AN ORDINANCE ALTERING THE PRIMA FACIE SPEED LIMITS
ESTABLISHED FOR VEHICLES UNDER THE PROVISIONS OF
SECTION 167 AND 169 OF ARTICLE XIX, R.C.S. 670ld,
UNIFORM ACT REGULATING TRAFFIC ON HIGHWAYS. UPON
THE BASIS OF AN ENGINEERING AND TRAFFIC INVESTIGATION
UPON CERTAIN STREETS AND HIGHWAYS, OR PARTS THEREOF,
WITHIN THE CORPORATE LIMITS OF THE CITY OF NORTH RICHLAND HILLS
AS SET OUT IN THE ORDINANCE: AND PROVIDING A PENALTY
OF A FINE NOT TO EXCEED $200.00 FOR VIOLATION OF THIS
ORDINANCE,. AND DECLARING AN EMERGENCY.
WHEREAS, Section 167 and 169 of Article XIX, R.C.S. 670ld,
Uniform Act Regulating Traffic on Highways, provides that whenever the
governing body of the City shall determine upon the basis of an
engineering and traffic invcstigatibn that any prima facie speed there-
in set forth is greater or less than is reasonable or safe under the
conditions found 'to exist at any intersection or other place or upon
any part of a street or highway, with the City taking into considera-
tion the width and condition of the pavement and other circumstances
on such portion of said street or highway, as well as the usual traffic
thereon. said govern body may determine and declare a reasonable and
safe prima facie speed limit thereat or thereon by the passage of an
ordinance, which shall be effective when appropriate signs giving notice
thereof are erected at such intersection or other place or part of the
street or highway, now therefore,
BE IT ORDAINED by the City Council of the City of
North Richland Hills . 7exas:
Section 1. Upon ehe basis of an, engineering and traffic investigation
heretofore made áS authorized oy the provisions of Seccion 167 and 169
of Article XIX, ~.C.S. 6701d, Uniform Act Regulating Traffic on Highways,
the following ¿rima facie speed limits hereafter indicated for vehicles
are hereby dete~ülined and declared to be reasonable and safe¡ and such
speed limits are ~ereby fixed at the rate of speed indicated for vehic~es
traveling upon the named streets and highways, or parts thereof, descriùe¿
as follows:

State Highway 121 (Frontage Roads)
I. Southeast Frontage Road Only
(a) From Station 886~92 (Intersection with IH 820 East Frontage Road and
"A-111) northeasterly 0.167 mile to, Station 16"45 (Intersection with
Bedford-Eu1ess Road) at 35 miles per hour.
(b) From Station 16"45 northeasterly 0.585 mile to Station 47135 (East
City Limits of North Rich1and Hills, being also the City Limits of
Hurst on Southeast Frontage Road) at 40 miles per hour.
11. Northwest Frontage Road Only
(a) From Station 43167 (East City Limits of North Rich1and Hills, being
also the City Limits of Hurst on Northwest Frontage Road) southwesterly
0.539 mile to Station 15/23 (Intersection with Oak Ridge Terrace) at
40 miles per hour.
Section 2. Any person violating any of the provisions of this ordinance
shall be deemed guilty of a misdemeanor and upon conviction thereof shall
be fined in any sum not more than two hundred ($200) dollars.
Section 3. An emergency clause was declared and
