The purpose of the workshop is to discuss the Decision Packages for Fiscal Year 1990/91. If possible, please prioritize your top ten packages prior to the workshop. The resolution also canvasses the Charter Amendment proposition. If the proposition fails the resolution will be changed accordingly. Recommendation: Approve Resolution No. 90-24. Sufficient Funds Available Operating Budget ¥:4~ ~ - /.~-~ . / Department Head Signature v CITY COUNCIL ACTION ITEM , Finance Director Page 1 of I I I I I I I I I I I I I I I I I I I RESOLUTION NO. 90-24 WHEREAS, an Election was duly held in the City of North Richland Hills, Texas, on the 5th day of May, 1990 to elect the Mayor and Council Places 2, 4, and 6 and Municipal Judge and to consider amending the first sentence of Section 7 (1) of Article VI of the City Charter of the City of North Richland Hills, Texas; and WHEREAS, the Mayor and City Council duly canvassed the votes of said election on this the 7th day of May, 1990; and WHEREAS, the canvass showed the following results: Candidates Office Total Tommy Brown Russ Mitchell Mayor Mack Garvin Council Place 2 931 433 930 919 926 803 385 Frank Metts, Jr. Council Place 4 Byron Sibbet Charles Thorn Steve Stomber Council Place 6 Municipal Judge CHARTER AMENDMENT: For Against 865 183 the following proposition: liThe Municipal Court shall be presided over by a magistrate to be known as Municipal Judge who shall be an attorney duly licensed by the State of Texas who shall be a resident of the City of North Richland Hills; such Judge shall be elected for a two year term coinciding with the term of the Mayor and shall be elected by a majority vote at the City General Election." NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, that: 1 . The above canvass be and the same hereby is in all things approved. The Council finds that the following candidates should be declared elected to the office indicated: Offi ce Duly Elected Official .. The Council finds that the following proposition carried by a majority vote: liThe Municipal Court shall be presided over by a magistrate to be known as Municipal Judge who shall be an attorney duly licensed by the State of Texas who shall be a resident of the City of North Richland Hills; such Judge shall be elected for a two year term coinciding with the term of the Mayor and shall be elected by a majority vote of the City General Election." Such proposition is declared to have passed and hereafter replace the present language of the first sentence of Section 7 (1) of Article VI of the Charter of the City of North Richland Hills, Texas. PASSED AND APPROVED this 7th day of May, 1990. APPROVED: Mayor ATTEST: City Secretary APPROVED AS TO FORM AND LEGALITY: Attorney for the City I I 1 I 1 I I I I I I 1 I I I CITY OF NORTH RICHLAND HILLS Department: Administration Council Meeting Date: 5/7/90 Filing Statements and Oaths of Elected and Subject: Appointed Officials with the Secretary of State - AgendaNumber:GN 90-71 The Secretary of State has pointed out recent changes in Section 1 of Article XVI of the State Constitution which requires oaths (statements) of elected and appointed officials to be filed with the Secretary of State. In view of the fact that prior oaths of elected officials have not been filed with the State, this resolution requires oaths by all affected officials including Council members who did not stand for elpction in 1990. The resolution in 1991 will require new oaths for those four Council positions and the new oaths will cover a full two year term. Recommendation: Approve Resolution No. 90-25. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND HILLS, TEXAS, that the following elected and appointed officials of this City be required to file such statements and oaths (or affirmations): For two year terms coinciding with the term of the Mayor: 1.
