An extensive background check was conducted by Management Services Staff which concluded with a very favorable recommendation. I Funding Source: As indicated above, the initial funding was approved with agenda item PU 90-54. Operating Budget Other I The remodeling of the Glenview Facility was approved in January 1990 (PW 90-11). A six person committee appointed by Mayor Brown recommended that the facility could be utilized as a multi-purpose building for a second Senior eitizen Center, storage space for eity Hall and Parks Maintenance storage facili ty. The commi ttee reviewed and approved the plans and specifications on December 3rd and have recommended Council approval. Plans will be available for your review at the pre Council meeting. The funding was from the Tarrant County Community Block Grant Program in the amount of $50,000 and an appropriation of Capital Improvement Projects monies in the amount of $90,000. The initial funding was based on preliminary design specifications. The detail plans developed by Team Design estimates the cost of the project at $194,460. The proposed additional funding is $75,083. Funding Source: As indicated above, the initial funding from all sources was $140,000. The City's contribution to the project was made from General eIP funds. However, a total of 2,860 square feet from the total available of 9,530 square feet or 30.01% is intended to be utilized for storage of Utility Billing computer supplies and billing forms. The proposed revised funding therefore includes $48,357 ($194,460 X 30.01%) from Utility Unspecified CIP. To Whom It May Concern: As the Chief of Police in Crowley, Texas <·1 . worked very closely with Pircuz and Associates on an extensive renovation project. Early in 1988 bid specifications were let for the rt!îí()- vation of a preexisting commercial building to be converted into a police and jail facility. Bids came in at approxima tely25% over budget. Ali Pirouz being the low bid worked wi th myself and Komatsu and Associates, our architect, to reduce the cost. Pirouz was awarded the bid which was reduced to slightly over budget. He agreed to actually include additional work which was not: in the initial bid specs. Mr. Pirouz displayed very good common sense and had a go'od appraisal ina "short ti·me .;¡:of our real nee,ds ft Mr. Pireuz ini tiated constructio.n as .scheduled as th~ gene.ral contractor. Mr. Pirouz displayed a very high professional manner in dealing with . sub-contractors., inspectors, the architects as well as our personnel. He has a special ability to identify problem areas when trans- lating specifications and architectural drawings to actual finished work product. He completed work ahead of schedule and the finished product was excellent. Mr. Pirouz faced. a very challenging experience due to the fact that this was a-·renovation project with many problems. Mr. Pirouz turned this particular facility into I believe a show place for a police department. My experience working with Pirouz was very positive. He corrected many existing problems in the initial facility without overburdening our budget. I would not hesi tate in any manner to llighly recommend any commercial or jail project that Mr. :Pirouz would bid. Batenhorst Architects is a resident company located in North Richland Hills and has agreed to provide complete architectural services on the Animal Control Project for $9,000. Funding Source: Sufficient funds are available in 13-55-01-6000. Recommendation: Staff recommends City Council ratify the contract awarded to provide all architectural services for the Animal Control Expansion Project at a cost of $9,000. The purpose of the work session is to update and receive input from Council on both the development of our new Marketing Brochures and on the Targeted Industry Marketing Program. The Industrial Development Committee has been working with staff and our consultants on these two projects for the past four months. The interaction among these groups has been excellent - as have the results. We would like to present the brochures for your review and then go through, on a step-by-step basis, precisely how the Targeted Industry Marketing Program will work - including "hands-on" examples. It is anticipated that the work session would last approximately 90 minutes. Council's consideration of this work session will be appreciated.
