APPROVE BOARD OF DIRECTOR MINUTES OF SEPTEMBER 8, 1997 APPROVED Councilman Metts moved, seconded by Ms. Jackson, to approve the minutes of the September 8, 1997 meeting. Motion carried 5-0. Park Corporation Minutes August 18, 1998 Page 2 3. FDC 98-01 ELECTION OF OFFICERS APPROVED Councilman Metts moved, seconded by Mr. Davis, to approve FDC 98-01, to appoint Charles Scoma as Chair of the Park and Recreation Facilities Development Corporation. Motion carried 5-0. Mr. Trevino moved, seconded by Mr. Davis, to approve the officers: Larry Cunningham, President; Randy Shiflet, First Vice President; Ron Ragland, Second Vice President; Patricia Hutson, Secretary; and Larry Koonce, Treasurer. Motion carried 5-0. 4. FDC 98-02 REVIEW THE PARK & RECREATION FACILITIES DEVELOPMENT CORPORATION PROPOSED ANNUAL OPERATING BUDGET, RECOMMEND ADOPTION AND SET DATE FOR PUBLIC HEARING APPROVED Mr. Cunningham advised that Agenda Items 4 and 5 relate to the finances of the Park Development Corporation. Mr. Cunningham explained the limitations and restrictions on the use of the % cent sales tax funds. Mr. Koonce, Treasurer, gave a brief overview of the financials. He explained the requirements for reserves, how the City has structured the debt, the revenues budgeted for fiscal year 1998/99 and how the funds will be allocated. There was a question as to whether the projects were being approved as a lump sum in the budget or if they were approved individually. Mr. Cunningham explained that that the Board was being asked to approve the operating budget, which includes the operating, maintenance, debt service and the projected reserve for capital projects. The Board will also be approving the Capital Projects Budget, which identifies the specific projects for the coming year and forecasts projects that are planned for the next few years. Mr. Cunningham explained that after the Board and City Council approve the two budgets, there still would be individual approval by the Council of each project through the year. Staff advised that by approving the budget, the Board was approving the appropriation, but not the actual purchase. Each project will stand on its own and will come before the Council for individual action even though it is in the budget. Park Corporation Minutes August 18, 1998 Page 3 Mr. Browne gave a brief history of the development of the park program and reviewed the specifics of the 1998/99 Capital Improvement Program (copy attached). Mr. Browne reviewed what had been determined as the needs and priorities of the community resulting from a survey conducted in the early 90's. He briefed the Board on the needs/priorities that had been addressed and met. There was discussion as to whether the City had met its obligation to the voters in regards to aquatic requirements - indoor swimming facilities for senior citizens. There was also discussion regarding the School District having the opportunity to participate in an indoor aquatic facility with the City. Mayor Pro Tern Phifer present at 8:06 p.m. Mr. Browne was asked what projects would not be submitted to the Council for approval. The Board was advised that the $80,000 in the Miscellaneous Park Development Fund was committed to items such as picnic tables, garbage cans, trees, etc. The purchase of these items up to $15,000 would not go to the Council for approval. The Council will approve all other projects. There was discussion on the current debt service and the City's total debt in ten years. There was discussion on slowing down projects if necessary in order to build reserves so that the City would be able to accomplish more with its tax dollars. The Board also discussed the need to go forward with the projects that were grant funded. The Board expressed concerns on borrowing $900,000 for the acquisition of land that had not yet been identified. Staff explained that the $900,000 would be used for a site that was 50 acres or larger. They explained that there were limited opportunities to preserve open space and that once development occurs the opportunity would be gone. The Chairman advised that nine or ten years ago, the Council discussed requiring developers to dedicate land for major subdivision projects for parks. He advised that the Council might want to consider revisiting the fact that park planning might need to be incorporated into subdivision planning and not think about buying large tracts of land. There was discussion on not selling bonds before the land was found, but putting the money into reserve, finding the land and then issuing the bonds after the City has the land. The Chairman advised the Board that they were being asked to make a motion to recommend these budgets to the Council. He reiterated that the Board's discussion and recommendation had been that the City not go out for any debt, but that this money would Park Corporation Minutes August 18, 1998 Page 4 be in reserve and there would not be any expenditures out of the reserve without individual Council action, with the exception of the $80,000 designated in the Miscellaneous Park Development Fund. Mr. Cunningham clarified that if the $900,000 designated for land acquisition was left in the budget and, if it was not used, they would not have the money because it is offset by the bond sale. Mr. Trevino moved, seconded by Councilman Metts, that the 1998-99 Annual Operating Budget be adopted and recommended to City Council as submitted with the caveat that if the $900,000 is not used to purchase land then the $900,000 worth of additional debt is not under taken, and set the budget hearing for August 24, 1998 at 7:00 p.m. Motion carried 6-0. 5. REVIEW THE PARK & RECREATION FACILITIES DEVELOPMENT CORPORATION CAPITAL PROJECTS BUDGET, RECOMMEND ADOPTION AND SET DATE FOR PUBLIC HEARING APPROVED Mr. Davis moved, seconded by Ms. Jackson, that the Annual Capital Projects Budget be adopted as presented and recommended to the City Council, and the public hearing be set for 7:00 p.m. on August 24, 1998. Motion carried 6-0. 6.
