BACKGROUND:
The 1982-83 budget was approved by the City Council with an
appropriation to upgrade aI~u1ance equipment to paramedi~ status, subject to
subs~quent final approval taking into account the possibility of a county-wide
a~ulance servic~.
It now appears that there will be n~ county-wide ambulance service
in the in~ediaté future, .so it is proposed to proceed with the budgeted program.

Paramedic Program
Ref:
Should the city council elect to improve the quality of medical service,
there are several points that. need to be established.
It is not the intent of this hew program to have a fleet of several ambulances.
The fire department will remain at two (2) modular type ænbulances, provided
mutual aid contracts with the cities of Richland Hills and Bedford remain current
and the population of North Richland Hills remains under 50,000 people.

One ambulance will maintain a reserve status while the other unit is utilized
as a first line vehicle.
Equipment to be ordered is only to fully equip the first line ambulance. The
second line unit would be used only when the first line unit is taken out of
service for maintenance or repairs. Equipment and supplies will be transfered
from one ambulance to another, thus reducing the equipment cost. It was purposed
at this past budget session, the five (5) paramedics would earn an extra one
hundred dollars per month for their additional training and skills. The fire
department administration has no intent of coming back to council to ask for
any additional paramedic positions. The budgeted five par'amedics are all that
are needed to provide an advanced life support unit for one first line ambulance.
No future plans indicate extra personnel to be hired for the ambulance service.
This is not to be construed as no request for personnel will be made in reference
to the firefighting division or prevention division. As the city grows so must
these other divisions. The ambulance division is supported by two other cities
and should not require any growth except for the provisions in paragraph two.

JUSTIFICATION
Inflatable rubber trousers which force blood of the lower
extremities to the head and heart area to prevent shock.
Establishes airway in unconscious victims.
Instrument to remove foreign objects from the throat.
Battery operated vacuum unit to remove emmissions from
air passages.
Places victim or patient in a twilight sleep to reduce pain
and prevent shock until arrival at hospital.
Units especially designed for this type of medical service
and provides security for narcotics.
Records heart rhythm and allows paramedic to restart heart
due to cardiac arrest.
Stabalizes limbs of compound fractures and reduces pain
Many other small items that are necessary in support equip.

Portable radio establishes direct radio contract with doctors
at hasp. and also allows EKG strip to be transmitted to hospital.
Mounted inside the ambulance and establishes contact between
emergency room and ambulance in order for proper preparations
are made prior to the arrival of ambulance.

The only item which is not budgeted but is funded in revenue shares, is a modular type
ambulance which cost approximately $36,000.
.
Most all items listed are a one time purchase and should last for several years unless
it becomes damaged, lost or worn out.
PERSONNEL
Presently we have five (5) trained paramedics already employed as firefighters.
(Four (4) firefighters and one fire lieutenant). These personnel have all the required
state training and certification along with practical application.
Three paramedics will be assigned to three shifts, with the remaining two paramedics
working regular duties until such time they are needed to fill in on the ambulance.
The minimum number of paramedics needed are five (5) to insure proper manning of the
ambulance, twenty-four hours per day, 365 days a year. The fire lieutenant paramedic
will maintain his routine duties in the station as well as riding the ambulance and
supervise paramedic personnel and supplies.

SALARY
In anticipation of the paramedic program, $1,200 per man, per year was budgeted in
addition to their regular salary. This intended salary will place the four fire-
fighters/paramedics at approximately the same salary as a fire lieutenant. The
fire lieutenant/paramedic salary will be $100 above his fellow lieutenants.

Public Works Productivity study
Attached is a report on the Public Works Productivity study that I was
assigned in October. The study encompasses many features such as a field
inventory of facilities we are required to maintain, a summary of our
current shortcomings in maintenance and several recomn~ndations for
improvement. I feel the nlost important recommendation is that of
instituting a Con~rehensive Work Managen~nt System. This system is
detailed in Annex B and generally contains the following elements:
1. Establishes work standards for our crews
2. Undertakes an annual work program, work and crew
calendars, and specific maintenance objectives
3. An effective and workable work order system
The cost of in@lementing the proposal is summarized as follows:

Other options affecting the cost and requiring City Council action are

l. Improving the riding surface and extending the life
of approximately 15 miles of residential streets. I estiI~te that we have
in excess of 60 miles of roadway that should be seal coated now. With County
participation a first year plan of 15 nliles would cost approximately $100,000.
In the event the County callnot support the total l5 nliles, the remail1der
should be con~ercially contracted. In the future we should identify and
budget for a Inininluln of an additional lS miles per year. I feel this is all
iInluediate concern and a justifiable expenditure front our Unrestricted Reserves.

2. Included in the study is a proposal for overlaying four
nciles of our worst streets this year and the capability of overlaying an
additional 10 miles each subsequent year. The selected streets should be
identified and budgeted separately. Again, any budget overrun this year
can easily be absorbed.
3. Also included are comments on the. unresolved question of
street sweeping. We have apparently failed in our attempt to find a
contractor for this naintenance function. If the Council decides that we
undertake this task on a regularly scheduled basis, it will be necessary
to purchase an additional piece of street sweeping equipment at an estin~ted
cost of $58,000. Annexes D & E address this subject.
Rodger, I enjoyed the. challenge of doing this study and feel that I have
personally gained fronl the experience. It is requested that the study and
recommendation be scheduled for consideration by the City Council at an
early date so that implementation of the Council's decisions can begin soon.

John Cook came forward in the absence of
Delbert Stembridge who was to represent
Tierra Financial, Inc. He said due to the
location of the property and thé shape of
the land, they felt Multi-Family zoning
would be the best use for this land.
The Chairman opened the Public Hearing·
and called for those wishing to speak in
favor of this request to please come
forward.
There being no one wishing to speak, the
Chairman called for those wishing to speak
in opposition to this request to please
come forward.

David Payne, 6983 Cox Lane, came forward.
He stated that the traffic on Davis Blvd.
was alreädy congested and where Turner .~
Drive comes into Davis Blvd., there would
have to be a traffic light because of the
traffic problem apartments would generate.
Mr. payne said he has had sewer problems
and had won a $10,000 settlement. He said
if apartments come~ in there, it would
only add to the sewer problems.
Mr. Payne said it is residential zoning
on all sides of this property and he feels
the Multi-Family zoning would create both
sewer and traffic problems. He said that
Smithfield Elementary School has been
enlarged to accomodate the number of school
children and he doesn't see how this zoning
could be in the best interest of the city or
the homeowners.
John Larriviere, 6971 Cox Lane, came forward.
He said he was not sure if Turner Drive could
handle the additional traffic this zoning
would generate. Mr. Larriviere said Turner
Drive had just been resurfaced. He said it
is a very narrow street and he did not feel
it could handle the traffic; there would be
congestion.
Mr. larriviere said he had been lucky because
he had not had any sewer problems, but his
neighbors on both sides of him had sewer
problems.

want the highest us'e for this property,
but if they don't do an~improvements, he
would not be for this zoning change.
Mr. Payne said this property is further
north of the improvements to Davis Blvd.
He said they have an unbelieveable amount
of traffic on Davis Blvd. Mr. Payne said
he felt this zoning would lower their .
property value and the sewer in that area
could not handle Multi-Family zoning. He
said he would go along with Single Family
zoning or duplex zoning.
Mr. Bowen said all the Commission is
considering is the best use of the land.
Mr. Hannon sai"d there would be approximately
240 apar~ments. . .
Chairman Tucker said the developer would
have to go through the platting process
and if there was a drainage problem or a
water or sewer problem, they would be
required to make it ~dequate. '
Mr. Tucker said the traffic would be a
problem.
The Chairman closed the Public Hearing.
Mr. Wood asked if there were any improve-
ments to be made on Davis Blve.
Mr. Bronstad said that would be up to the
State since it is a State highway.
Mr. Tucker asked about Turner Drive.
Mr. Bronstad said he was not sure if Turner
Drive was listed in the bond program.
Mr. Hannon made a motion to approve PZ 82-32
as requested. -

orward to represent Mr. Jeffries. He
stated they feel that IF-9 zoning would
conform to the area since Kingswood Estates
to the West and Crestwood Estates to the
Southeast were both IF-9 zoning.
Mr. Hedgcoth said Mr. Jeffries plans to
construct a cul de sac of 17 lots. He
said the 4.9 acres would provide to the
local builders the development of Single
Family homes.
The Chairman opened the Public Hearing and
called for those wishing to speak in
favor of this request to please come forward.
Glynn Blair, 7709 Evergreen Avenue, came
forward. He asked if IF-9 zoning would
allow rental property or would it be
privately owned.
Mr. Tucker said it would be for single
fami 1 y homes.

in its request. He stated he had sent
a letter to the city saying they agreed
to the City Engineer's comments.
Mr. Hannon said on/the plat it showed
proposed relocation of utilfty easements.
He said he would request the definite
location of these easement be found and
put on the plat prior to going to the
City Council.
Mr. Brehm said they would like to wait
and file the water and sewer easements
when they start construction so they can
be sure they are in the right place. He
said they could vary two feet one way or
another. Mr. Brehm said he had discussed
this with Mr. Albin, the City Engineer,
and he did not feel it would be a problem.
Mr. Hannon asked Mr. Bronstad if this
would be satisfac·tory with him and if he
needed a 15 ft. or a 10 ft. easement.
Mr. Bronstad said that would be fine with
him and they had to have at least 10 ft.
for an easement, but he would ·take 15 ft.

submitted to the Fort Worth district Corp of Engineers for their
review. They h d no objections to the study and proposed
channelization, a d indicated that they will use it in their study

3. The Mobile Pipe L ·ne Company has been notified with copies of the
proposed channelization. They are in the process of reviewing the
proposed plans an are scheduled to respond to the channelization
during the week of January 31, 1983.
4. The fire hydrant coverage is proposed for the hospital site as
indicated by the f nal plat. No development is proposed at this time
for the southern portion of the property. At the time the

1. The plat incl des a proposed 120-foot wide drainage easement along
the Calloway ranch within the platted area as we requested. How-
ever, we understand that the developer is not proposing any improve-
ments to the alloway Branch Channel at this time since the proposed
finished floor elevation of the "hospital building will be over the
required mini urn IS-inches above the 100-year flood plain, based on
existing chan el conditions. Although the building will be con-
structed abov the IOO-year flood plain, the limits of the flood
'plain fall ou side the proposed 120-foot wide easement, if-no channel
improvements re made. Therefore, we would recommend that the City
of North Rich and Hills not accept dedication or responsibility for
maintenance 0 the 120-foot wide drainage easement until the developer
improves the hanne1 as required to contain the 100-year flood plain
within the 1; its of the easement. Furthermore, if the developer
does not prop se to improve the channel at this time, then the limits
of the lOO-ye r flood plain, based on unimproved channel conditions,
should also b shown on the plat, as computed by the developer's
engineer, and construction within the platted area should be confined
to the area 0 tside the flood plain limits as prescribed in the City's
"Flood Damage Prevention Ordinance".
2. A copy of the drainage report prepared by the developer's engineer,

District Corp of Engineers for review and to assist their office

3. The develope has been in contact with Mobil Pipe Line Company and
their requir ments are outlined in a letter to Kevin Tucker and
Associates d ted October 13, 1982. No adjustments to the two (2)
gas pipeline which cross the Calloway Branch Channel within the
proposed pla ted area will be required unless channel improvements
are made. A proval from Mobil Pipe Line Company will be required
at such time that channel improvements construction is performed;
and pipeline encasement or relocation operations may be required.
We would rec mend that the City require the developer to pay for
any costs in olved in protecting the Mobil pipelines at such time
that future hannel improvements are made, since the property owner
will directl benefit from .the recovered flood plain area after the
channel impr vements are implemented.
4. Since fire h drant coverage protection is not being provided for
the south po ticn of the plat at this time, building permits for
construction in the south area should not be granted until such
coverage is rovided.
5. We would refer you to our comments regarding water and sewer pro
.rata requirements in our letter dated October 14, 1982.
6. Two (2) additional gate valves should be provided on the proposed

1. We would note that the planning materials submitted to us for review
do not includ a detailed drainage study as required to show the
Developer1s p oposed improvements to the Calloway Branch Channel,
therefore we annot comment on drainage considerations at this time.
We would indi ate, however, that the Developer should dedicate a
drainage easm nt along the Calloway Branch whose width will be deter-
mined by the roposed improved channel top dimension plus 20 feet.
This easement should, of course, be shown on the plat.
2. The tax offic should be consulted regarding the proper lot and block'
numbers to as ;9n to the parcels included in this platting.
3. Written penni sion should be obtained from Mobil Pipe Line Company
for any canst uction within this development which would affect
their facilit-es.
4. We would note that fire hydrant coverage protection is being provided

Larry Gill, 4560 Beltline Rd., Dallas,
came forward to represent the Sam Hudgins
family who has owned this property for 29
years. He said the potential purchaser
of this property, contiDgent on getting
this zoning, ;s Mr. Bob Lata who has been
a builder for 15 years. Mr. Gill said Mr.
Lata has moved to this area about 18
months ago and he is presently building
in the Dallas/Arlington area and in Midland,
Texas.

Mr. Gill said this property is located
at the southeast corner of Hightower
Drive and Rufe Snow Road. He said the
"total property owned by Mr. Hudgins is
approximately· 34 acres, but they are
only requesting a portion of this tract
be changed ~ram Local Retäil to Multi-
Family zoning, approximately 15~ acres.
Mr. Gill said this 15~ acres is the
eastern portion of the tract. He said
they do not feel there is a market for
all the 34 acres as retail. Mr. Gill
said they anticipate single family to
border their property on the east and
south and the Multi-Family zoning would
serve as a buffer between the Single
Family and Local Retail property along
Rufe Snow and Hightower. He said they
anticipate having in the Local Retail
area a shopping center and office type
buildings.
Mr. Gill said they do have water avail-
able and they will bring the sewer up
from ~he south and_ east and in doing so,
make it available for some 200 acres of
vacant. lane for additional development.
Mr. Gill said as far as ingres$-egress
of vehicles generated by this site, they
plan a street to come off Rufe Snow and
go north to Hightower Drive. He said in
doing this, it would keep the traffic out
of the residential areas. Mr. Gill said
with the allowed 19 units per acre, he
figures there would be approximately 300
units for this area, which would possibly
mean 150 to 190 children living in this
complex, but not all would be school age.
Mr. Gill said the present owner and the
potential buyer of this property are here
if the Commission wishes to ask them any
questions.
Chairman Tucker asked if the Local Retail
would wrap around the area that borders
Rufe Snow and Hightower.
Mr. Gill said that was correct.

On December l4, 1982, City Council directed the staff tp prepare a proposed
ordinance règulating the irtstallation of street lighting in new sections of the City
by amending the sub-division ordinance. The Council asked for a xecommendation concerning
mid-block lighting on longer streets. Prevailing piatting practice in North Richland

Hills, as well as specifications in Arlington, Bedford, Eule~s, Haltom City' and Hurst

have been reviewed and it is recommended that mid~block lights be requireä f~r streets
600 feet and longer, and on ~ ul-de-sacs of 400 feet and l.onger.
Enactment of this proposed ordinance should obviate .the future need for the City
to install lighting-- in rec~lt1y completed sub-divisions, as we did in 1982 at a cost
qf 0$22,000. The enclosed or(linance was presented to the Planning & Zoning Commission
~or their consideration. ThEY recommended passage of this ordinance with the following

and off the freeway and the Commission must
take all this into consideration.
Mr. Bowen made the motion to deny PZ 83-7.

motion carried 4-1 with Mr. Hannon voting
against denial.

this ordinance the following shall prevail:
A. Street lights in all sub-divisions
shall be installed on approved metal poles.
1. Poles must be approved by TESCO and
the Director of PW.
2. Poles shall be contracted and paid for
by the developer during the construction
phase of a sub-division and before building
permits are issued.
3. Poles not purchased through TESCO shall
be certified in writing by an engineer to
meet specifications as required by TESCO
with one fixture and necessary wiring.
B. Location of street lights shall be as
follows:
1. At all intersections.
2. Where a new street intersects an old
street.
3. Where a block is 600 feet or longer a
street light shall be installed every 600
feet or mid-block whichever is the shortest
distance.
4. If more than one mid-block light is
required they shall be installed to create
an equal balance of light throughout the
entire length of the block.
5. If a cul-de-sac block ;s 400 feet or
longert a street light shall be installed in
the end of the cul de sac.
6. If the cul de sac block is long enough,
item number 4 above applies.
7.Street lights shall be installed at any
other location as may be directed by the
. Director of Public Works for the welfare
and safety of the communi ty. ..

Every sign or othe advertising structure erected shall have painted on, or
otherwise permanently marked upon it a number assigned by the Building Department,
which shall be not less than one (1) inch in height and shall be plainly visible from

SECTION 4.1
SIGNS:
(a) For signing p rposes, frontage on private streets that serve as public
thoroughfares and not just iveways may, with City Council approval, be considered
as qualified street frontage
(b) Anyone (1) d velopment may have a choice of, but not more than, one
(1) ground sign or one (1) r of sign or one (1) projecting sign, subject to the excep-
tions contained in Section 4.2 through 4.8. In the case of very large ~evelopments
(e.g., shopping centers, apa tment complexes, etc.) that have substantial frontages
on two or more streets (with commercial or industrial zoning on both sides of the
streets), additipna1 ground signs may be permitted with specia~ approval from the
City Council.
SECTION 4.2
GROUND SIGNS
Ground signs are s

Road Co. at P.O. B x 2285, Fort Worth, Texas 76113.

Dear Mr. Riddle:
We recently extended th transition on the northbound lane of FM 1938 from
Emerald Hills north app oximately 0.2 miles. This widening improved traffic
conditions at the signalized transition of Emerald Hills and FM 1938.
After we discussed the joint venture between the City of North Richand Hills
and the State Departmen of Highways and Public Transportation of extending
this same widening north to COllege Circle Drive, we have prepared an estimate
of quantities for materials needed to widen FM 1938 on the east side from a 121
lane with 101 shoulders to two 121 driving lanes with 101 shoulders and tran-
sition back into the 121 lane north of College Circle Drive.
Enclosed is a copy of th estimate for flexible base, asphalt, and concrete to
perform this work. After you have reviewed this estimate a~d further considered
extending the widening t College Circle Drive, and if you concur, we will
proceed with completíng this project before the summer of 1983. As we
discussed, if the City 0 North Richland Hills will furnish the material, the
State Department of High ays and Public Transportation will furnish necessary
equipment, labor and sup rvision to perform the work. The materials purchased
by the City should be in compliance with Texas State Department of Highways and
Public Transportation 19 2 Standard Specifications for Construction of Highways,
Streets and Bridges.

appraised value of the portion being sold, and in addition to
the sale price, the purchaser pays or makes provision for the
payment of any penalties and added expenses that occur in such
acquisition (including the cost of acquiring £or 'redemption
bonds similarly secured Or 'Other obligations issued by the
City to acquire such properties) and (2) the amount received
by the City as the sale price is applied (or provision is
made to apply) by such City to the payment and cancellation
of bonds similarly secured or other obligations issued by
the City to acquire such properties prior to ~heir regularly
scheduled maturity by purchase in the open market or by
exercise of the prepayment option, and (3) the governing
body of the City ~finds that portion of the System to be
sold is not required for the rendition of efficient service
to the inhabitants of the City.
(d) That no free services of the System shall be
allowed, and should the City or any of its agents of
instrilluentalities make use of the services and faci¡ities
of the System, payment of the reasonable value thereof
shall be made by the City out of funds from sources
other than the revenues and income of the System;

SECTION 25: Bonds as Ne otiable Instruments. Each of

be a "security", and as such a negotiable instrument, within

SECTION 26 Ma or to Have Char e of Records and Bonds.
Mayor of the City of Nort Ric an ílls shall be and he is
hereby authorized to take and have charge of all necessary
orders and records pending investigation by the Attorney
General of the State of Texas, and shall take and have
charge and control of the bonds herein authorized pending
their approval by the Attorney General, their registration
by the Comptroller of Public Accounts and delivery to the
purchasers thereof.

SECTION 27: Confirmation of Sale. That the sale of
thè bonds herein authorized to
at the price of par and accrued interest to the date of
delivery, plus a premium of $ , is hereby confirmed.
Delivery of said bonds shall be made to said purchaser as
soon as may be after the adoption of this ordinance upon
payment therefor in accordance with

such bonds with appropriate certificate pertaining thereto
