Agenda Number: PZ 92-13 Ordinance #1803 NRH Joint Venture is the owner of a 3.3103 acre tract of land which has portions of the property situated in two zoning districts. NRH Joint Venture is requesting that a portion of this tract, approximately 1.8 acres, be rezoned to C-2 Commercial to make all of the property consistent with the C-2 zoning. It is the proposed future site of a Circuit City electronics retail store. The existing C-1 classification is a result of the old Jo Beel's restaurant; the vacant building currently occupies a portion of the site. NRH Joint Venture is proposing a C-2 classification to make the property compatible with the zoning on the surrounding properties. The area in which this property is located is in a state of transition. Many years ago, the area was primarily residential. As North Richland Hills and surrounding cities grew, the area at the Loop 820-Highway 121 interchange became less suited for residential uses and more suited for commercial uses. Typically, regional commercial development occurs at the intersection of freeways, has a catchment area of a 30 minute drive time, and serves a population of over 150,000. This area is moving that direction - with Pace, and possibly Circuit City, leading the way. The property under consideration meets all the requirements of the C-2 zoning district. The Planning and Zoning Commission recommended approval of this request at their May 14, 1992 meeting. RECOMMENDATION: It is recommended that the City Council hold the required Public Hearing and consider the recommendation of the Planning and Zoning Commission. This um er. property is located on State Highway 121 at Mesa Verde Trail. NRH Joint Venture is the owner of a 3.3103 acre tract of land situated on the frontage road of State Highway 121 at Mesa Verde Trail. The engineer, Carter & Burgess, has responded to all staff comments. Responses from the utility companies show no objections to this replat. Approximately 1.8 acres of this tract is being considered for rezoning from C-1 to C-2 (see Case Number PZ 92-13). The Planning and Zoning Commission recommended approval this Replat at their May 14, 1992 meeting subject to engineering comments. Director of Public Works/Utilities SUBJECT: PS 92-10; RICHLAND OAKS ADDITION; Lot 1 R, Block 5 Replat and Plans We have reviewed the subject replat and plans resubmitted to us on April 30, 1992 and offer the following comments. 1 · Existing zoning noted on the west portion of the subject lot should be "C-2". 2. All separate easement documents must be submitted to the Director of Public Works for review and approval prior to filing with the County. 3. Approved driveway permits from the Texas Department of Transportation (TOOT) must be received prior to beginning construction. Storm Drain Plan 4. Provide access to 8 inch PVC drain line just prior to connection with the 21 inch RCP for sampling. Diameter of sampling hole to be 18 inches or larger. Provide detail. 5. Note the size of existing storm drain exiting the curb inlet at ST A. 1 + 00. 6. Revise at STA.1 +00 to read as marked on plans. 7. All known· easements have been added. 7. The sidewalk radü were added. 8. Subareas were added. 9. Minor revisions were addressed. 10. The sewer line will be private and was labelled as such. 11. Director of Public Works/Utilities SUBJECT: PS 92-10; RICHLAND OAKS ADDITION; Lot 1 R, Block 5 Raplat and Plans We have reviewed the subject replat and plans received in our office on April 14, 1992 and offer the following comments. f!.m 1 · The City has recently obtained a Global Positioning System (GPS) Horizontal Control Survey. This survey was accomplished to create an accurate base map for the Geographical Information System. City policy requires that all new plats be tied by survey to the GPS. This will allow the City to keep the GIS up-to-date. The Public Works Department has written descriptions for all of the GPS Benchmarks located around the City. This plat should therefore include the Texas State Plane Coordinates for at least one property corner. The coordinates should be determined by a survey tied to the City's G PS. 2. Note the zoning of this property being replatted within the proposed lot delineation. Also add zoning for adjacent properties. 3. Need 1 5 foot wide water line or utility easement dedicated to cover fire hydrant, water meter, and public water main on southwest side of proposed lot. 4. All proposed public water mains adjacent to State right-of-way need to be in a 1 5 foot wide water line easement dedicated by separate document to the City, not on the plat. 5. Delineate subareas on map with "design points" shown. Provide table which correlates the runoff being discharged into SH 1 21 at various design points and into the inlet. Storm Drain Plan 9. Make minor revisions shown in red on marked up set of plans. Water and Sewer Plan 10. Decide if proposed 8 inch sanitary sewer main is to be private or public. If public, provide 15 foot sanitary sewer easement. If private, label as such in plan and profile. 11 · Dash an outline of all existing and proposed easements. 12. City has standardized on 1 ",2",3",4" and 6" water meter sizes. If a 3 inch or larger meter is desired, a concrete vault and equal size bypass with meter spool are required. City can furnish appropriate detail if 3 inch or larger is desired. 13. Include detail for 2 inch water service connection. Detail is attached. 14. Make revisions shown in red concerning 8 inch water main connections along SH 121. Sanitary and Storm Profiles 15. Revise 4 inch sewer service line designation to match what is shown on the Water and Sewer Plan, sheet 11, or vice-a-versa. Sanitary Sewer Details 1 6. Remove or mark "not in this contract" on the Precast Concrete Manhole Detail and the Trench Soan-Pice Crossina Trenches detail. 1 7 · Add the attached 2 "Water Service" detail to the "Water Details II sheet. Trench safety plans and specifications sealed by a registered professional engineer licensed in the State of Texas will be required on all trenching greater than 5 foot deep.
