Joy Funiciello, representing the United Way Volunteers of
North Richland Hills, presented the City with a United Way
Flag. Ms. Funiciello asked that the City display the flag on
the pole in front of City Hall or in a public place.
Mayor Echols opened the public hearing and asked Mr. Line to
present the proposed 1984-85 Revenue Sharing Budget.
Mr. Line stated that the proposal for the expenditure of funds
in the Revenue Sharing Budget for 1984-85, plus hold-over funds
from the present year, which had ~~t ye~ been spent. Mr.
Line stated the total amount was ~~?~OOO~.,~~ich was to be
allocated for relocation of Fire Station No.~"--l·-afid-· purchase
of a pumper truck for the Fire Department.
Mayor Echols called for anyone wishing to speak in favor of
the proposed Revenue Sharing Budget to please come forward.
No one appeared.
Mayor Echols called for anyone wishing to speak in opposition to
the proposed budget to please come forward.
There being no one wishing to speak, Mayor Echols closed the
public hearing.
Mayor Pro Tem Davis moved, seconded by Councilman Ramsey, to
approve the Revenue Sharing Budget for 1984-85 as proposed.
Motion carried 6-0.
Mayor Echols opened the Public hearing and requested Mr. Line
present the proposed 1984-85 Operating Budget.
Mr. Line stated that in general terms the proposed budget for
1984-85 was $16,878,364 which consisted of General Fund,
$7,673,867; Utility Fund $5,945,801; General Debt Service Fund
$1,493,996; Utility Debt Fund $1,558,200; Park and Library
Fund $50,000; Promotional Fund $156,000. Mr. Line stated
that in the General Fund, which was mostly tax supported and
was of most interest to the citizens, included several program
improvements; establishment of a separate Department of
Planning and Development to try and help accommodate the
phenomenal growth that the City had been experiencing. Mr.
Line stated that most of the additional money for 1984-85
would go into public safety, which would include five
additional patrol officers to establish a new patrol beat, two
additional clerks which would relieve patrol officers from
clerical work and an additional school crossing guard for
Harwood and Grapevine Highway intersection. Mr. Line stated

that there would be two additional employees in the Park and
Recreation Department for improved park maintenance and an
additional Public Works crew for better storm drainage work,
ditch cleaning and mowing.
Mr. Line stated that the proposed budget for 1984-85 did
contemplate a reduction of the tax rate of approximately 30%
from $0.50 per $100.00 valuation to 34.5¢ per $100.00
valuation.
Mayor Echols stated he felt he could speak for the entire
Council in saying that Mr. Line and the Staff did an excellent
job in putting the budget together.
Mayor Echols called for anyone wishing to speak in favor of
the proposed budget.
No one appeared.
Mayor Echols called for anyone wishing to speak in opposition
to the proposed budget.
There being no one wishing to speak, Mayor Echols closed the
public hearing.
11. Councilman Kenna moved, seconded by Councilwoman Hinkle, to
approve Ordinance No. 1148.
Motion carried 6-0.
12. Mr. Line stated that Tarrant Appraisal District did a complete
reappraisal on real property in Tarrant County and the taxable
values in North Richland Hills increased substantially. Mr.
Line stated net taxable value for next year would be
$992,047,198 plus an additional amount, the precise amount
of which had not been determined because there were several
pieces of property that the value assigned by Tarrant Appraisal
District had been challenged.
Mayor Pro Tem Davis moved, seconded by Councilman Kenna, to
approve Resolution No. 84-23.
Motion carried 6-0.
13. Mr. Line stated the exemption for over sixty-five had been
increased from $12,730 to $15,000 plus a ten percent general
homestead exemption per residence of the appraised value of
the property, with a minimum of $5,000 per residence.
Councilman Kenna stated he would like for the Council to add
$15,000 exemption for the disabled persons in the City.

Councilman Kenna stated that Tarrant Appraisal District
showed there were 134 currently registered which would amount
to $7,300 expense to the City.
Mr. McEntire presented the following resolution:
BE IT RESOLVED by the City Council of the City of
North Richland Hills, Texas that pursuant to Ordinance Number
499, there shall be exempt from City Ad Valorem Taxes for the
year 1984-85 the sum of Ten Percent (10%) General Homestead
Exemption from the assessed value of any exclusively
residential homestead within the City occupied by its owner;
and/or the sum of Fifteen Thousand Dollars ($15,000) from the
assessed value of any exclusively residential homestead within
the City occupied by an owner who is sixty-five (65) years of
age or older, as of January 1st of such year;
Mr. McEntire stated that the following should be
inserted: and/or the sum of $15,000 from the assessed value
of any exclusively residential homestead within the City
occupied by an owner who is disabled
within the meaning of Section 11.13(m) of the Property Tax
Code of the State of Texas, as of January 1st of such tax
year, provided by the terms and conditions set forth in Texas
Property Tax Code and in said Ordinance are fully complied
with.
Mr. Line stated the Council would need to authorize the staff,
if the resolution was approved to include the exemption for
the disabled, to adjust the contingency allowance because the
budget would be about $7,000 out of balance with the change.
Mr. Ralph Thrasher, 6704 Starnes Road appeared before the
Council.
Mr. Thrasher stated that he felt the $15,000 was a good goal
and asked about the 10% of the appraised value.
Mayor Echols stated that everyone that had a homestead would
take off 10% and then take off the $15,000 exemption for the
over sixty-five. Mayor Echols stated that if the total
proposal was agreed on, the next step would be to take off
$15,000 for the total disabled.
Mr. Thrasher stated he had run a survey on surrounding cities
and most of them were going to allow $50,000 for over sixty-
five.
Mayor Echols stated that he knew Tarrant County and Tarrant
County Junior College went to $50,000, but was not aware of
what the other cities were doing.

Mr. Thrasher stated Haltom City and Richland Hills were going
to try for $50,000; Watauga did not know; Hurst 20% but not
less than $5,000; Colleyville was going to $40,000 and Euless
undecided. Mr. Thrasher asked that the City give the senior
citizens a better break.
Mayor Echols stated that the total exemption for the senior
citizen, if they had a homestead, would be $20,000.
Councilman Kenna moved, seconded by Councilwoman Hinkle, to
approve Resolution No. 84-24.
Motion carried 6-0.
Mayor Pro Tem Davis moved, seconded by Councilman Kenna, to
adjust the Contingency Fund to an equal amount needed for the
$15,000 exemption for disabled citizens.
Motion carried 6-0.
14. Mayor Pro Tem Davis moved, seconded by Councilman Kenna, to
approve Ordinance No. 1149, setting the tax rate at 34.5¢.
Motion carried 6-0.
15. Mr. Ray Porter, 4830 Blaney, appeared before the Council.
Mr. Porter stated he was asking for a variance because he was
attempting to construct a storage shed in conformance with the
main property.
Councilwoman Moody asked what the square footage of the
building would be.
Mr. Porter stated it would be about 20' by 20'.
Councilwoman Moody stated the drawing appeared to look like a
garage. Would it be used for a garage?
Mr. Porter stated no.
Mayor Pro Tem Davis asked if the storage shed would be visible
from the street.
Mr. Porter stated no, only the roof could be seen.
Mayor Pro Tern Davis asked if the building would be stained or
natural wood.

Mayor Pro Tem Davis moved, seconded by Councilman Kenna, to
approve the request.
Motion carried 5-1; Mayor Pro Tem Davis, Councilmen Kenna,
Ramsey, Fisher and Councilwoman Hinkle voting for;
Councilwoman Moody voting against.
16. Mr. Hubert Hawkins, 7269 Glenview, appeared before the Council.
Mr. Hawkins stated he was asking for a variance to the Sub-
division Ordinance that would require him to build a 40 foot
concrete lined drainage channel at a cost of approximately
$34,000.
Mayor Echols presented the following comments from the staff:
Mr. Hawkins is wanting to plat his land into two lots and not
build the concrete-lined channel as required by the
Subdivision Ordinance. We had told Mr. Stembridge that if Mr.
Hawkins would plat his land into a one lot subdivision that we
would recommend that the City pay one-half of the cost for the
concrete lining. Mr. Stembridge has stated that Mr. Hawkins
does not approve of this offer. Since this drainage channel
strongly affects the Morgan Meadows Addition and the channel
is only built for a ten year capacity rain at this time, we
would strongly urge that you deny this request and require the
concrete lined channel be built to handle the 100 year capacity
rain as required in the Subdivision Ordinance.
Mayor Echols asked Mr. Hawkins if that was a fair representa-
tion of his position.
Mr. Hawkins stated it would not be a feasible situation. Mr.
Hawkins stated the cost would be approximately $34,000 and it
was not feasible for only 2 lots.
Mayor Echols asked Mr. Hawkins if he understood why the
requirement was in the Subdivision Ordinance.
Mr. Hawkins stated he understood, if there was a subdivision
involved but not for just 2 lots.
Mayor Echols stated that if the City did not get a continuance
of the channel, then all the channels above it was lost.
Mr. Hawkins stated the channel was not lost from Chapman Road
to Loop 820.

Mayor Echols stated that if the channel was not completed the
water could not flow through it. Mayor Echols stated the CIP
Committee had just discussed the expenditure of three quarters
of a million dollars at least in Morgan Meadows and this was a
vital part of the water that was coming down to try and get it
into the channels that were built and going to be built.
Mr. Hawking stated there was no way he could afford to build
the channel.
Mayor Echols stated the staff wanted to try and figure out
some way that the cost could be shared.
Mr. Hawking stated he could not even afford to pave the bottom
of the channel.
Mayor Echols asked Mr. Hawkins if he would be willing to
dedicate a drainage easement to the City.
Mr. Line stated that the City already had an easement from Mr.
Hawkins. Mr. Line stated the easement was acquired in
connection with the construction of the Morgan Meadows West
channel.
Mr. Hawkins stated that the easement was acquired by the City
in January, 1983.
Mayor Echols asked if the earthern channel was in place on the
property.
Mr. Line stated the earthern channel was there, but it was not
concrete-lined as required by the Subdivision Ordinance when a
piece of property was sub-divided. Mr. Line stated the
channel had to be concrete lined so that it was capable of
handling a 100 year flood. Mr. Line stated that whatever the
outcome of this request, the channel needed to be lined. Mr.
Line stated that the City was talking about spending $750,000
to correct a situation that was created years ago, because no
one anticipated these kinds of problems. Mr. Line stated that
if the Council wanted to relieve Mr. Hawkins of the obligation
of lining the channel, he felt that $34,000 should be
appropriated to pave the channel because it needed to be done.
Mr. Line stated that Mr. Hawkins had been offered a compromise
if he took himself out of the position of being a developer
even though it was only one lot, he was still considered to be
a developer. Mr. Line stated the Subdivision Ordinance did
not specify one lot or ten lots as being a developer. It
stated "when the property was sub-divided".

deny the request, but the City continue to work with Mr.
Hawkins to see if there was something feasible that could be
worked out.
Mayor Pro Tem Davis stated he wanted it to be on record that
he did not want the City to get in a posture of developing
land for someone.
Motion carried 6-0.
17. Mayor Pro Tem Davis moved, seconded by Councilwoman Hinkle, to
approve PS 84-16.
Councilwoman Moody asked if item #12 in the City Engineers'
letter had been met.
Mr. Albin stated the money had been allocated for the
construction of the line and the question was how much was the
developer going to participate. Mr. Albin stated he had
recommended the developer participate in the amount equivalent
to an 8 inch line.
Councilwoman Moody asked if item #13 had been agreed upon.
Mr. Albin stated yes, the developer would construct the off-
site sewer line.
Councilman Ramsey stated that just as a point of
clarification, this was a recommendation from the Planning
and Zoning Commission and their recommendation was subject to
the developer meeting all the engineering comments.
Councilman Ramsey stated the Council was just approving the
Planning and Zoning Commission's recommendation which
included all the comments being met. Councilman Ramsey
stated all the requirements had been met and that was why it
was a consent item.
Motion carried 6-0.
18. Mayor Pro Tem Davis moved, seconded by Councilman Kenna, to
approve PS 84-68.
Councilwoman Moody stated she understood there had been some
problems with the alignment of Holiday Lane. Councilwoman
Moody asked if the problem had been ratified and did it
meet the Masterplan Thoroughfare Map.
Mayor Pro Tem Davis asked if this was not the purpose of the
replat.
Mayor Echols stated it was the realignment of the south end of
Holiday Lane in order to get an eleven foot mismatch. Mayor
Echols stated he thought what Councilwoman Moody was referring
to was the north end of Holiday Lane.

Mayor Pro Tem Davis stated that when the plat was presented to
the Council previously, there was no Master Thoroughfare Plan
in hand.
Mr. Horvath stated that the plat showed 1F-8 zoning and when
it was previously approved by Council, there was a stipulation
of 1,500 square feet. Mr. Horvath stated he would check the
Council minutes of the meeting for verification.
Mayor Echols stated one of his concerns was that a 60 foot
right-of-way was shown for the street and at the present time
it showed a 68 foot right-of-way. Would this pose a problem?
Mayor Pro Tem Davis stated the plan was approved by the
Planning and Zoning Commission at the time of the original
platting and the Council could not require the developer to
give additional right-of-way for a replat.
Mayor Pro Tem Davis stated the original plat was approved in
1983.
Mayor Echols stated his point was that the plat was before the
Council again.
Mayor Pro Tem Davis stated the only reason the plat was back
before the Council was to realign the south end.
Mayor Echols stated there were other concerns.
Councilman Ramsey asked if he was referring to Chapman Road.
Mayor Echols stated no.
Mayor Pro Tem Davis stated that on the proposed Thoroughfare
Plan it showed Holiday Lane to be a 68 foot right-of-way and
the plat was approved long before the proposed Thoroughfare
Plan was drawn up. Mayor Pro Tem Davis stated it would be
unfair to the applicant to require an additional 8 foot
right-of-way. Mayor Pro Tem Davis stated the preliminary plan
and final plat was approved prior to any Thoroughfare Plan
proposal. Mayor Pro Tem Davis stated the developer had met
the Subdivision Ordinance.
Mayor Echols stated he felt a lot of hard questions as the
Master Plan was pursued.
Mayor Pro Tem Davis stated it was still a proposed Thorough-
fare Plan and he did not want to subject the City to
litigation by forcing someone to dedicate right-of-way when
the Subdivision Ordinance had not been changed.
Mayor Pro Tem Davis called for the question.
Motion carried 5-1; Mayor Pro Tern Davis, Councilmen Fisher,
Kenna and Ramsey and Councilwoman Hinkle voting for;
Councilwoman Moody voting against.

Mr. Line stated that North Richland Hills owned two lots that
had water wells on them. Mr. Line stated the wells had not
been used for several years and two neighboring cities had
shown interest in obtaining the lots with the wells. Mr.
Line stated that bids were received from the City of South
Lake, $20,000 and the City of Colleyville, $20,002. Mr. Line
stated that even though the bids were virtually identical, the
staff recommended that the bid be awarded to the City of

Colleyville because the wells were located in the City of
Colleyville and had water distribution lines that went out
from the wells to serve the surrounding area. South Lake or
North Richland Hills did not have distribution lines. Mr.
Line stated the sale of the wells would be consistent with the
agreement with the other four cities that were members of the
TRA Water Compact that North Richland Hills do nothing that
would reduce the water supply capacity in any of the four
cities and in effect would be if the wells were sold to South
Lake.
Councilman Kenna moved, seconded by Councilwoman Hinkle, to
approve the bid of the City of Colleyville.

We have reviewed the referenced materials for this subdivision and offer the
following comments:

The retaining wall plans should be signed and sealed by a registered
professional engineer or architect.
Based on design standards presented in the CRSI Handbook, dated 1978 or
later. for cantilever type retaining walls with highw~ surcharge. we would
recommend that the wall thickness be increased from 8 to 10 inches. Also the
base should be increased from 3 feet to 41-1., (the outside footing dimension
should be 1'-5" and the inside dimension should be 1'10· -- under the parking
lot). The horizontal retaining wall bars should be '4 at 10· o.c.,~·:and the
top footing bars should be #3 at 1Su. These minimum dimensions should be used
unless the engineer (or architect) can ptesent calculations justifying reduced
dimensions and reinforcing steel. Concrete strength is assumed to be 3000
psi.

In response to Know1ton-Eng1ish-Flowers letter dated September
3, 1984, we offer the following comments:
1. We will provide copies of the "Floodplain Hydraulics Study"
for both FEMA and TDWR for their review and map updates.
2. In regard to the existing 10' x 5' box culvert and proposed
10' x 8' box culvert located in Holiday Lane, the existing
10' x 5' box culvert will be upsized to a la' x 8' and a
parallel 10' x 8' box culvert installed. This construction
is part of the update of another section of Fox Hollow Addition
currently being replatted.by another engineering firm. The
construction of the box culverts will be completed prior to
completion of our portion of Fox Hollow Addition. We would
note that our client currently owns that section being replatted~
3. The superelevation of 0.21 of ·:a foot will be indicated on the
plans and the embankment construction will be accomplished
during the construction of the proposed rip-rap on the down-
stream of the railroad. .
4. This item was simply for clarificatiop that our client fully
intended to construct the concrete rip-rap downstream from .the
railroad. We also have made application for a permit with the
railroad for the drainage improvements and they have acknow-
ledged receipt of the application

We have reviewed the uF1oodp1ain Hydraulics StudyU report prepared by Anderson
Engineers, Inc., P.O. Box 814846, Dallas, Texas 75381 dated 1984, along with the
construction plans prepared by Stembridge and Associates, Inc., 4028 Daley Ave.,
Suite 103, North Richland Hills, Texas 76118, for the referenced subdivision. The
drainage study presents computer models showing the effect of proposed concrete
channel and box culvert improvements on the limits of the 100-year flood plain in
the project vicinity. The report is very comprehensive and we would recommend
that copies of this report be furnished to FEMA and TDWR for their use in future
flood plain map updates. Copies of the construction plans should also be
included.

The current Subdivision Ordinance states that the developer is only responsible
for channel improvements lOO-feet downstream from his development. However, we
would note that even with the proposed concrete channel improvements within the
limits of this subdivision a portion of the subdivision will remain in the
IOO-year flood plain without improvements to the downstream culvert located at
Holiday Lane approximately 230 feet downstream. The report indicates that the
existing 10'x5' (60-foot long) culvert should be enlarged to a lO'x81 section and
an addition 10'x8' box should be constructed parallel to the existing stuctur~.
(The enlargement of the existing box should be noted on the plans on sheet no. 7.)
We would not recommend approval of this development without downstream off-site
culvert improvements in addition to the on-site channel improvements. Additional
riprap construction downstream from the box culvert a distance of about 30-feet is
also required to return discharge velocities to a range acceptable for a grassed
lined channel section.

As the report indicates, concrete channel superelevation of at least 0.20 feet is
required in the curve at R.M. Station 51+81, and should be so noted on the
plans. Also downstream off-site embankment construction near the St. Louis
Southwestern Railroad south right-of-way line will be required (approx. 1.7 feet
extra) to contain the 100-year flood within the channel.

Additional downstream off-site improvements within the railroad right-of-way
include construction to provide a smooth flow line from the paved trapezoidal
sections upstream and downstream with only shaping and slurry concrete or riprap
paving. No structural improvements to the existing railroad trestle is indicated
in the report. However, any construction within the railroad right-of-way should
be approved by the Railway Company.

Since lots 8 and 9 of block 29 are included in a replat (PS 84-71), we would
suggest that these lots be excluded from this plat and the boundary of Block
29 adjusted accordingly. Or a note should be included on this plat that
refers to the proposed replat of Lots 4R, 5R, 6R, Block 10, and Lots 8R, 9R,
Block 29, of the Fox Hollow Addition. (See item no. 6 of our March 14·, 1984,

We would refer you to our comments regarding drainage requirements in our
review letter dated March 14, 1984, specifically items 1, 4, and 8.
The construction plans ShO~f proposed improvements on the downstream railroad
bridge as well as "future" widening of the existing lO·xS· box culvert
downstream from the railroad bridge. Calculations have not been included on
the plans which indicate that these proposed improvements are sufficient to
provide a IOO-year capacity in this reach of the Calloway Branch tributary.
Recommendations regarding improvements required to provide IOO-year capacity
in this channel will be forthcoming in our drainage master plan report
scheduled for completion in November. Until our study is complete, we cannot

24. Mr. T. J. Hubbard, 5816 Jean Anne Court, appeared before the
Council.
Mr. Hubbard stated the building was already built. Mr. Hubbard
stated the building had brick pillars in front and he was
asking the Council to allow siding on the sides and back.
Mayor Echols asked what percentage of brick would the pillars
give.
Mr. Hubbard stated the only brick was the pillars in front.

the place clean. She said they feel
this zoning would upgrade and beautify
our city. Mrs. Byrd said since it is
adjacent to Byrd Automotive, they feel
the best use for it would be for a car
lot.
Doyne Byrd, 8320 Dude Court, came
forward. He said he would like to ask
the Commission's consideration of this
request. Mr. Byrd said he did not
feel there could be a better use of
this property and it would not be an
eyesore to the highway.

drug store. Mr. Hamm said the demand
is mostly for food and drug sales and
they hope to attract more customers by
providing this service. He stated
they may offer gasoline also at a
later date.
Chairman Tucker asked what name the
Specific Use would be in.
Mr. Hamm said it should be in his
name, Alan W. Hamm .

Don Waldrop, 5309 Tiffin Drive, came
forward. He said he would like to ask
a question of Mr. Hamm. He asked if
he was the owner or the developer of
the property.
Mr. Hamm stated he was both. He said
he was the principal owner of Town and
Country Drug and also the developer of
this property.
Mr. Waldrop said he attended a Zoning
Board of Adjustment meeting where Mr.
Hamm asked for a variance and he
understood Mr. Hamm to say this area
would be for offices.
Mr. Hamm said it is a shopping area
with 8,500 square foot drug store
combined with a convenience store.
Mrs. O'Donnell, 5313 Tiffin Drive,
came forward. She said they do a lot
of shopping at the current Town and
Country drug store. Mrs. O'Donnell
said when they received the letter
about this request, they had to decide
whether they wanted to shop with their
children where they sold beer. She
said she contacted Mr. Hamm about
their feelings, but Mr. Hamm said he
felt there was a need for this type of
service.

Mr. Hamm said Town and Country Drugs
are like other merchants, they want to
supply the wishes of their customers.
He said all the grocery stores
located within the wet area of North
Richland Hills sell beer.
Mrs. O'Donnell said she does not
understand why they feel they have to
sell beer in their drug store.

election was done by Precinct and
there are probably some zig-zag lines.
He said he had been in California and
Florida and the drug stores there not
only sell beer but also wine.
Chairman Tucker said North Richland
Hills does not allow the sale of wine
for off-premise consumption.
Chris O'Donnell, 5313 Tiffin Drive,
came forward. He said if Mr. Hamm was
so interested in making money, he
should also sell pornography. Mr.
O'Donnell said Mr. Hamm claims to be a
fine upstanding christian man but is
requesting to sell beer. Mr.
O'Donnell said he was in opposition to
the sale of alcoholic beverages. He
said he was a Christian and did not
buy from any place that sold alcoholic
beverages.
Mike Snootag, 7813 Harwood Road, came
forward. He said he was not
necessarily against the request, but
there would be potential problems:
1. Late night operation;
2. Close to a large apartment complex
which has transients;
3. It will cause me to have to
request a variance to put up a fence
in my front yard;
4. The stocking of goods past 11:00
P. M.

Mr. Hamm said they would not stock
after 11:00 P. M.
Chairman Tucker closed the Public
Hearing.
Chairman Tucker thanked everyone for
their opinions, but stated the
Commission must abide by the State
law. He said the store will not be
within any restricted area (next to
churches or schools) and other stores
in the area are already selling beer.

Chairman Tucker stated that in January
of this year the Commission drew up a
new Zoning Ordinance and Zoning Map.
He said they placed certain
designations on the map and they made
a few errors, one being the property
north of Bursey Road in Green Valley
Country Estates area. Chairman Tucker
said this area should not be R-l, it
was previously AG and has been used as
AG with animals.
Chairman Tucker said the Commission
is recommending to the City Council an
amendment to the zoning map to correct
the Commission's error.
Mr. Wood asked if the property to the
north of this property would be
included.
Mrs. Calvert said it would not
because they asked and received a
zoning change of R-2 on that property.
Gene Martin, 7300 Continental Trail,
asked to speak. He said the
homeowners appreciate what this
Commission did and also their
correction of the map. Mr. Martin
said there is another piece of
property that is not on Valley Drive
or Continental Trail, but was
purchased as AG land. He said it was
the property previously owned by the
City of North Richland Hills.
Chairman Tucker said it was
Agriculture at the time of the bidding
on the property, but in the mean time
the R-l designation was placed on the
map which was an error on this
Commission's part. He said he felt
this should also be included in the
correction.

Addition of Tape Drive to System 36
DEPARTMENT: Administration
BACKGROUND: To avoid potential loss of data and to insure proper accounting, all
data on the computer are "backed up" on diskettes. This process now takes
approximately one hour each day and all the terminals tied to the computer are
down during this back up period. To avoid customer inconvenience, we do not start
our back up procedure until 5:00 p.m., which results in excessive overtime costs.
When the Library system become fully operational this winter, the time required
for creating back up diskettes will nearly double.
The requirement exists for a tape drive attachment to our computer
system which will require no back up time as all transactions are recorded
simultaneously on the tape. This system involves the integration of a compatible
software and magnetic tape drive (IBM 8809 Cl Tape Drive and 7960 magnetic tape
attachment.) Prices for the needed equipment have been obtained from IBM in the
amount of $17,010 which includes the equipment and engineering support, and from
Mr. David Johnson, of Municipal Software, who has been providing this support for
us the past two years at no additional cost. IBM Corporation has designated Mr.
Johnson as a "valued added remarketer". This allows Municipal Software to obtain
IBM equipment for their customers at a reduced amount. We still maintain that IBM
maintenance contract and guarantees. Mr. Johnson has bid for the needed equipment
for $16,250.
CITY COUNCIL ACTION REQUIRED: Approve/Disapprove bid in the amount of $16,250 to
Municipal Software for a tape drive and appropriate this amount from account
number 02-11-01-6700 to account number 02-20-01-6500. Approve attached resolution.

AN EMERGENCY AND URGENT PUBLIC NECESSITY EXISTS THAT NECESSITATES
THE PURCHASE OF SUBJECT EQUIPMENT: FINDING THAT THE CITY'S EXISTING
SYSTEM IS COMPATIBLE FROM AN ECONOMIC AND REALISTIC STANDPOINT TO
BE IMPROVED UPON AND MODIFIED BY THIS SUBJECT EQUIPMENT DUE TO ITS
UNIQUE CHARACTERISTICS: FINDING THAT THE PRINCIPAL AMOUNT OF THE
CONTRACT AS BID IS THE LOWEST COMPETITIVE PRICE IN THE MARKET PLACE
FOR THIS TYPE OF EQUIPMENT: FINDING THAT THE SAVINGS TO THE CITY AND
ITS TAXPAYERS ARE SUBSTANTIAL: PROVIDING A SEVERABILITY: AND DECLARING

WHEREAS, in November 1983 the City authorized and did purchase an
IBM System/36 Computer System to upgrade our computer system of 256 Kb of
memory and 256 Mb of mass storage; and
WHEREAS, it was initially anticipated that the above described
upgrading would be sufficient to address the City's need in the foreseeable
future; and
WHEREAS, the City's needs for this type of equipment have increased
dramatically and it is necessary to expand the systems capabilities to meet the
ongoing and ever increasing needs of the City's citizens; and
WHEREAS, the City Staff that works with the computer system daily and
has experienced the problems brought about as a result of the rapid growth has
concluded that the needs of the City created an emergency condition and an
urgent public necessity to immediately purchase equipment to expand the system
and the City Council so agrees and finds; and
WHEREAS, the IBM 8809 Tape Drive is the logical migration path for
the City due to its cost, its capacity, its speed and the fact that the 8809-1C
is directly compatible with the System 36 computer which will eliminate any
conversion and/or modification cost; and
WHEREAS, the City Council finds that the said 8809-lC has unique
characteristics that are not found in other equipment in so far as a conversion
is concerned; and
WHEREAS, the City Council finds that the sales price bid by Municipal
Software for the 8809-lC with all attachments is the lowest and best bid available
in the market place and the City, its citizens and its taxpayers savings are
substantialo
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
North Richland Hills:
Section l~ That all of the statements contained in the preamble are
found to be true and correct and are incorporated herein as if copied in their
entirety in the body of this Resolution.
Section 2. That the City Council does hereby find, based on the above
recited facts, that all competitive bidding requirements of State Law have been
duly and reasonably satisfied and that the bid of Municipal Software for a
System/36 capacity system, which system is described in detail in the bid proposal
which proposal is incorporated by reference into the body of this Resolution,
is the lowest and best bid and that the City does hereby award a contract to
Municipal Software for the following amount:

Section 3. Severability. If any section, article, paragraph,
sentence, clause, phrase or word in this ordinance, or application thereto to
any person or circumstance is held invalid or unconstitutional by a Court of
competent jurisdiction such holding shall not affect the validity of the
remaining portions of the ordinance; and the City Council hereby declares it
would have passed such remaining portions of the ordinance despite such
invalidity, which remaining portions shall remain in full force and effect.
Section 4. Emergency. The fact that there is an immediate and urgent
need to purchase an 8809-lC/7960 Magnetic Tape Drive and an urgency and an
emergency in the preservation of the public health, safety and welfare requires
that this resolution shall take effect immediately from and after its passageo

the City; and
WHEREAS, it is necessary for three members to be in attendance at
meetings of the said commission in order to constitute a quorum; and
WHEREAS, it is sometimes impossible for three regular members of
the commission to meet at a particular time in order to conduct commission

This subdivision is located between Amundson Road and the railroad tracks
at Precinct Line Road. The reason for the long delay in awarding the bids is that
the developer has been waiting for the railroad company to issue a permit for the
sewer line across the railroad. I checked these bids and found that Leonard'Hazel
Construction bids were advantageous to the City but the actual low bid overall
was from Birdwell Construction Company. The developer has agreed that the Cit
parti~ipation will be based on unit prices bid by Hazel Construction, but he
requests'that Birdwell Construction be awarded the bid. I recommend that you award
the bid to Birdwell Construction for water improvements to Oak Hill Subdivision in
the amount of $216,925.50, and for the construction of a 10" offsite sewer line in
~e amount of $26,255.00, totaling $243,180.50.

The City's share of the water line cost is $124,532.00 (the difference between
an 8" main required for this subdivision and a 12" main and a 24" main as required
I by our Masterplan. The attached tabulation shows the City's cost for the sewer line
to be $3,826.90 (the difference between a lO" line and the 8" line required for

Dear Mr. Riddle:
Enclosed you will find a copy of the requested city participation as
prepared by our engineer, Owen D. Long, for the oversize water and sewer
mains and the oversize street within and adjacent to the Oak Hills
Addition. Our bids were taken back on October 18, 1983 after having
been advertized through the City. Mr. Bronstad attended the bid opening.
We have now received our sewer crossing permits from the St. Louis
Southwestern Railway, our material is on the site and we are ready to
proceed with construction.
As shown on the attached copies of our breakdown for participation, the
oversize water is the difference between a 24" main and an 811 main, for an
amount of $109,956.75 - the difference between a 1211 and an 8" main for
an amount of $14,575.25 - making the total request for the oversize water
$124,532.00.
The oversize sewer is the difference between a 10" main and an 8" main,
for an amount of $3,826.90, bringing the total oversize water and sewer
to $128,358.90.
The oversize street is for improving one half of the total Amundson Road,
the difference between 18.51 and 26.751, for an amount of $20,441.52.
Please review our request and forward to the City Council for their
consideration and approval. If you have any questions, please give me
a call.

BACKGROUND: Bids were taken for the streets in Oak Hills Subdivision alon2 with
water and sewer lines for the subdivision in October~ 1983. However~ the
develoDer has been waitin2 for a Dermit from the railroad comDanv to put a sewer
line under the railroad track~ which delayed awardina these bids.
In accordance with the City's Subdivision Ordinance~ our
~artici~ation in the cost of streets is $20~441.52~ which covers the extra width
of Amundson Roadl The reason for this DarticiDation is a 2rade differential in
Amundson Road which causes the 18~ foot of roadway for which the developer is
responsible to not meet the existin~ 2rades. Therefore. Amundson Road will have
to be cut down and we will need at least 26 and 3/4 feet for a drivina surface
for two-way traffic. This is not a bud2eted item. however it does follow the
reauirements of the subdivision ordinance~ and this is the first participation we
have had in several years. The funds for this extra width can be taken from
Reserve for Contin2encies.
CITY COUNCIL ACTION REQUIRED: ADDrove/disaDProve the bid of Austin Road Company
for $396.604.30. and appropriate $20.441.52 from Reserve for Contin2encies to
finance the City's share of the cost.

Dear Mr. Riddle:
Enclosed you will find a copy of the requested city participation as
prepared by our engineer, Owen D. long, for the oversize water and sewer
mains and the oversize street within and. adjacent to the Oak Hills
Addition. Our bids were taken back on October 18, 1983 after having
been advertized through the City. Mr. Bronstad attended the bid opening.
We have now received our sewer crossing permits from the St. Louis
Southwestern Railway, our material is on the site and we are ready to
proceed with construction.
As shown on the attached copies of our breakdown for participation, the
oversize water is the difference between a 24" main and an 811 main. for an
amount of $109.956.75 - the difference between a 1211 and an 8" main for
an amount of $14,575.25 - making the total request for the oversize water
$124.532.00.
The oversize sewer is the difference between a 10" main and an 8" main.
for an amount of $3,826.90, bringing the total' oversize water and sewer
to $128.358.90.
The oversize street is for improving one half of the total Amundson Road,
the difference between 18.51 and 26.751, for an amount of $20.441.52.
Please review our request and forward to the City Council for their
consideration and approval. If you have any questions, please give me
a call.

projects and in the amount as listed above and transfer $35,000 from Unspecified
Utility Projects to the Hewitt Street project. Authorize the City Engineer to

MORGAN MEADOWS EAST DRAINAGE IMPROVEMENTS.
PRE-DESIGN COST ESTIMATES OF ALTERNATIVES
In accordance with your request, we have prepared estimates of construction costs
for the various suggested drainage improvements in the Morgan Meadows area as
outlined in the attached letter to Dan Echols from James and Maureen Keating dated
June 21. 1984. Cost estimate tabulations are enclosed for your review.
A. CONSTRUCTION OF A CONCRETE CHANNEL WITHIN THE RECENTLY DEEDED 37-1/2 TO 50
FOOT EASEMENT OR. SECONDLY. WITHIN THE ORIGINAL 25-FOOT EASEMENT:
1. 50-FOOT EASEMENT: The estimated pre-design cost of constructing a
100-year drainage channel within a 50-foot wide easment is about
$695.000. This includes box culvert construction on Chapman, North
Forty, and Hightower. Storm drain extensions in Chapman, North
Forty. Meadow Creek, Meadow Road. or Hightower from the proposed
channel are not included. If storm drain extensions are proposed
along with curb inlet construction, then we would also recommend
street reconstruction including curb and gutter construction along
with the storm drain. However. these improvements would constitute a
significant increase in project cost.
037.5-FOOT EASEMENT: The estimated pre-design cost of constructing
~ channel improvements within a 37.S-foot easement is about $654.000.
An approximately 90-year frequency storm capacity is provided. This
cost estimate also includes culverts. but no storm drain extensions.
3. 25-FOOT EASEMENT: The estimated pre-deisgn cost of constructing
channel improvements with a 25-foot easement is about $486,000. Only
about a 3-year frequency storm capacity is provided by this channel.
Again, this estimate does include box culverts but no storm drain
extensions.
B. REPLACEMENT OF THE SMALL CULVERTS ON LITTLE RANCH ROAD WITH LARGER ONES:

Hightower includes eleven (11) culverts on the west side and eighteen
(18) culverts on the east side, including the culvert under North
Forty Road. All existing culverts are too small and we would
recommend the use of low-profile CGM pipe arches at all driveways
(minimum 36'· X 58" = 48" Dia. equivalent). Our replacement cost
estimates include 5-inch thick concrete driveways over each culvert
along with 5-inch thick, Class "B", unfo~ed concrete riprap end
sections placed at 1:1 slopes to provide errosion protection on
either side of each driveway. We would estimate the cost of
replacing all driveways and driveway culverts on Little Ranch at
$81,070. This cost does not include cleaning and grading the
existing drainage ditches along each side. About a 2 to 3 year
frequency storm capacity would be provided locally by these
improvements. An underground storm drain system with curb inlets
would provide the optimum protection. however.
C. CONSTRUCTION OF DITCHES ALONG BOTH SIDES OF HIGHTOWER ROAD TO DIRECT
RUNOFF WATER INTO THE EAST AND WEST CHANNELS AND TO PREVENT THE FLOODING
ACROSS HIGHTOWER AND LITTLE RANCH ROADS:
We would concur with this recommendation. The ditch along the north
side of Hightower is in very poor condition and should be enlarged
and cleaned out. Due to the limited working area between the
pavement and the right-of-way line, very little significant
additional stormwater carrying capacity can be achieved in the ditch,
but routine maintenance will help. Between Windhaven and Meadow Road
there are eleven (11) driveway culverts which need replacing on the
north side of Hightower, and five (5) culverts on the south side need
replacing, including the culvert under Meadow Creek Road. We would
estimate the cost of replacing these driveway culverts on Hightower
at about $49.830. This cost does not include ditch cleaning or
grading.
D. CONTINUATION OF THE CONCRETE DRAINAGE CHANNEL FROM THE DEVELOPMENT TO THE
NORTH TO HIGHTOWER AS SOON AS POSSIBLE:
We would definitely concur with this suggestion. Construction of
this channel will direct virtually all of the Windcrest Estates and
Foster Village runoff to the west channel where it belongs.
Presently much of the runoff from these developments bypasses the
Morgan Meadows West channel and discharges overland to Little Ranch
Road. Your attention is directed to the attached discharge channel
plans which shows the profile of Hightower Road in this vicinity.
Note that the low point in the road ;s located east of the Morgan
Meadows West drainage channel culvert on Hightower. Overland runoff
north of Hightower is thus directed across this low point east of the
channel and then southeastward to little Ranch Road.

The attached copy of the discharge channel plans prepared by Carter
and Burgess shows the general alignment of the proposed earthen
channel. It appears that easements will be required from about 8 or
9 property owners downstream from the existing concrete channel to
Hightower Road. Based on the section shown in these plans, earthen
channel construction would cost about $15,000. Concrete channel
liner would cost another $165,000 for a total of about $180,000.
E.~CONSTRUCTION Of DITCHES ALONG BOTH SIDES OF NORTH FORTY ROAD BETWEEN
MEADOW ROAD AND THE EAST CHANNEL TO DIRECT THE WATER INTO THIS CHANNEL AND
PREVENT FLOODING OF THIS ROAD AND AREA:
In addition to this suggestion we would also recommend driveway
culvert reconstruction and roadway ditch maintenance along both sides
of Meadow Road as well as North Forty. Nine (9) driveway culverts on
the east side of Meadow Road require improvements, including a
culvert under Hightower on this side. Also, nine (9) driveway
culverts on the west side of Meadow Road require reconstruction,
including the culvert under North Forty Road on this side. We would
estimate the cost of the driveway culvert reconstruction on Meadow
Road at about $49,830. This cost does not include ditch maintenance.
Five (S) driveway culverts on the south side of North Forty Road
between Meadow Road and Little Ranch require improvements. Also,
another three (3) culverts on the north side should be replaced. We
would estimate the cost of driveway culvert improvements on North
Forty Road at about $25,190. Again, ditch widening, cleaning, or
grading is not included in these costs since the Public Works
department can do most of this work.
If the Council elects to construct the 37.S-foot wide channel along with all of
the other recommended improvements outlined above, the total estimated
construction cost of these improvements is about $1,060,000. Please call if you
have any questions concerning these estimates.

AUTHORIZATION OF SERVICES
Pursuant to Council action at the regular meeting of July 9, 1984, this ;s
to confirm that the City Council has directed us to proceed with
preparation of Construction Plans and Contract Documents for the
referenced project.
This project includes curb and gutter. paving reconstruction, and drainage
improvements on Chapman Drive between Rufe Snow and Smithfield Road. The
proposed street section consists of a 41-foot back-to-back width with
6-inch concrete curbs and 24-inch gutters, and 8-inch thick asphalt
pavement on 8-inch thick lime stabilized subgrade. Drainage improvements
consist of a new box culvert between Little Ranch Road and Meadow Road
just east of the existing box culvert. if the Morgan Meadows channel is
constructed north of Chapman Road, and also included ;s a new box culvert
west of Hewitt Street to replace the existing undersized culvert at that
location. Underground storm drains and curb inlets are also proposed in
Chapman Drive. Construction o~ these improvements will be within the
existing street right-of-way if possible. The estimated pre-design cost
of these proposed improvements totals $1.300.000 including engineering and
contingencies.
Engineering services required to be performed for this assignment by
Knowlton-English-Flowers. Inc., Consulting Engineers shall be as outlined
in Section II, (B), (C), and (D) of our NAgreement for Engineering
Services" Contract dated June 13, 1977, and shall consist of (1)
preparation of construction plans and specifications. (2) preparation of
easement. right-of-way and permit descriptions, if necessary. (3)
coordination of the obtaining of soil borings and foundation
investigations as required, and (4) preparation of an Assessment Roll in

As instructed yesterday. persuant to our meeting with property owners on Hewitt
Street. we have prepared cost estimates for construction of paving and drainage
improvements on Hewitt Street for various alternative designs.

Alternate No.1 and No.2 are the same except for the alignment of the off-site
drainage channel as shown on the attached sketches. · The lengths of the off-site
channels are about the same. but the box culvert configuration at Chapman is
I different. Both Alternates. not including the box culvert on Chapman. are estimated
~o cost about $460,000. This includes a 5-year underground storm drain in Hewitt,
~ombined with street capacity for a 25-year total, and off-site concrete channel
capacity of 100-year frequency. This $460,000 estimate also includes an allowance of
about $35.000 for utility adjustments. A temporary earthen off-site channel the same
size with about a 10-year capacity would reduce the total cost some $66,000. The
proposed off-site channel would require at least a 30-foot wide easement.
The Chapman Drive box culvert is not included in this estimate because it is included
in the Chapman Drive cost estimate of $1.3 million. The Alternate No. I culvert would
cost about $44.000. The Alternate No.2 culvert would cost about $62,000 since it
would be constructed on a skew to the road and the length of the culvert is greater.
We would suggest that negotiations be initiated immediately with downstream property
owners to determine which alignment of the off-site channel ;s more feasible. Unless
instructed otherwise, we will proceed with the previously authorized Chapman Road
Design based on the Alternate No.1 culvert.
