4. Councilman Hubbard moved, seconded by Councilman Kenna,
to approve the 'minutes of the regular meeting of
April 12, 1982.
APPROVAL OF MINUTES
OF THE REGULAR MEET-
ING, APRIL 12, 1982
APPROVED
Motion carried 7-0.
5. Councilman Kenna moved, seconded by Councilman Hubbard, to
approve partial payment to J. D. Griffith Company in the
amount of $86,244.30, Estimate Number 1, Lewis Drive storm
Drainage System, funds appropriated from General Fund Surplus.

Motion carried 7-0.
6. Mayor Faram advised the council that bids were advertised
in the newspaper for three consecutive weeks and bid speci-
fications were sent to three prospective bidders. Only one
bid was submitted.
Councilman Hubbard moved, seconded by councilwoman Hinkle, to
accept the bid of Gene Hill Company in the amount of $23,900.00,
funds to be appropriated from Revenue Sharing.
Councilman Hubbard asked Mr. Forester if he knew why the other
companies did not submit a bid.
Mr. Forester stated he had contacted one of the prospective
bidders and they advised him they could not meet the speci-
fications and felt it would be too tìme-consuming to explain
their exceptions to the specifications.
Mr. Forester stated the third company had just recently asked
to be placed on the bidding list and did not respond.
Councilman Kenna asked if the i~put wåuldbe by card and if
two cards would be needed.
Mr. Forester stated the input would be by card, but only one
card would be needed.
Mr. Line read the specifications which stated the system was
designed as a one card system, but cards could be simultaneously
entered in order to activate two fuel p'~ps at the same time.
Councilman Fisher asked if there would be any return on the
investment.
Mr. Forester stated control cards would be kept. Mr. Forester
stated there was a control problem at the present time.
Mayor Faram asked what safeguards there would be and would you
be able to know what person was using the card.
Mr. Horvath stated there would be a daily and monthly print-out
of who used the card and what vehicle they were driving.
Mayor Faram asked if there would be one card per vehicle and
one card per person.
Mr. Forester stated there would be one card per person but there
could be more than one card per vehicle. Each card would have a
vehicle code number and a personnel number as well.
Motion to approve carried 7-0.

7. Mayor Faram advised the Council this resolution would remove
the former Mayor Pro Tern and authorize Mayor Pro Tern Jim
Ramsey.
Councilman Kenna moved, seconded by Councilman Hubbard, to
approve Resolution Number 82-13.
Motion carried 7-0.
8. Mayor Faram presented the following resolution:
"Whereas, the City of North Richland Hills, Texas must
maintain adequate insurance protection to prevent any liabili-
ties or losses incurred by the City from becoming an unnecessary
burden to its taxpayers; and
WHEREAS, the costs to provide such insurance are rising
annually at an alarming rate; and
WHEREAS', the time had come to renew the City's insurance
policies; and
WHEREAS, the City ¡desired to obtain the best insurance
coverage at the best price; and
WHEREAS, Mr. Vic Smith, a Citizen of North Richland Hills
and a member of the insurance profession, providing his pro-
fessional advice and guidance at no cost to the City; and
WHEREAS, Mr. Vic Smith's recommendations, based upon his
review of the City's insurance needs and his evaluation of the
bids that were received, will save the taxpayers more than
$100,000 during the n~xt three years; now,
THEREFORE, BE IT RESOLVED that the City Council of the City
of North Richland Hills, Texas, hereby recognizes and commends
Mr. Vic Smith and extends its appreciation on behalf of all of
the Citizens of North Richland Hills for his good citizenship
and outstanding service to the City."
Councilman Hubbard moved, seconded by Councilman Ramsey, to
approve Resolution Number 82-14.

9. Reverend James Madnick, Christian Temple school, appeared before
the Council.
CITIZEN PRESENTATION
Reverend Madnick stated he wanted to comment on the recent acci-
dent that caused a part of the city to have to be evacuated, in-
cluding the school. Reverend Madnick stated it was a job well
done. The response and assistance from the Fire, police, Public
Works, utility and staff was great. Reverend Madnick stated the
police Department and utility Department were on hand and arranging
transportation. Reverend Madnick made special note of the profes-
sionalism exhibited by the Water Superintendent in assisting with
the evacuation. Reverend Madnick stated the evacuees were met at
the church by a lady from the Library, Mrs. Tiffany Nourse, who had
everything well organized and under control. Reverend Madnick stated
that upon his arrival, thanks to Mrs. Nourse, he had little to do.
Reverend Madnick stated the City Manager, Mr. Rodger Line, personally
visited the church to check on the evacuees. Reverend Madnick stated
there was not one injury or anyone upset.
Reverend Madnick stated the evacuation was used as an example in class
the next day to show how the city government worked and cooperated
with the citizens.
Reverend Madnick stated he could only find one thing that needed to be
improved in the evacuation plan and that was to provide Mrs. Nourse at
the church with an identification badge. Reverend Madnick stated that
Mrs. Nourse was firm in her leadership and by her warm personality many
of the evacuees felt she was a church social worker.
Reverend Madnick presented the following scroll signed by the teachers
and students of Christian Temple:
"We the students and staff of Christian Temple School present this scroll
as an expression of our appreciation of the officials and employees of the
City of North Richland Hills as set forth in the following:
During a recent emergency caused by the breakage of a liquid petroleum
gas line, we were required to evacuate the school. This was accomplished
quickly, smoothly, gently, and comfortably because of the fine performance
of the police and fire personnel. On arrival at the shelter, provided
through preplanning of the city officials, we were met by more city employees
and our comfort was provided for in a rather nice way.
The cooperation of the city personnel with the Red Cross personnel created
a solution that proved to be more than workable; it was very impressive
for its consideration of spiritual needs in addition to the physical needs
of all involved.

.
We have always received the very finest and prompt response from
the Police and ~ire Departments. We have now seen all of the City
Staff, including. the very fine personnel of the utility Department,
work in unison for the good of citizens of the City. A real lesson
in American government and history.
God bless you and thank you - each one."
Mayor Faram, on behalf of the Staff, expressed his appreciation to
Reverend Madnick for his comments.
Mayor Faram advised Reverend Madnick that Mr. Line had called a
meeting of his Staff members after the -emergency to try and find
out how the plan could be improved.
Councilman Ramsey stated, that based on Reverend Madnick's fine
presentation, he would like to recognize Mr. Dennis Horvath for
getting the plan together.
There being no further items on the agenda for consideration,
Mayor Faram adjourned the meeting of APril 26, 1982.

In response to your Engineer's letter dated March 22, 1982 pertaining
to the above project, we have the following information to pass along
to you:

1. The surveyor, Loyd Bransom, has verified the accuracy
of his metes and bounds description and has revised the
plat to show the total area to be 0.865 Acres..
We are delivering 22 copies of the plat with this letter.
2. We are pleased that our finish floor elevation exceeds
the minimum.
3. The City of North Richland Hills is requested to pay the
. difference between an 811 and a 1211 water line for an approximate
cost of $3,360.00, as verified by your engineer.
Please place this item back on your agenda as soon as possible. We
appreciate your assistance.

REVISED FINAL PLANS, PS 81-68
We have reviewed the referenced materials for this subdivision and offer
the foll owi ng cornnlents:
1. We have checked the revised metes and bounds for this plat and have
found it to close perfectly. However, our calculations show that
the plat acreage of 0.91 acres, indicated on the plat is in error.
Evidently, the segrnent areas created by the two curves in this plat
were neglected. The total area we compute is 37,631.54 square feet
or 0.8639 acres. We would request that the Surveyor verify our
calculations.
2. The Developer's Engineer has furnished us with drainage calculations
which establish the probable 100 year flood plain elevation in this
area based on 100 percent urbanization of the watershed, as required.
Also the proposed minimum finished floor elevation of 604.0 ;s
shown on the plat as requested. This elevation exceeds the minimum
18-inch requirement, based on the Engineer's calculations.
3. \~e would again rerl1;nd you of our COITIinents concerning City participation
in the proposed 12-inch water line in our letter of October 14, 1981.
Should you have any questions concerning the review of this subdivision,

110" closure. A copy of his calculations are enclosed.

The finish floor elevation has been checked by a backwater study
prepared by Ernest Hedgcoth, consulting engineer (see letter
and information dated 2-26-82), and found to be adequate. .
3. The City of North Richland Hills is requested to pay the dif-
ference between an 8" and' a 12" water line for an approximate
cost of $3,360.00.
4. Two copies of the signed 10 ft. utility easement are enclosed,
one for you to fil~ with the county and one copy for your file.

Dear Richard,
In reference to Item No. 2 of your December 28, 1981 letter
commenting on the above subdivision. The 100 year discharge
for the drainage areas for the Calloway Branch at Holiday Lane
(3.25 sq. miles) and Lola Drive (3.94 sq. miles) were calculated
using a synthetic unit hydrograph for 100 percent development in
accordance with the subdivision ordinance. The respective dis-
charges for the above areas, 7950 crs and 9750 cfs, were used to
compute the attached backwater calculations. Cross sections for
the stream routing were obtained from the Fort Worth District
Corps of Engineers for the sections shown on the FIA Flood Boundary
and Floodway Map City of North Richland Hills Panel 3 of 6 as
Sections K-K, L-L, M-M, N-N, 0-0.
The attached computer run no. 1. show the critical depth
and surface elevation for each section under the natural exist-
ing channel con9itions. For Section 5 at Holiday Lane the surface
elevation is 602.33.
Computer run no.2. shows the critical depth and surface
elevation beginning at the TESCO right-of-way through the improved
channel conditions proposed for the Holiday North Section 7.
Under this condition the surface elevation at HOliday Lane is
599.03.
Based on the above calculations the finish floor elevation
of 604.0 for Lot 5, Block 10 Holiday North Section 9 appears to
be adequate.

Representative, came forward. He said they
presently occupy the southwest corner of
Davis Blvd. and College Circle. Mr. Wilson
said they are in the process of platting
the property and when all is approved, they
will close the transaction. He said they
'will close the old store at the time of the
opening of the new store.

Mr. Wilson said they have a lease on the
present store until 1990 and they would
lease it out, but they were not going to
lease i"t to someone that would sell beer.
Mr. Wilson said the new store would be
simular to the one at Rufe Snow and Chapman
and he showed the Commission a preliminary
site plan. -

The Tarrant County Housing Finance Corporation has decided
to initiate a home mortgage program. As you know, we have
already begun a loan program for remodeling homes. As with
that program, cities with a population in excess of' 20,000
must pass a resolution allowing the Corporation tò use pro-
ceeds from the bonds in their city for mortgage financing.
Enclosed is the resolution which would enable the Corporation
to provide mortgage financing in YOur city. This resolution
must be passed by May 18, 1982 for your city to be included.
Therefore, I am requesting that this item be placed on the

Rlchland Hills Youth Association to develop the 33.4 acres
of land adjacent to Richfield Park. It is the feeling of
the PRC tha t the best use of Ci ty reSOllrces would be to provide
land or financing and let the NRYA develop the park using its
own labor and materials.. The benefit to the City is tremendous.
The City wi~l be rew~rded w~th additional recreation facilities,
which are desperately needed, àt a fraction of the cost. This
could be a landmark program of city government and the community
working together to get the most for their money.
\Vhile some.details remain to be worked out, prompt action
is necessary as the shortage of facilities grows more acute.

I visted with the Parks Director in Hurst and was given the following
information:
The new 42 acre park on Precinct Line Road is property having four
baseball fields, built with a sprinkle system and completed lighting
at a cost of $850,000 for the fields only. They are 99% complete.
The city operates two swimming pools. Last year they had 60,000
swimmers and made a profit of $1,500. It takes two full-time employees
for pools and one full-time employee for the four baseball fields.
The City of Burleson, after visting with their Parks Director, has a
14 acre park with six baseball diamonds. They also have a 72 acre
park, which the Corps of Engineers leveled the land for only the fuel
cost, that has a new swimming pool completed February, 198t, at a cost
of $350,000 for the pool and a recreatiòn building at a cost of
$365,000. Last year they ran their own concessions. This year they
leased the concessions for 20 per cent off the top. The four months
the pool was open, the concessions paid for the maintenance on the pool
for the year, however the city spent $27,000 for maintenance on their.
parks.

acres of land adjacent to Richfield 'ark. This land is to be
deve loped in su.ch a manner as to blend in vii th the pre sent
Richf.ield Park and probab17f consist of a swimming pool, ball
fields, practice areas and other types of developments normal
to a Recreational Park. This land(with the exception of six ·(6)
acre s, whicrl vii 11 be used for a swinunlng pool or Recreational
building} will be owned, built, operated and maintained by
the North Richland Hills Youth Association. A contract will be
negoaited vlith l~RYA, that sets forth all rules and regtl1ations
for t11i spark.
It is my oponion that this City can not afford to pass up
such ~n opportunity that affords recreation for our youth and adults
at no cost to the city, even though it takes the City's help
to start this program.
It is my pleasure to have ,}\rorked on tllis project and I talked
to 1653 seperate families on the phone that have children in the
present NRY~ program.
The annual operating oJdget of the RYA is and has -~en for
several years in the $200,000 range. rrhe RY..~ has alv.'a.ys opera ted
in ·the black and ~llth their t:rne leadershln arJ.d members they
will continue to do so. The RYA has never refused a child
preticipation in their programs because he could not afford the
fees. Also :tn a recient Drug Bl1St of 30 Jr. Hip:h stucìents in
our area, not one of them had ever been in this or~inaziation.

Cooperation Agreement between International Union of Operating
Engineers Local 819 and the City of North Richland Hills,
Richland Youth Association.
The purpose of this agreement is to establish .guidelines between
the Union and the City with regard to conduction an operators
training program at the a.d.ioining property to Richfield Ball park.

Under this agreement the City would pay for or provide the fuel
and oil necessary for the operation of any equipment doing any
work on this property and the Union would agree to utilize all
fuel- and_~9~1 provided by the City at this site only. The Union
and the è~ty shall coordinate all purchases to obtain the best
and most economical prices available.
The work to be preformed by the Union will be of such nature that
it would not have been let out for bids to other contractors."
The work basicaly involves the moving and spreading of dirt.
The Union shall agree to defend and hold the City harmless from
any and all liability and/or damages incurred by, or caused by,
the Union, its employees or its equipment. All parties agree to
abide by all State, Federa¡ and Local laws and ordianances.
This Agreement shall become effective when signed by both parties
and will be effective for ninty (90) days thereafter with option
to renew at the end of this original period, for additional
periods mutually agreeable to the parties. It is further understood
that either party shall have the right to terminate this agreement
upon ten (10) days notice.

On Monday April 26, 1982 I met with City Manager
McC amber of 'ita tallga and their Parks mana~er. vVe spent
some time, with me conveyjng to them what action we were
taking in helping our youth orginaziation. It was pointed
Ollt to them tha t 142 or 14 per cent of the pre sent RYA
program was from Watauga. I asKthat they make every effort
thru what ever means they may have to assist us or· the
RY& in t~i s program. They assllred me i t Was a. verÞy worthy
cause .and for me to keep them informed of our progress
and in the meantime they W0111d discuss this with their
Council and other people to see what aid they could øffer.
On this same day I met with City Mana~er Mill~r of
Richland Hill~. I informed him of our plans and explained to
him that 87 or 8 per cent of the present program included
R~chland Hills youth. He was very receiptive and is sending
me a set o~ extensive pfuans that he had from a project of
a park develoDment. He also made the same comittment as
~Vatauga that he W0111d take it 1.1p the COllncil and other
people.
I discussed this with Richard Albin, our city eng. and
he offered all the assistance necessary to layout the pack
for RYA if the City so directs him..Re also has some
preliminary work co~pleted.

Neither Park shall be altered in any manner by anyone

The City shall purchase the 33.4 acres of land for a
total price of $217,000 plus interest and resell to NRYA
for the same amount of principle and interest that the City
must pay. The NRYA shall pay an annual sum of $36,000 per
year. This sum shall be placed in the Northeast National
Bank in an account specife~ "by the City and any interest
recieved on this sum shall be applted to the total cost
of. the project. The City may remove the money annually or
in ~le st the sum and allovv the . l}iRYA the benifi t of the in,tere st.
No land shall be resold by NRYA from this tract.

The NRYA shall be allowð'1 to take charge of thi s property
immediately upon purchase by City and nroceed with devðlepment
of ~~e land for park URð$

The NRYA will allow the City to ke~p six (6) acres
of this land for the use of s. srii!rL"'Tllng pool or recrea. tional
building. The location of the six acres shall be agreed upon
by the City.

$200.00; AND PROVIDING FOR AN EFFECTIVE DATE.
WHEREAS, the City of North Richland Hills, Texas, has caused
an engineering..and traffic investigation to be made to determine a proper
prima facie speed limit for the 4600 and 4700 blocks of Holiday Lane
East; and
WHEREAS, such investigation shòws that the prima facie
speed limit should be 20 miles per hour.
Now therefore be it ordained by the City Council of the City
of North Richland Hills, that:
1.
Ordinance No. 722 of the City of North Richland Hills, Texas,
be and is hereby amended by adding the 4600 and 4700; blocks of Holiday
Lane East to Section 3.041 of said Ordinance and establishing a 20 mile
per hour speed limit in the 4600 and 4700 blocks of Holiday Lane East
from Riveria Drive to Blaney Street.
2.
Any person operating a moto·r vehicle upon said above described
section of Holiday Lane East, in the City of North Richland Hills, Texas, at
a speed in excess of 20 miles per hour shall be deemed guilty of a misdemeanor
and fined not in excess of $200.00.
3.
This ordinance shall be in full forc~ and effect 10 days
from passage and publication.

discovered some very bad pitting in the floor. This pitting was caused by
a reaction between the concrete slab and the metal floor and is commonly
known as electrolysis.

As we discussed today, since the referenced tank has been drained we
have had the opportunity to inspect the inside and have observed evidence
of corrosion, particularly in the bottom, which appears to be characteristic
of electrolysis. As you know this type of corrosion is the destructive
alteration of metal caused by the electrochemical action of its environment.
In addition to protection by painting the metalic surface, cathodic pro-
tection is basically a process of replacing electrons to a metal structure
by impressed current or anodes at a rate higher than they are lost to the
envi ronment.
Thé equipment required to apply cathodic protection should be designed
by a corrosion expert who has had the opportunity to survey the tank
and detennine its corrosion potential. After installation of the appro-
priate equipment, the corrosion consultant should be available to periodi-
cally monitor the system to optimize its operation. The Harco Corporation
offers such service and have active personnel in the area at this time.

The quantities and condition of the project have been verified on-site
by your representative, Bill Rutledge, as indicated by signature on the
estimate, and we have checked the item extensions and additions.
