There being no one wishing to speak Chairman Brown closed the Public Hearing. There was discussion by the Board members on the procedure for Council approving the preliminary design of the projects. Chairman Brown suggested that the Park and Recreation Development Fund have a Reserve for Contingencies and/or Special Projects. He stated that this reserve could be created within the Park and Recreation Development Fund by taking actual sales tax collections that exceed the annual sales tax projections and putting them into this Contingency Reserve. By starting this in 95/96, the Board and Council would not have to adjust the proposed budget for next year that is presently being recommended. The reserve could simply be started next year. The Reserve for Contingency would be used for projects as approved by Council. September 11, 1995 Page 3 e 5.
