Meeting Minutes
1. Call to order
Chairperson Kathy Luppy called to order the regular meeting of the Keep North Richland Hills
Beautiful Commission at 6:45 p.m. on July 25, 2006 in the Neighborhood Services office
located at 7200-C Dick Fisher Dr. S.

2. Approval of minutes from last meetina
Commission Member Holly Bullington motioned to approve the minutes from the March
21, 2006, meeting; Vice Chairperson Micah Beck seconded the motion.
The minutes were approved as written.
3. Discuss Litter Control Proaram
Staff updated commission members on the new litter control programs "Neighborhood Looks"
& "Litter Not", a spin-off of the Adopt-A-Spot program.
Ms. Stout told commission members that North Richland Hills is in the process of trying to get
the programs classified as 501 (c)(3)- Tax Exempt so contributors can write-off program
donations. Ms. Stout also stated that the program{s) might be partially funded through the
Community Development Black Grant (CDBG) from HUD administered by the Tarrant County
Community Development and Housing Division.
Debbie York relayed to commission members that the litter control program has already
started, the first litter cleanup was held August 4th. Once a month for four hours, litter control
participants will clean areas where litter tends to accumulate.
Ms. York challenged board members to come up with incentives to get people involved in the
program as well as ideas for:
.:. Recruiting Schools, Church Groups, Businesses, Scout Troops & Individuals
.:. Recognition at City Council
.:. Recognition signs for groups wanting to do occasional cleanups
.:. T-shirts for groups that want to commit to more than one (1) clean-up event
.:. Ways to advertise-possibly offering sponsorship opportunities with KNRHB as the
main sponsor
.:. Incentives for volunteering which are based on the number of hours a person
volunteers-different levels of incentives
.:. What is the best way to get the word out
.:. Program Mascot
.:. Program Outline
.:. Brochure
4. Review Existina Proarams
Commission members reviewed existing programs to determine if they should be continued or
eliminated. Upon review of past applications, it was determined that although program
requirements were satisfied-The child's delivery took place in a North Richland Hills Hospital,
Or, if the applicant is a resident of North Richland Hills and their child was born during the
current calendar year, very few of the applicants actually live in North Richland Hills so
Commission members chose to eliminate the Trees for Tots program the next budget year.
Commission Member Doris Tips motioned to eliminate Trees for Tots from next year's
Budget; Commission Member Holly Bullington seconded the motion.
The motion passed.
5. Review Budaet
Debbie York provided commission members with a copy oftheir year-to-date expenditures for fiscal
year 2005-2006.
6. Update on TXDOT Project
Debbie York told commission members that TXDOT revised the project and gave the city two
options: the corner project-a bicycle trail and rest stop or plant additional trees down Davis
Blvd.; they chose the corner project.
Commission members were pleased with the selection and discussed requesting that the
plaque they won from Keep America Beautiful/TXDOT be placed at a designated area of the
bicycle trail/rest stop.
7. Staff Report
Debbie York did not have anything else to report but asked if someone could volunteer to do
the Yard of the Month presentation at the City Council meeting on August 28th; Doris Tips
agreed to do the presentation.
Kathy Luppy reported on the KTB conference and encouraged commission members to attend
next year's conference in San Antonio.

Chairperson Kathy Luppy adjourned the meeting at 8:05 p.m.
