated the lots range
from about 10,000 square feet to 15,000 square feet.
There being no one else wishing to speak, Acting Chairman Bowen

Mr. Miller made the motion to approve PZ 93-14. The motion was

requirement was not unifor applied across the zoning district. He
stated the amendment would r ve that requirement, and bring this
ordinance into compliance with ap ble state laws.

This property was initially zoned AG Agriculture in 1967. In early 1973, a zoning change to LR
Local Retail was approved at the request of Fossil Creek Partnership. This district remained
in effect until 1979 when the area was designated as a Planned Development.
In 1984, the City completely revised the zoning ordinance and map, and the zoning
designation on this property was changed to R-6-T PD, a planned development for
townhomes. Another zoning change was approved in late 1985 to R-7 -MF PD for a planned
development of multi-family housing. Less than one year later, a request by Richmond Bay
Development to change to zoning to R-6-T Townhome Residential was approved. This
request was made in order to accommodate the development of the golf course in the area.
PLATTING HISTORY
This property is currently unplatted. The owners have submitted a Preliminary Plat of the
property, and it is under review by City Staff at this time.

North Tarrant Parkway, approximately 1200 feet west of Castle Creek Road. The developer of the
property, James R. Harris Company, has submitted a zoning change request on the property from
AG Agriculture to R-2 Single Family Residential.
The Comprehensive Land Use Plan calls for low density single family development in this area; this
request is consistent with the adopted Plan. This property is bordered by the R-2 zoning district on
the south, east, and west sides. Shady Grove Road is the northern boundary of this tract. This
property is about 30 acres in size, and the developer plans to construct 99 single family dwelling
units (a density of 3.28 units/acre). The R-2 zoning district requires a minimum 9,000 square foot
lots and 1,800 square foot dwelling units. The developer is also preparing a Final Plat of the property
that will be considered by the City Council at a later date.
The Planning and Zoning Commission considered this request at their October 28, 1993 meeting and
recommended approval.

WHEREAS, after appropriate notice and public hearing, the following recommendation is submitted to the City Council of
the City of North Richland Hills, Texas, by the Planning and Zoning Commission; and

Trust Corporation for Replat of Lot 11 R, Block 1, Fox Hollow Addition.
This property is located at 6309 Christy Court.
The Resolution Trust Corporation is the owner of a duplex lot in the Fox Hollow subdivision. The
duplex structure sits on one single lot. However, the owners have a buyer for each half of the
duplex, and the mortgage company is requiring that the lot be divided so that each half of the duplex
sits on its own lot. As a result, the owners have submitted a replat of the lot.
The' owners have agreed to all engineering comments. The Planning and Zoning Commission
considered this replat at their October 28, 1993 meeting and recommended approval.
RECOMMENDATION:
It is recommended that the City Council hold the required Public Hearing and consider the
recommendation of the Planning and Zoning Commission.

Block 1, Lot 11 R 1 and 11 R 2
Replat
I have reviewed the subject documents submitted to this office on July 19, 1993, and
offer the following comments.
1. A vicinity map needs to be added to the plat. Sufficient street names and
landmarks need to be included to determine the general location of the Plat.
2. The title block needs to be revised as shown.
3. The Point of Beginning needs to be clearly labeled on the plat.
4. The City has obtained a Global Positioning System (GPS) Horizontal Control Survey.
This survey was accomplished to create an accurate base map for the Geographical
Information System. City policy requires that all new plats be tied by survey to the
GPS. This will allow the City to keep the GIS up-to-date. The Public Works
Department has written descriptions for all of the GPS Benchmarks located around
the City. This plat should therefor include the NAD83 Texas State Plane
Coordinates for at least two property corners. The coordinates need to be
determined by a survey tied to the City's GPS monuments.
5. The Subdivision Ordinance requires a 7.5 foot minimum utility easement that shall
connect with easements already established in adjoining properties or extend to
connect with public right-of-way. The easement widths will need to be revised
before the next submittal if the existing structure will not encroach the new width.
In addition, the 5 foot utility easement located in the center of Lot 11 R 1 does not
appear to be correct. If it is correct, the existing structure encroaches onto the
easement. If the easement is to be abandoned the surveyor will need to indicate
this on the plat.
6. All zoning for the adjacent lots need to be clearly indicated on the face of the plat.

Lakes Addition, Phase VI. This property is located in the
6200 block of Skylark Circle.
Rostland Texas is the owner and developer of a 5.5170 acre tract of land located in the 6200 block of
Skylark Circle. The developer has submitted a Final Plat of the property for consideration. The
Planning and Zoning Commission approved the Preliminary Plat of this subdivision at the September
2, 1993 meeting. The Final Plat is consistent with the approved Preliminary Plat.
The following are the issues concerning this Final Plat:
1. The developer will be constructing a new cul-de-sac and installing a new 6-inch water line to
serve the property.
2. A 12-inch sanitary sewer line currently exists to serve the property. A sanitary sewer easement
has been provided on Lots 29 and 31 to accommodate the future maintenance of the sewer line by
the City.
3. A portion of this property lies within the 1 DO-year flood plain. The owner is dedicating a drainage
easement that will contain the limits of the flood plain. The easement will accommodate ponding
water rather than running water.

4. Iron Horse golf course is located in a U zoning district. The Screening Wall and Fence regulations

The Planning and Zoning Commission considered this Final Plat at their October 28, 1993 meeting
and recommended approval.
RECOMMENDATION:

Final Plat
I have reviewed the subject documents submitted to this office on September 20, 1993,
and offer the following comments.
1 . The surveyor's seal and signature need to be added to the plat.
2. The NAD83 Texas State Plane Coordinates appear to be incorrect. After comparing
the coordinates with the City's GIS, there is a discrepancy of approximately 6 feet.
3. Please be aware that the Environmental Protection Agency requires all construction
sites of 5 acres or more to acquire a "construction storm water permit". The City
will need a copy of your permit when acquired and your "Notice of Intent" (NOn for
our files.
4. The plat indicates that all of the property will be taken out of the 1 DO-year flood
plain. If this is not the intention, the 1 DO-year flood plain limits will need to be
shown on the plat. In addition, the flood plain will need to be contained within a
drainage easement. All easements will need to be shown on the plat. Additional
dimensions and bearings need to be provided to adequately describe the drainage
and utility easement on Lot 29.
5. There are comments regarding the engineering and construction planes. These
comments are recorded on (1 set of blueline construction fllans. The plans and a
blueline copy of the plat have been returned to the Engineer for revision. The
comments contained herein do not purport to relinquish the design engineer of his
responsibility to provide adequate, accurate and buildable construction plans. The
City's eventual approval of the construction plans will not signify acceptance of

This property is located on the west side of Grapevine Highway,
across from TCJC Northeast Campus~
Mr. Robert McCauley and Ms. Vicki Thornton are the owners of a tract of land located on Grapevine
Highway, immediately across the street from the Northeast Campus of TCJC. The owners have
submitted a Final Plat of the property for consideration. The Final Plat is part of a Preliminary Plat
that was approved by the Planning and Zoning Commission on December 9, 1992.
The following are the issues concerning this Final Plat:
1. Grapevine Highway is classified as a P6D Principal Arterial on the Master Thoroughfare Plan. If
driveways are constructed, a Texas Department of Transportation Access Permit is required.. The
minimum driveway and street entrance spacing allowed on Arterials is 500 feet.
2. The owners are dedicating an additional 1 O-feet of right-of-way along Grapevine Highway.
3. This property is being platted into two lots. Lot 4 is the proposed site for Mountasia, an
entertainment complex featuring miniature golf, bumper boats, a Can-Am car race track, and a 6,250
square foot game room/club house. Lot 5 is a possible future fast-food restaurant site. These two

Final Plat
We have reviewed the subject documents submitted to this office on September 20,1993 and
offer the following comments.
1 . The surveyor's seal and signature need to be added to the plat.
2. Extend both 7.5 foot utility easements along the southwest lot line of Lot 5 to the
right-of-way of State Highway 26.
3. The plat is bordered by State Highway 26. If driveways are to be constructed, a
TXDOT Access Permit will be required. The minimum driveway and street entrance
spacing allowed on Arterials is 500 feet.
4. The Zoning Ordinance requires sidewalks adjacent to all public streets. The sidewalks
need to be added to the topographical drawing for coordination purposes. Sidewalks
not adjacent to masonry walls may be constructed with the improvement of each
individual lot.
5. A topographical drawing is required by the Subdivision Ordinance. This drawing needs
to be submitted with the final plat. The drawing should include IDl permanent above
ground features as required by the Subdivision Ordinance. The drawing needs to
include but not limited to pavement, buildings, poles, sidewalks and contours. The
drawing also needs to indicate illl existing underground utilities.
6. Street lighting is required by Section 1-06 of the Design Manual. The locations of any
existing street lights need to be shown on the topographical drawing to confirm
compliance with current ordinances. Any additional street lights which may be
required based on current ordinances need to be coordinated with Public Works and TU
Electric. The cost for installation of any additional street lights will be paid by the
developer directly to TU Electric.

7. The Design Manual contains criteria for necessary fire hydrant coverage. All existing
fire hydrants need to be shown on the topographical drawing. Appropriate coverage
radii for the applicable fire hydrants also need to be included. This will assist Public
Works in determining the need for additional fire hydrants.
8. The Master Drainage Plan indicates there may be a need for additional drainage
improvements associated with this plat. Calculations need to be submitted with the
next submittal.
9. An Engineers Certification (such as the one included in the Subdivision Ordinance)
needs to be added to the drainage calculation sheet in the Construction Plans.

Mr. Jim Meara is the owner of a tract of land located at the southwest corner of Rufe Snow Drive and
NE Loop 820. He recently acquired this property through an RTC auction. The property is currently
platted into Blocks 1 and 2 of the North 820 Commercial Addition. The owner is seeking a vacation
of the plat in order to replat the property into another physical arrangement.
This property was platted in 1975 by W.A. McElroy (PS 75-15). Public utilities have never been
installed, and the street has never been constructed. The land was platted into lots and blocks, but
improvements were never made to individual lots. The land is currently vacant. The owner is
requesting the plat vacation in order to better market the property as a whole tract rather than as a
tract composed of individually platted lots.
The Texas Local Government Code provides municipalities with the authority to vacate a tract and
return the property to its acreage status. When a plat is vacated, all rights-of-way, easements, and
property lines that were approved with the plat are also vacated. The vacation of a plat has no effect
on easements that were granted by an instrument other than the plat.
__ The Planning and Zoning Commission considered this request at their October 28, 1993 meeting and
recommended approval.

ADDITION, AN ADDITION TO THE CITY OF NORTH RICHlAND HillS, TEXAS.
WHEREAS, the Planning and Zoning Commission of the City of North Richland Hills, Texas, has forwarded a
recommendation to the City Council for vacating the North 820 Commercial Addition,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS:
1.
THAT, in Case Number PS 93-36, the following subdivision plat be hereby vacated:
Lots 1-15, Block 1 ; and Lots 1-12, Block 2, North 820 Commercial Addition, an addition to the City of North Richland Hills,

Oaks Estates. This property is located at the northwest corner
of Amundson Drive and Cannon Drive.
Carter and Burgess has submitted an Amended Plat of the Spring Oaks Estates subdivision to
correct several drafting errors on the plat. The Texas Local Government Code requires that
amended plats be approved in the same manner as any other plat. The original Spring Oaks Plat
was approved by the City Council on July 13, 1992.
The Planning and Zoning Commission considered this request at their October 28, 1993 meeting and
recommended approval.
RECOMMENDA TION:
It is recommended that the City Council approve the recommendation of the Planning and Zoning
Commission.

The proposed employee pay plan which was submitted to the City
Council on October 28 has been revised. Council action was
postponed until the concerns expressed by the Council and employee
associations were resolved. We believe those concerns were
resolved at the Council/Staff workshop on November 1. Based on the
workshop discussions, the following revisions have been made to the
plan previously submitted.
1. Changed FLSA statu.s of Assistant City Secretary from non-
exempt to exempt. This changes the pay grade for this
position from Grade 16 to Grade 19.
2 . Revised salary ranges for public safety positions to eliminate
over-lapping.
An additional revision recommended by the Staff is a change in the
FLSA status of the Cable TV Coordinator from exempt to non-exempt.
This changes the pay grade for this position from Grade 21 to Grade
19.

Recommendation:
It is recommended that the City Council approve the Compensation
Plan submitted at the October 28, 1993 meeting with the revisions
shown above.

The Public Works Department has coordinated with the Mullendore Elementary PTA in determining the
adjacent homeowner's desire to designate a section of Flory Street and Manor Drive as one-way during
the school year at 7:30 AM to 8:30 AM, 11:00 AM to 12:30 Noon, and 3:00 PM to 4:00 PM, Monday
through Friday. We developed a list of homeowners who live around the school and would be affected
by the change. The PT A was notified and informed that they would need to have 80 % of the
homeowners or residents sign the petition requesting the one-way streets.
The PT A acquired the necessary signatures. Public Works has verified the signatures as being the
appropriate people for each address.
The Police Department is in agreement with the one-way traffic zones.
Recommendation:
It is recommended that Council approve Ordinance No. 1944 establishing one-way traffic zones on
Flory Street from Glenview Drive to Manor Drive and Manor Drive from Flory Street to Mackey
Drive. The one-way zones would only be effective during the school year.

Approyal of Adventure World Concept Plan and Authorization to
Solicit Bids for Adventure World Infrastructure Agenda Number: GN 93-153
Attached is the Concept Plan for the Adventure World Playground, located within the 100
acre City Park on the north side of Starnes Road across from North Ridge Elementary
School.
The playground is designed to accommodate totally accessible creative play for children of all
ages. The plan separates play areas into 5 "pods" accommodating preschoolers, toddlers,
and school age children, with a swing area, and fitness course area. Plans also include a 29
car parking lot and entry drive. The proposed playground is designed to blend into the
natural environment, partially within the tree covered area, preserving and incorporating the
existing trees in the design.
The revised estimated cost of the infrastructure of the Adventure World Playground is
$354,200, as shown on the attached Cost Summary. Funding is available, with some
modification, from the currently approved Park and Recreation Sales Tax Capital
. Improvement Program. Funding for purchase of playground equipment will be from private
fundraising efforts, which will be encouraged by a dollar-for-dollar matching challenge grant
up to $100,000 ($50,000 Private and $50,000 City).

Since the playground equipm ent, as selected by the Adventure World Committee, could cost
as much as $125,000, staff recommends bidding the infrastructure construction with 'deduct
alternates which could be s~lected to adjust or phase in the playground in relation to the
money raised for the equipment.
RECOMMENDA TION:
It is recommended that Council approve the Concept Plan for Adventure World and authorize
staff to solicit bids for construction of the infrastructure.

Recommendation:

To facilitate new personnel approved by Council in the 1993-94 Budget, additional office space is
required. Byron Folse Associates, Inc., architects, provided City Staff with a preliminary floor plan and
cost estimate for utilizing existing lobby space for two new offices. One of the offices will be used by the
new Marketing/Research Coordinator who will be assisting Marty VVieder. Total estimated cost, which
includes a new relocated reception area, new carpet, and repainting the main lObby is $21 ,900. The bid
process and renovation would require approximately 60 days to complete.
Recommendation:
It is re,commended that City Council authorize City Staff to solicit bids for the lobby renovation.
