("1 I I I I I I I I I I 1 I I I I I 1 1 I CITY OF NORTH RICHLAND HILLS Economic Development 12/18/89 Council Meeting Date: GN 89-167 Agenda Number: Department: Subject: Rejection of Bids for Construction of Clubhouse at Iron Horse Golf Course On November 28, 1989, the City received bids f(1r the construction of the C1'lhhotlse .1t Iron Horse. Budgeted amount for this project was $325,000. There were six bidders on the project and the low bid was submitted by Inform Construction, Inc., in the amount of $397,800. The low bid was $72,800 over hudgpt. Since that time, Clubhouse Architect, Byron Folse has met with representatives of Inform Construction to see if the price of the clubhouse could be lowered by changing the specifications somewhat. Bottom line of these negotiations were that Inform proposed, based on modifications which where were acceptable to the City, reducing their bid in the amount of $55,217. This remains $17,583 over the budgeted amount of $325,000. City Staff reviewed the feasibility of the City acting as construction manager and oversighting the construction of the clubhouse ourselves. This would be done by George Tucker in conjunction with the use of a building professional as an on-site superintendent. Bottom line here is that, including the cost of the superintendent, insurance and including a $10,000 contingency, the City can build the clubhouse themselves for $315,862 - a figure which falls within budget. RECOMMENDATION: It is recommended by City Staff and the Golf Ad Hoc Committee that all hids for the construction of the clubhouse at Iron Horse be rejected, and, that the City 0f Nnr~h Richland Hills act as construction manager for the construction of the cluhhouse. Tucker Director Management Services SUBJECT: Cost to Construct Club House with City Acting as General Contractor The attached costs have been given to me by sub-contractors which I am familiar with and have worked with in the past. I feel that further reduction can be made in the concrete, masonry and mechanical trades (approximately $8,000). It should be understood that a cost of ~ $10,000 should be added to the revised cost given by Inform Construction. It should also be understood that all major trades~will have to be bid, therefore, extending the project by three weeks. ~I feel that we can build the project in 120 calendar days barring any extended bad weather. It was the recommendation of Staff, supported by the unanimous vote of the Golf Course Ad Hoc Committee, that the superintendent contract be awarded to Pierce Construction Company. The qualifications of Pierce Construction Company are attached for your review. RECOMMENDATION: It is recommended by City Staff and the Golf Ad Hoc Committee that the City Manager be authorized to enter into an agreement with Pierce Construction Company, in an amount not to exceed $20,000, to act as Superintendent for this project.
