1. This item is on formal agenda. This is not final payment to Freese
& Nichols for Glenview Drive Right-of-way maps. Richard Albin will
be available for discussion.
ITEMS ON COUNCIL SESSION:
5. Planning & Zoning hearing. Property located on south side of
Emerald Hills El-ementary School. Rezone from one family dwelling
to multi -family. Planning & Zoning approved request.
6. Ordinance on previous item.
7. Planning & Zoning Appeal Hearing. John Barfield requested this zoning
change from Agriculture to 1F-8-1400. The Planning and Zoning Commission
turned his request down because they felt it was not the best use of
this land close to the Railroad.

9. Planning & Zoning Appeal Hearing. John Barfield requested this zoning
change from Agriculture to Local Retail. The Planning and Zoning
Commission turned his request down because they had turned down his
request for 1F-8-1400 and did not want him to be saddled with the Local -
Retail on the corners and not be able to use the land in the middle.
He really didn't need one without the other. The Commission.felt that
Industrial zoning next to the railroad would be better.

11. Confirmation of Andrew Wayne to Parks & Recreation Commission.
12. Presentation,of proposed budget and setting public hearing on the
1980-81 budget for the City 'of North Richland Hills.
13. Amendment to Zoning Ordinance #179 pertaining to Bowling Alleys
and Skating Rinks.
14. Request for variance from Brick Ordinance. Item was postponed from
Council meeting of August llth.

As you know, we were retained by the City of Richand Hills to prepare
property descriptions for fee simple taking and easements in connection
with Glenview Drive and the necessary channel work on Callaway Branch.
This project is being accomplished by the Texas Department of Highways
and Public Transportation for the Cities of Richland Hills and North
Richland Hills.
Our direction from the City of Richland Hills was to furnish copies of
our payment requests to you as a representative of the City of North
Richland Hills. Please find enclosed with this letter copies of the
first three statements for the Glenview Drive Easements, No. 1 and 2
of which have been paid by the City of Richland Hills and the same
for Callaway Branch.
As you can see, the total billing through May 31 amounted to $5,321.62
for the Callaway Branch Channel and $4,143.51 for the Glenview Drive
Easements.
We are sending the two No. 3 statements directly to the City of Richland
Hills along with a copy of this letter. Please let me know if any
further information is needed.

As indicated in our letter of May 19, I9`0, we have reviewed the right-of-
way and easement maps prepared by Freese and Nichols, Consulting Engineers,
which have been submitted to our office for approval and recommendation
of payment. We have received invoices dated June 11, 1980, for additional
work on the maps. Again, we cannot speak to the matter of the original
agreement for the 70/30 split, but th^ general magnitude of cost seems
reasonable for the right-of-way maps submitted. He would recommend
paying the $2,738,06 as requested by l.he enclosed 'letter from the Freese
and Nichols, Inc. unless there is a question concerning the 70/30
obligation.
The enclosed partial payment invoice il,r preparation of the Calloway branch

Also enclosed is an invoice for preparation of the Glenview Drive
easements which totals $1,460.20. the two (2) Glenview Drive right-of-
way maps show a total of 38 parcels rrnvlred from the North Richland
Hills side, which represents 35% of i.ht� iotal, or $511.07. A total of
72 parcels is shown for the Richland hills side, which represents
65% of the total or $949.13.
On the basis of the proportioning no(iIJ outlined above, North Richland
Hills' cost for preparation of the en. iosed right-of-way maps would be
$658.15 as compared to $2,738.06 wllicl represents 70% of the total cost.

Mr. Tom Purvis came forward.
Mr. Purvis stated he was one of the owners
of the property and Mr. York, another owner,
was also present,
Mr. Purvis 'Said this was an 181l acre tract
located approximately 1200 feet east of
Highway 121 and bounded on the north by
Emerald Hills Way. He said that Newman
Drive would extend through their property.
Mr. Purvis said they had held this property
for a long time and feels it is time to
develop it.
Mr. Purvis said the property on two sides
of this property is zoned Multiple Family
and they are asking for Multiple Family
zoning to coincide with them.
Mrs. Shaunty asked how many units they i
plan to build on this property.

Mr. Purvis said there would. be 242 to 244
units. He said they plan to build "Town -
House" type and wi 11 cater to the 45 year
age group and up rather than people with
small children.
Mr. Greenfield asked if there would be a
restriction to that age group.
Mr. Purvis said there would not be a
restriction, but it would be built with
the older people in mind. They would have ► 1
a craft center instead of a party center, etc.
Mrs. Shaunty asked Mr. Caldwell about the
water meters for apartments.
Mr. Caldwell said the city could not sel 1
any meters to apartments at this time.
Mr. Greenfield asked if there would be a
parking problem since there would be ingress -
egress on the same street as the school
traffi c.
Mr. Purvis showed an archi tect i s sketch of
the proposed site. He said they feel most
of the traffic will go south on Newman Drive
to Harwood Road.
Mr. Purvis said he had worked closely with
the architect on this. He said Emerald Hills
Way runs at the back of the school and most
of the school traffic would be on the other
street.
Mr. Doug Long, Consulting Engineer, came
forward.
Mr. Long said he had received the City
Eng.i neer!'s comments and would like to comment
on some of them. Mr. Long said that T#1-4,
there are no problems and will take care of
them, but #5 regarding a concrete ditch, he
would like to say that they have not decided
for sure if they will have a concrete or an
earthen ditch.
Mr. Long said they have a sewer problem. He
said the city owns the property to the west
of them and they have the earthen ditch.

perpetual care with Folsom Investment. He
said this would free the city of any
responsibility.
Mr. Long stated #7 & #8 would be decided when
they make their decision whether to go
concrete or earthen ditch and they would
keep in mind the environmental aspect.
Mr. Long said that on #10-they have the fire
plugs on 300 feet, but they are labeled 500
feet, which is wrong.
Mr. Long said that on #11 & #12-they were in
agreement with the school when it was built,
they paid their pro rata.
The Chairman called for anyone wishing to
speak in favor of or in opposition to these
requests.
Mrs. Calvert stated she had received a
letter from Mike Sandl in with Sandlin Homes
stating they were opposed to the Muti pl e
Family zoning.,

INFORMATION SHEET ON ZONING ORDINANCE REVISION AFFECTING BOWLING ALLEYS AND
SKATING RINKS
The net effect of the proposed revision will be to require "Commercial -Specific
Use" zoning for Bowling Alleys and Skating Rinks. It would also require a
development plan to .be submitted as part of the zoning request.
Bowing Alleys and Skating Rinks are currently permitted in Local Retail zoning.
This ordinance also defines, in more specific terms, the parking requirement
for these uses. The parking requirement for skating rinks is slightly less
stringent than the current ordinance reflecting the fact that many of the
patrons are minor children who do not operate vehicles. The parking requirement
for bowling alleys is defined in terms of lanes and non -bowling areas which is
more appropriate than a square footage application.

The Chairman asked if there was anyone who
wished to speak in favor of or in opposition
to this request.
There were none.
Mr. Greenfield moved, seconded by Mrs. Nash,
to approve PZ 80-13 subject to the sign being
approved by the city staff. Motion carried
5-0.
Regarding Skating Rinks and Bowling Alleys.
Mr. Anderson stated that some questions came
up a few months ago as to what zoning -skating
rinks should be in. Right now they came under
"Commercial Amusements". Page 73 defi nes the
number of parking spaces requi red. Mr. Anderson
stated several city council members did not
agree with this; they feel skating rinks pre-
sent special problems. He said the net effect
would be to take bowling alleys and skating
rinks from this category, and put them in
"Specific Use" category. This gray they would
have to submit specific plans. Mr. Anderson
s gated . there should also be a revision of the
number of parking spaces required.
Mr. Anderson stated that he has 3 peopl e who
are interested in building skating rinks.

Mr. Anderson stated the greater portion of the
kids would be dropped off and picked up.

the preliminary stage, his skating rink
would have no sound outside the building;
they would handle 500 to 700 skaters with 50
parking spaces.
Mr. Severin stated the property he was
interested in was south of La Casita, north
of-t,Emeral d Hills, and south of Mockingbird
Lane.
Mr. Anderson asked what the building would
be constructed of.
Mr. Severin stated it would be tilt' vial l
construction.
Mr. Anderson asked if this would be gravel
on the outside.
Mr. Severin stated it probably would be, but
it would also have the proper trim. He
showed pictures to the Commission of the
building.
Mr. Anderson asked what kind of sign he plans
to have.
Mr. Severin stated it would need to be lighted,
but it would be on the side of the rink.
The Chairman asked if there was any more
discussion regarding the amendment.
Mr. Knowles moved, seconded by Mr. Greenfield,
to approve the amendment to the Zoning Ordinance
#179 regarding Skating Rinks and Bowling Alleys.
