Director Public Works/Utilities Subject: Cooperation Between Property Owners Regarding Drainage Improvements in the Hightower Drive/Rufe Snow Drive Area As requested by Mayor Pro-Tern Richard Davis at the CIP meeting March 27th, I contacted Mr. Billy Graham to confirm his position with reference to the subject matter. Mr. Graham stated to me by telephone conversation on April 7th that he would be willing to provide the Crainage easement across his property if the other property owners upstream will pay for any drainage improvements across his property. Mr. Graham stated that prior to entering into any agreements for improvements across his property, he wants to resolve the suit he has against Sabine Valley Industries with reference to their development of Richfield Addition. We assume this due to the "Corona Beer Craze" (collecting signs with the name of this particular beer). We are asking your help in trying to keep the street signs on your street in place. If you see anyone attempting to remove a street sign please call the Police Department at 281-1000 and if possible, write the auto license tag number down. The replacement for each intersection of street signs cost you as a taxpayer $16l.00.and we have replaced each intersection at least four times bringing a total of $1,600 that has been lost. Line, City Manager Richard Royston ~ Director of Planning and Development FROM: SUBJECT: Proposed Zoning Ordinance Revision regarding Accessory Buildings As a result of the hearing before the City Council on March 23, 1987 on the proposed change in the Zoning Ordinance regarding Accessory Buildings, we have rewritten the definitions of the "Portable Accessory Building" and "Permanent Accessory Building" to conform to our understanding of the City Council's wishes. The approach used was to establish a base line of 150 square feet in size. All accessory buildings of 150 square feet or less are classified as "Portable", whether they are skid-mounted or attached to a permanent foundation. These "Portable" buildings are not required to meet the masonry or brick requirements of the Ordinance. All accessory buildings greater in size than 150 square feet are classified -"Permanent" and must be constructed to meet the masonry or brick requirements of the Ordinance, with the one exception being a carport configuration as defined in the Ordinance. Attached is a revised copy of the proposed Ordinance. It is suggested that this Ordinance be provided to the City Council for their review and consideration. (817) 281-0041/7301 N.E. lOOP 820/P.O. ALL WORDING IN SUBSECTIONS 4.5.7, 5.5.7, 6.5.7, 7.5.8, 8.5.9, 9.4.12, and 10.4.8 IS TO BE CHANGED TO READ: "ACCESSORY BUILDINGS: See Section XXIV, Subsection 24.7." b. SUBSECTION 24.7 SHALL BE DELETED IN ITS ENTIRETY AND CHANGED TO READ: 24.7 ACCESSORY BUILDINGS 24.7.1 DEFINITIONS ACCESSORY BUILDING is any structure used or intended for a secondary or supporting use to the main structure, residence or occupancy. PORTABLE ACCESSORY BUILDING is any structure that meets the following criteria: (i) does not exceed (150) one hundred fifty square feet in total area; (ii) does not exceed (10) ten feet in height measured from grade level to the highest point of the structure. Such portable building may be skid-mounted and/or may be secured to a foundation or to the ground by the most appropriate method. PERMANENT ACCESSORY BUILDING is any structure which exceeds (150) one hundred fifty square teet -in total area. Such building must be placed on a permanent foundation. If the building does not fall under the definition of a carport in Section III, then the exterior walls shall conform to the masonry or brick requirements contained in Sections 24.2.1 and 24.2.2 of this Ordinance. 24.7.2 REQUIREMENTS All accessory buildings are to be permitted through the Building Department. A site plan showing where the accessory building is to be placed with dimensions shall accompany the application for permit. Accessory buildings shall only be placed in the rear yards. A portable accessory building may be placed in any rear yard with a maximum of (2) two per lot. A permanent accessory building shall not be placed in a minimum required rear yard. No accessory building may be located on an easement. All accessory buildings are required to have a stake-out inspection prior to installation to insure compliance with the Building Line requirements of the Zoning Ordinance. Line City Manager From: Dennis Horvath Assistant City Manager Recreation Center/Library Move-In Expenses Subject: Regarding your question concerning move-in costs at the Recreation Center/ Library, the following information is provided: In June of 1986 a joint meeting was held with the City Council, Parks and Recreation Board and the Library Board. The amount of equipment requested by each department at that time was evaluated on the basis of the minimum equipment needed to open each facility and not on the basis ûf a 50-50 split of available funds. The amount indicated below that was allocated to the Library includes $63,000 for shelving an'd lighting. At the June meeting a complete list of equipment for the move-in to these facilities was approved. Although the method of funding this equipment has changed since that time the specific items of equipment have remained firm. Below is a summary of the funds requested for each department and the amount allocated to each department. Parks & Recreation Requested - $88,150 Approved - $37,570 43% Librar,y Requested - $464,997 Approved - $212,240 45% The move-in equipment is now being acquired by purchasing in the exact quantity approved by the Council. Any budget savings realized from these purchases may be allocated by the Council at a later time. It should be noted that the Parkls half of the Park and Library contribution ($15,000 per year) is available to supplement the Recreation Centerls move-in equipment needs.
