TEMPORARY BOARD
NORTH RICHLAND HILLS CRIME CONTROL AND PREVENTION DISTRICT
JANUARY 3,1996

CALL TO ORDER
On the 3rd day of January, 1996 at 6:30 p.m., the Temporary Board for the North
Richland Hills Crime Control and Prevention District convened in the Municipal Court
Room at the North Richland Hills Community Center, 6720 Northeast Loop 820, North
Richland Hills, Texas, with the following members present:
Tommy Brown
Lyle E. Welch
Mack Garvin
Mark Wood
JoAnn Johnson
Byron Sibbet
Chairman
Vice Chairman
Staff Members present:

Larry Cunningham

Patricia Hutson

with the following members absent: Linda Spurlock Sansoucie, constituting a quorum;
at which time, the following business was transacted:

APPROVAL OF THE MINUTES OF THE
DECEMBER 18, 1995 MEETING
APPROVED
Board Member Wood moved, seconded by Board Member Sibbet, to approve the
minutes of the December 18, 1995 meeting.
Motion prevailed by the following vote:
Aye: 6 votes
No: 0 votes

CCD 96-01 PUBLIC HEARING AND ACTION ON THE
TWO YEAR STRATEGIC PLAN AND BUDGET FOR
THE CRIME CONTROL AND PREVENTION DISTRICT
Police Chief McGlasson summarized the Two-Year Crime Control Plan and Two-Year
Budget Plan.
Chairman Brown opened the Public Hearing and called for those wishing to speak to
come forward.
The following appeared before the Council and expressed their concerns and
opposition to the % cent sales tax:
Mr. Ted Gay, 6612 Circleview Court
Mr. Bobby Cook, 7501 David Drive
Mr. Larry Giles, 8309 Thornhaven Court
Mr. Randall Gorman, 7817 Hidden Oaks
BOARD MEMBER SANSOUCIE PRESENT.
The following appeared before the Council and spoke in support of the % cent sales tax
and the creation of the Crime Control District.
Mr. Abdul Saud, 7909 Lazy Lane
Mr. Marvin Smith, 7609 Douglas Lane
Mr. Wayne Moody, 5700 North Hills Drive
Ms. Martha Stone, 7848 Hidden Oaks had questions pertaining to police officer
salaries.
Mr. John Gibbs, 5728 Bermuda Drive, questioned if the School District assisted in the
funding of the D.A.R.E. and School Resource Officers. He also urged the Council not
to approve tax abatements to large businesses in North Richland Hills.
Mr. Jack Allen, 4916 Wondol Court, had questions regarding the date of the election
and publicity.
There being no one else wishing to speak Chairman Brown closed the Public Hearing.
City Manager Sanford responded to the various questions that were asked during the
Public Hearing.

There was discussion by the Council on the creation of the Crime Control and
Prevention District.

CCD 95-02 APPROVAL OF PLAN AND BUDGET SUMMARIES-
RESOLUTION NO. 96-A
APPROVED
Board Member Sibbet moved, seconded by Board Member Wood, to approve
Resolution No. 96-A.
Motion carried by the following vote:
Aye: 7 votes
No: 0 votes

CCD 96-03 CALLING AN ELECTION TO CREATE A
CRIME CONTROL AND PREVENTION DISTRICT AND
AUTHORIZE ONE-HALF CENT SALES AND USE TAX
IN THE CITY FOR ANTI-CRIME PROGRAM -
RESOLUTION NO. 96-B
APPROVED
Board Member Sibbet moved, seconded by Board Member Wood, to approve
Resolution No. 96-B.
Motion carried by the following vote:
Aye: 7 votes
No: 0

There being no further business, the meeting was adjourned.
