Hurst reproduces theirs in house and charge $3.00 each. Bedford and Euless both charge $5.00 each and they are eproduced outside. Haltom City does not have these type ma s available. e developers and engineers many dollars and so not been reluctant to purchase these maps. . I feel that r maps cost the we should e1i requests production, storage, and time in handling these city at least $15.00. He said he had owned this property for eleven years. Mr. McCoy said Stonybrooke Addition has built all around it-. He said it is 2~ acres presently zoned Agriculture and is an expensive horse pasture which he would like to do something with. Mr. Wood asked Mr. McCoy if he planned to put in a cu1 de sac. Mr. McCoy said he does plan a cul de sac. The Chairman opened the Public Hearing and called for those wishing to speak in favor of thìs requést t~ please come forward. This property is located on the north side of Airport Freeway and is bounded on the west by Jo Beel's restaurant. Ernest Hedgcoth, Consulting Engineer, came forward to represent the owners. He said the proposed plan is to construct a Texian Inn ·on this property \&/hich fronts·;··on the ·121 Access Road and wraps around the exist- ing Jo Beel's restaurant. He showed the site plan to the Commission. Mr. Hedgcoth said they plan 115 two story units and they will comply with all the city regulations. Mr. Hedgcoth said he wanted to ask the Commission a question. He said they have. another client who wants to put in a . greenery to sell plants this spring which would only be seasonal. He asked would he be able to do this if the Local Retail- Specific Use-Hotel/Motel is granted. Chairman Tucker said they would not. C'. r. Mr. Stembridge said due to the fact they have an access problem onto Irish Drive, it necessitates the need for Planned Development zoning instead of Multi-Family. He said they wish to construct a private drive in the area. . \ Mr. Stembridge said they take no exceptions to the Engineer's comments regarding the Planned Development. He said they will comply with all the City Engineer's comments including a time schedule which will be submitted prior to going to Council. Mr. Hannon said he feels there could be a better layout of the buildings with more room around them by moving the buildings to the perimeter and moving the parking to the middle, making a double loaded parking instead of a single. Mr. Stembridge said they felt their plan· wa~ good since it would provide circulation around the buildings and a courtyard between the buildings, but they have no objections to doing it that way if it would not slow them down; they do not want this poetponed and have to come back in 30 days or so. Mr. Stembridge said they like their plan because it has circulation around it and in case of fire, the fire trucks could go around instead of having to try to turn around in there. The Chairman opened the Public Hearing and called for those wishing to speak in favor of this request to please come forward. This grant will provide the supplies and equipment required to provide our Uniformed Corporals (and Detectives) with specialized equipment permitting them to find, collect, analyze, process and pre- sent in court any physical evidence. In order for the Grant Applica~ion Committee to considèr the grant for funding they require that the applicant City provide a resolution from the governing body stating that if the CJD approves the State portion of the grant, the City Council will approve the local portion. The grant is split 50/50 except for $1,285.00 in "indirect costs" that CJD furnishes the municipality to' cover administration of the gra~s. EVIDENCE COLLECTION AND PROCESSING UNIT PROGRAM NARRATIVE OBJECTIVES AND NEED FOR ASSISTANCE The City of North Richland Hills Police Department (applicant) serves a rapidly growing community with a current population estimated at 33,500. The City covers an area of 18.5 square miles and at present is only 40% developed. North Richland Hills gained 14,078 citizens between 1970 and 1980 and has averaged 2% annual population growth rate for the last sever- al years. 1 The City is comprised of a compatible mixture of rural, residential, commercial, and industrial zones. Currently, the North Rich- land Hills Police Department employs 40 certified and 16 civilian employees. . It is one aim of the North Richland Hills Police Department to thoroughly and efficiently investigate all crimes detected within its jurisdiction and, whenever possible, to similarly aid and support its neighboring agencies. These aims and/or goals may be best realized through the devel- opment and implementation of a well equipped and properly trained Evidence Collection and Processing Unit. This unit would be responsible for the collection and development of evidence in the areas of: 1. Homicides and attempts 2. Suicides and attempts 3. Robberies and attempts 4. Sexual assaults 5. Assaults (serious bodily injury) 6. Burglary and theft (major) 7. Driving While Intoxicated 8. Other felony and serious misdemeanor crimes (as warranted) Additionally, this unit would assist in the identification and apprehension of criminals through the use of: 1. Fingerprint classification 2. Fingerprint comparison 3. Photo identification 4. Photo surveilance '5. Crime scene reproduction 6. Truth verification (polygraph) 7. Fatal Accidents Injury Accidents 1 Your Region N.C.T.C.Ö.G., Vol. l6/May, 1982 #5 '\ . . . . , .... 1982 OFFENSE/INCIDENT NUMBER 4 29 863 Suicide Attempted Suicide Arrests Made The (applicant) police department is extremely limited in on-hand, avail- able hardware in the areas of evidence collection and processing and must rely heavily on the benevolence of larger, more monied agencies which utlimate1y results in costly, time consuming delays and fewer apprehensions and consequently fewer successful prosecutions than would be possible if this agency possessed equipment capable of independantly performing the required functions. Without the aid of available grant funds, the applicant will be unable to successfully finance the equipment, supplies, and training necessary for such' an undertaking. RESULTS OR BENEFITS EXPECTED The Applicant will expect immediate and positive results in the areas of D.W.I. enforcement and injury accident investigation. In 1982 the appli- cant agency filed fewer than ten (10) D.W.I. cases, however, nearly (200) persons were arrested for intoxication involving the use of automobiles. The availability of an intoxylizer is expected to dramatically increase the applicant's ability to properly enforce this offense. Even more serious crime scenes encountered by the applicant were photo- graphed in the "snapshot" format as a matter of necessity. Much of the collectible evidence encountered was recovered, handled, transported and/or stored in, contaminated or soiled sacks, bags, or containers. OccasionaJ1y these items were provided by the victim or were obtained at the scene of the incident. Obviously, having ready access to current crime scene/evi- dence tools will greatly enhance the applicant's ability and credibility as an invèstigative body. APPROACH 1. The applicant will develop guidelines, policy and procedure for establishment of an Evidence Collection And Processing Unit. Work on this phase of the project will begin immediately and will be completed before the project is implemented. 2. The applicant will develop a cadre of properly trained personnel to staff the unit. The unit will be comprised of four (4) uniformed and six (6) plain clothes officers holding the rank of Corporal. By fiscal year-end 1983-1984 all of the unit's staff is projected to have received advanced training in one or more of the following areas: crime scene search, accident investigation, police photography, latent print identi- fication and classification or intoxy1izer use. The training is already on-going and will continue to be funded through the applicant's training budget with the exception of the' one area in which training assistance is requested, the Polygraph Operator. This agency projects an expenditure of $1500.00 during fiscal year 82-83 for polygraph examinations and, were funds available, would more than double this number of tests (see M-IV-7) . . . . The applicant will acquire the necessary equipment and supplemental aids, This will be accomplished with the assistance of grant monies - the app1ìcant being committed to 50% in matching funds. Additionally, the applicant is committed tò the purchase of a "police package" mobile van to house and transport the bulk of the crime scene, processing and detect- ion equipment. The mobile unit (van) will be funded by the applicant as part of its annual fleet purchase for fiscal year 83-84 (beginning October 1st, 1983). 4. The applicant has already begun implementation of the training phase on a limited basis. Some of the directly-involved officers have already received' state approved training in one or more of the areas discussed. However, without the addition of proper equipment, the implementation of additional training will be of limited use. 5. The applicant has agreed to assist two (2) neighboring municipalities (Rich1and Hills and Watauga) on an "availability" basis since neither of these agencies has the capability to perform this function at this time. GEOGRAPHIC LOCATION The City of North Rich1and Hills is located in the Northeast quadrant of Tarrant County, Texas. It is 12 miles northeast of Downtown Fort Worth and approximately 22 miles west of Dallas.
