CALL TO ORDER The meeting was called to order by Vice Chair Bill Schopper at 6:00 p.m. 2. ADMINISTER OATH OF OFFICE Place 1, Mark Haynes was appointed by John Lewis to replace Richard Davis, who resigned from the Planning and Zoning Commission after election to the School Board. Place 2, Mike Benton (formerly Ex Officio) was appointed by Ken Sapp, replacing Bill Schopper (see Place 6). Place 4, Randy Shiflet was reappointed by Tim Barth. Place 6, Bill Schopper was appointed by Scott Turnage, replacing Scott Wood. Place 7, Steven Cooper was appointed by Tim Welch to replace Ken Sapp, who resigned after election to the City Council. Ex Officio, Kelly Gent was appointed by Mayor Oscar Trevino to replace Mike Benton, who was appointed to Place 2. ELECTION OF OFFICERS Don Bowen, seconded by Mike Benton, nominated Randy Shiflet for Chairman. The nomination carried (6-0). Randy Shiflet, seconded by Don Bowen, nominated Bill Schopper for Vice Chair. The nomination carried (6-0). Randy Shiflet, seconded by Mike Benton, nominated Don Bowen for Secretary. The nomination carried (6-0). 5. GENERAL DISCUSSION OF CODIFIED ZONING ORDINANCE AND IMPLEMENTATION OF NEW VESTED RIGHTS AND ROUGH PROPORTIONALITY REGULATIONS John Pitstick updated the Commission on vested rights and rough proportionality. 6. TR 2006-01 Eric Wilhite and John Pitstick explained and discussed the amendments to the North Richland Hills subdivision and zoning ordinance amending Sections 110-41, 118-1, 118- 293, 118-313, 118-333, 118-361 and 118-719 to change the subdivision provisions concerning building permits 0 unplatted property; revising definition for farm, ranch, garden or orchard; prohibit dwellings in AG districts and requiring a special use permit for accessory buildings in the AG district; establishing a maximum lot coverage for accessory buildings in AG and R-1-S districts; changing the maximum height of structures in R-1, R-1-S, R-2 and R-3 districts; eliminating the requirement for certain oversize side building setbacks in the OC, 0-1, NS, CS and HC districts except where such districts abut areas designated on the comprehensive plan for residential use. 7. GENERAL DISCUSSION OF CITY OF NORTH RICHLAND HILLS CODE OF ORDINANCE TABLE OF PERMITTED LAND USES, SECTION 118-631. 8. ADJOURNMENT The Chairman adjourned the work session.
