FOR "KEEP TEXAS BEAUTIFUL" GRANT APPLICATION - JANE DUNKELBERG
Ms. Jane Dunkelberg presented a report on the Keep Texas Beautiful grant. Ms.
Dunkelberg advised that the Beautification Commission wanted to place an
announcement with the water bills pertaining to a seminar on grass clippings. Ms.
Dunkelberg was given permission to purchase an additional "Keep Texas Beautiful" sign.

Ms. Alice Scoma requested Council to consider approving a part-time clerk to help with
the Beautification Commission.
Mr. Line advised the 1992/93 tax rate would remain the same as the 1991/92 tax rate _

RE: TRAFFIC PROBLEMS IN BRIARWOOD ESTATES
Ms. McGee advised there was a terrific speed problem in her neighborhood. Ms.
McGee asked that one of three requests be approved: 1) speed bumps; 2) authority to
place "Children at Play" signs; 3) reduce speed limit to 20 m.p.h. Ms. McGee asked that
the City advise them within 45 days of the City's intent.
Attorney McEntire advised the City could not give them authority to install the "Children
at Play" signs.
Staff advised Ms. McGee the situation would be looked into and she would be advised.

To the Honorable Tommy Brown,
Mayor,and the Members of the
North Richland Hills city Council:
We respectfully request your permission to have presented to Mayor
Brown the "Keep Texas Beautiful Proud Community" Award signs for the
City of North Richland Hills at the North Richland Hills City Council
meeting on October 12, 1992, at 7:30 PM. October 12, 1992 has been
designated as "Public Lands Day".
The signs are designed with a picture of blue bonnets and the IIKeep
Texas Beautiful" logo. They will be mounted at city entryways with
the city population signs.
The "Keep Texas Beautiful Proud Community" program was designed to
establish a standard for annual approval and recognition of Texas
communities whose on-going litter prevention and continuing
beautification efforts are representative of the goals of "Keep Texas
Beautiful".

This property is located near the northwest corner
of Rufe Snow Drive and Loop 820.
Rufe Snow/Loop 820, A Texas General Partnership, has submitted a Final
Plat of a 5.3 acre tract of land which is a part of a large commercial
development underway at the northwest corner of Rufe Snow Drive and Loop
820. This particular tract is immediately east of the Home Depot Store.
The property is currently zoned C-2 Commercial and this is consistent
with the Comprehensive Master Plan for the City. The development scheme
of the area currently includes a new Wal-Mart Store and a Home Depot
Store. No sgecific business has been announced for this 9articular
tract.

The developer will be installing all water, sewer and storm
drainage facilities at his own expense.

No additional street improvements will be constructed. Combs Road
which extends westward from Rufe Snow has already been constructed.
The Developer has agreed to all engineering comments.
The Planning and Zoning Commission considered this Final Plat at their
October 6th meeting and approved the Final Plat as presented. There
were no additional comments offered by the Planning and Zoning
Commission.
RECOMMENDATION:
It is recommended that the City Council approve the recommendation of
the Planning and Zoning Commission.

We offer the following comments to Mr. Gregory Dickens' letter
dated September 28, 1992 concerning the subject final plat and

2. Completed Texas Department of Transportation (TDOT) driveway permits must be

EFFECTIVE DATE.
WHEREAS, the City of North Richland Hills, texas, has caused an engineering and traffic
investigation to be made to determine a proper prima facie speed limit for the 741 6 to 7500 section
of Lola Drive; and
hour.
WHEREAS, such investigation shows that the prima facie speed limit should be 20 miles per
that:
Now therefore be it ordained by the City Council of the City of North Richland Hills, Texas
1 .
Ordinance No. 722 of the City of North Richland Hills, Texas, be and is hereby amended by
adding from 7416 to 7500 of Lola Drive to Section 3.04 of said Ordinance and establishing a 20 mile
per hour speed limit in the 7416 to 7500 section of Lola Drive from Christopher Court to Scott Drive.
2.
Any person operating a motor vehicle upon said above described section of Lola Drive, int he
City of North Richland Hills, Texas, at a speed in excess of 20 miles per hour shall be deemed guilty
of a misdemeanor and fined not in excess of $200.00.
3.
This ordinance shall be in full force and effect ten days from passage and publication.

A Public Hearing has been scheduled for the City Council meeting to
consider closing three streets which intersect with Bedford-Euless Road.
The three streets are, Ash Street, Grove Street, and Wyoming Trail.
Notices have been sent to every property owner having property within
the triangle formed by Bedford-Euless Road, Strummer Drive and Grapevine
Highway. The purpose of the Public Hearing is to obtain citizen input
on the proposed street closings so that the street closings can be
incorporated into the construction plans being prepared for the widening
of Bedford-Euless Road. Attached is map showing the proposed street
closing arrangement. The North Richland Hills Fire Department provided
input into the street closing selection process and will have a
representative at the City Council meeting to answer questions related
to the delivery of emergency services.
RECO:MMENDATION:
It is recommended that the City Council hold the Public Hearing and
consider citizen comments on the proposed street closing plan~

INTERLOCAL AGREEMENT

COUNTY OF TARRANT
This agreement, made by and between the City of North Richland Hills, hereinafter called
"NRH" and the City of Keller, hereinafter called "Keller", both municipal corporations of the
State of Texas, witnesseth:
WHEREAS, NRH proposes to install a parking lot for its Bursey Road Senior Adults
Center located at 7301 Bursey Road; and
WHEREAS, the property needed is within the city limits of Keller;
NOW THEREFORE, the parties agree as follows:
1 · Keller will allow NRH to acquire property adjacent to the north side of Bursey
Road from Tract 1 C, J. Edmonds Survey, A-457, within Keller's city limits by negotiation or
process of condemnation.
2. NRH will acquire the property in Keller in the same manner as property
acquisitions from property owners in NRH city limits.
3. NRH will provide copies to the Keller City Manger of any documentation on the
property a·cquisition.
4. This agreement shall become effective on the latest date of execution following
and shall bind the parties, their successors and assigns.

Bursey Road Senior Adults Parking Lot Improvements. A copy of said Agreement is attached hereto,

The City Council of the City of Keller hereby extends to the City of North Richland Hills,
Texas, the right to acquire all necessary property for the said Bursey Road Senior Adults Center
Parking Lot project. Such right extends to negotiation and purchase and the powers of eminent
domain if negotiation fails.

is north of Starnes Road and east of the Orange Valley addition. The Starnes
have agreed to pay the obligations due on this property except for city taxes

I The City Council requested Staff provide additional review of several
issues pertaining to this proposed 10 acre donation of land for a
neighborhood park. The issues and responses are summarized below:

I ~ Cost Estimate for Drainage Improvements: Greg Dickens, Director of
. Public Works, prepared two estimates for drainage improvements. Cost
f'Estimate #1 includes gabions the full length of the channel for maximum
water movement and ease of maintenance. Cost Estimate #2 eliminates the
gab ions along the length of the channel and keeps it in its natural
earthen state after minor grading and excavation (a savings of
$132,170). The application of an "erosion prevention" fabric and Staff
vs contract hydromulching could further reduce costs an additional
$16,980 bring the revised estimate, \vithout gabions, to $102,350.
"Phase II' Environmental Assessment: The attached assessment conducted
by Richard M. Hodge, C.E.I., showed no reason for environmental concern
nor was there indicated a need for a "Phase II" study.
Proposed Extension of Holiday Lane: The attached graphic, provided by
Barry LeBaron, Director of Community Development, shows the proposed
Holiday Lane coming to within approximately 100 feet of the northeast
corner of the proposed park site. This provides the possibility of a
secondary vehicular access point by constructing a small park entry
roaàway and parking areas, if desired. The extension of Holiday Lane,
if implemented, ~ould however present a pedestrian barrier to potential
park users north and east of the road.

Further review, by park planning consultants, may proviàe o~her creative
drainage alternatives which could affect anticipated development and
àrainage costs.
It should be noted that drainage improvements are a common cost
associated with park development as in other types of land development.
However, channels in many areas of our existing parks have been left in
an improved earthen state without adversely affecting park use.
Tax Relief: The Staff and City Attorney have met and the city Attorney
is prepared to report on tax relief issues and curb and gutter
assessments.

~"In summary, the Comprehensive Park Master Plan shows the current minimum
· additional "neighborhood" park acreage needed to be a total of 64 acres in
i 11 sites. By 1995, the aggregate deficit will be 74 acres distributed
II between 12-13 sites. The land acquisition cost of 64 acres, at an average
~ cost of $25,000 an acre, is $1,600,000. The typical development costs for
I an average 10 acre neighborhood park site could be estimated at
II' approximately $250,000 per site.
~ The Parks and Recreation Board reviewed the issues and the attached
J' information at their April 6, 1992 meeting and recommended the acceptance
of this proposed dedication, pending resolution of the associated tax
abatement. Their recommendation was based on 1) the opportunity to
acquire 10 acres of "neighborhood" park land without the associated
JI acquisition costs (an estimated $250,000), 2) the close proximity to
~ schools and neighborhoods, 3) the suitability of this site for the
, proposed volunteer built "Creative Playground", and 4) the recognition of
JI the fact there is always some development cost associated with any park
JI construction.

The City Council is requested to act upon the Park and Recreation Boarà
JI and staff recommendation to accept this land dedication for a neighborhood
~ park, pending resolution of the tax forgiveness issues.

I ~ Cost Estimate for Drainage Improvements: Greg Dickens, Director of
. Public Works, prepared two estimates for drainage improvements. Cost
~Estirnate #1 includes gabions the full length of the channel for maximum
I..water movement and ease of maintenance. Cost Estimate #2 eliminates the
gabions along the length of the channel and keeps it in its natural
earthen state after minor grading and excavation (a savings of
$132,170). The application of an "erosion prevention" fabric and Staff
vs contract hydromulching could further reduce costs an additional
$16,980 bring the revised estimate, without gabions, to $102,350.

The city Council requested Staff provide additional review of several
issues pertaining to this proposed 10 acre donation of land for a
neighborhood park. The issues and responses are summarized below:
* "Phase I" Environmental Assessment: The attached assessment conducted
by Richard M. Hodge, C.E.I., showed no reason for environmental concern
nor was there indicated a need for a "Phase II" study.
Proposed Extension of Holiday Lane: The attached graphic, provided by
Barry LeBaron, Director of Community Development, shows the proposed
Holiday Lane coming to within approximately 100 feet of the northeast
corner of the proposeà park site. This provides the possibility of a
secondary vehicular access point by constructing a small park entry
roaàway anà parking areas, if desireà. The extension of Holiday Lane,
if implementeà, ,vould however present a pedestrian barrier to potential
park users north and east of the road.
Further review, by park planning consultants, may provide o~her creative
drainage alternatives which could affec~ anticipated development and
àrainage costs.
It should be noted that drainage improvements are a common cost
associated with park development as in other types of land development.
However, channels in many areas of our existing parks have been left in
an improved earthen state without adversely affecting park use.

~'I~n summary, the Comprehensive Park Master Plan shows the current minimum
additional "neighborhood" park acreage needed to be a total of 64 acres in
I 11 sites. By 1995, the aggregate deficit will be 74 acres distributed
)1 between 12-13 sites. The land acquisition cost of 64 acres, at an average
~ cost of $25,000 an acre, is $1,600,000. The typical development costs for
. an average 10 acre neighborhood park site could be estimated at
approximately $250,000 per site.
j The Parks and Recreation Board reviewed the issues and the attached
t_,i information at their April 6, 1992 meeting and recommended the acceptance
of this proposed dedication, pending resolution of the associated tax
abatement. Their recommendation was based on 1) the opportunity to
acquire 10 acres of "neighborhood" park land without the associated
. acquisition costs (an estimated $250,000), 2) the close proximity to
~ schools and neighborhoods, 3) the suitability of this site for the
j, proposed volunteer built "Creative Playground", and 4) the recognition of
ìl, the fact there is always some development cost associated with any park
,. construction.
J_ RECOMMENDATION:
The City Council is requested to act upon the Park and Recreation Boarà
II anà Staff recommendation to accept this land dedication for a neighborhooà
i park, pending resolution of the tax forgiveness issues.

office supplies. Formal bids were solicited for an annual
contract for these supplies. Because specific items and
quantities vary from year to year, the bids are solicited in
terms of a specific percentage off the vendor's catalog list

2,050 of the most ordered items listed. The discounts
range from 26% to 79% depending on the item and the brand
name. 90% of the items most commonly used by North

In order to evaluate the bids received, twenty of the most
frequently ordered items were selected as a test group. The cost
of each item was calculated based on the vendor's catalog price
less the appropriate discount. Option II offered by Miller
Business Systems was used for the comparison. The total cost of
this comparison is listed as follows:

The state of Texas and the Texas Air Control Board have
implemented a natural gas powered vehicle program for the state
of Texas. At this time it is mandated that state agencies and
school districts must have all vehicles converted by 1996. At
the present time, cities are not subject to this mandate but
could possibly be added at a later date.
We propose to test a natural gas fueled pick up at this time.
The Management Services Department has made arrangements with
Lone Star Gas for fuel at 76¢ per gallon. This cost will be
approximately 15¢ per gallon less than our current gasoline
price. The fuel tanks are located in the Newell & Newell
Industrial District.

The State of Texas has solicited formal bids for these vehicles
and the City can purchase a truck from Hendrix GMC Trucks, the
vendor who was awarded the State contract.
Recommendation: It is recommended Council approve the purchase
of a natural gas powered truck in the amount of $16,138 from
Hendrix GMC Trucks, Inc.

The Parks and Recreation Board, at their October 5, 1992 meeting, reviewed
preliminary designs and cost estimates for parking lot improvements at
Richfield Park. The attached information from Knowlton, English, Flowers,
Inc. provides detailed information regarding the recommended design and
cost estimates based on three different pavement sections.
The existing parking facilities provide 144 paved spaces and "flex base"
parking for approximately 181 additional cars. The new design includes
paving" the "flex base"· area, improving the existing paved area, and
deleting the central median to create additional parking opportunities.
The recommended design provides paved parking for 428 cars, for a net gain
of 103 spaces.
The design includes curb and gutter, sidewalks, wheelchair ramps,
handicapped spaces (to meet A.D.A. requirements) and preserves the space
for the landscaped park entrance.
The Parks and Recreation Board recommended deleting the lighting alternate
as adequate security lighting for the parking area was included in the
previous park lighting project. The Parks and Recreation Board also
suggested that city crews provide striping and lane marking and that the
project be bid comparatively for asphalt and concrete.
A geo-technical soil analysis has been ordered to determine if the -
existing paved area is suitable for overlay instead of total
reconstruction, or if the- existing asphalt material can be reprocessed and
reused to reduce material costs.
RECOMMENDATION:
The Parks and Recreation Board and Staff recommend that city Council
authorize Knowlton, English, Flowers, Inc. to prepare documents and bid
this project for Council review. I-t is also recommended that this project
be prioritized within our "pay as you go" project plan to be completed
this winter, prior to the spring baseball program of the Richland Youth
Association.

Resolution No. 92-51 authorizes the Mayor to execute the subject Agreement for the Watauga Road
Project from Davis Boulevard (FM 1938) to Precinct Line Road (FM 3029). The Agreement obligates
the City to contribute 50% of the amount of the cost of the right-of-way to be acquired and 500¡b of
the eligible utility adjustments. This is in accordance with TDOT Minute Order No. 87506 which
Council approved on July 25, 1988 in PW 88-23 (Resolution No. 88-21).
The State wants the City's estimated 50% share (which is $500,000) now, prior to beginning the
right-of-way acquisitions. If the actual cost of right-of-way acquisitions and utility adjustments is
less, the City will receive a refund after the completion of the project. If the cost is more, the City
will be obligated to pay the State their share of the difference.

Sufficient funds are available from the approved budget for Watauga Road right-of-way acquisition.

by the City, a warrant or check payable to the State Department of Highways and Public Transportation in
the amount of Five Hundred Thousand and No/lOa ----------------------------___ Dollars
($ 500 , 000. 00 however, if it is found that this amount is insufficient to pay the City's obligation, then the
City, upon request of the State, will forthwith supplement this amount in such amount as requested by the
State. The City will be given full credit based upon the State's determined value, up to the amount of their
right of way obligation, for all right of way parcels acquired in the name of the State by donation or without
cost after the effective date of this contract. Upon completion of the project and in the event the amount paid
and or credited is more than the City's right of way obligation then any excess amount previously paid by the
City will be returned to the City. Cost of the right of way acquired by the State shall mean the total value of
compensation to owners for their property interests either by negotiation or emine·nt domain.

This project was awarded by Council on January 13, 1992 to Radich Construction Company, Inc. in
the amount ot $59, 113.94. Final payment to the Contractor will make his total earnings on the
project $44,393.99. This is $14,719.95 under the contract amount. Due to Texas Department of
Transportation (TOOT) not having acquired right-ot-way trom Denny's Restaurant tor the interchange
project, we had to stop short of Glenview Court. We will install the last 196 feet as soon as TDOT
buys right-of-way from Denny's.

Enclosed is one copy of Contractor's FINAL Pay Estimate No.3, dated September 30, 1992, made payable to
Radich Construction Company, Inc., in the amount of $4,439.40, for materials furnished and work performed on
the referenced project as of September 15, 1992.
The quantities and conditions of the project have been verified on-site by your representative, Mr. Ken Matheson,
as indicated by his signature on the estimate, and we have checked the item extensions and additions.
The original project scope was scaled back primarily because a portion of the proposed sanitary sewer line was
planned to be located within State Highway Department R. O. W. which has not yet been acquired by TxDot. The
total proposed length of sewer main was reduced from 1,099 feet to 903 feet. The remaining 196 feet must be
constructed later under separate contract to tie in the Glenview Court Sanitary Sewer line as originally planned.
Contractor earnings total $44,393. 99 based on the reduced project scope, which is $14, 719.95 under the original
contract amount of $59,113.94. The project was substantially complete on April 2, 1992, which is under the
scheduled completion date of April 9, 1992.
The two (2) year period of maintenance begins on this date, and therefore, will terminate on September 30, 1994.
The maintenance obligation includes repair of sanitary sewer line breaks or stoppage resulting from improper
embedment, compaction, backfill or poor workmanship. The maintenance obligation also includes sealing of
pavelnent cracks, repair of concrete flatwork and other concrete structures constructed by the Contractor.
We recommend that this final payment, in the amount of $4,439.40, be made to Radich Construction Company,
Inc., at P.O. Box 1355, Keller, Texas, 76248.
We will be present at the October 12, 1992, Council Meeting to answer any questions which you may have
concerning this project.
