Councilman Ramsey moved, seconded by Councilman Kenna,
to approve the minutes of the April 26, 1982 mee~ing.
Motion carried 6-0. .

Mayor Fa~am stated there were some citizens present that
wished to speak ön Item 10 and asked for a motion to hear
Item 10 at this time.
Councilman Kenna moved, seconded by Councilman Davis, to
hear Item 10 at this time.
Motion carried 6-0.

Councilman Hubbard stated the Council had before them a letter
signed by the Park" and Recreation Commission in support of
this resolution. Councilman Hubbard stated that due to the
lack of communication between himself and °RYA, he moved to
postpone this resolution indefinitely until further meetings
with RYA. Motion was seconded by Councilman Ramsey.
Mr. David McGilvary, 8304 Forest Oak, appeared before the
Council.
Mr. McGilvary s·tated that as a member of the Park and
Recreation Commission he had been involved in the prepara-
tion of the resolution. Mr. McGilvary stated this arrange-
ment would be a way to ~ncrease the City's park facilities.
Mr. Douglas Davis, 6203 Abbott, appeared before the Council.
Mr. Davis stated he was also a member of the Park and
Recreation Commission. Mr. Davis stated the main thing he
would· like to impress upon the Council was that the City of
North Richland Hills had not had any real sincere programs
for the children in athletics. Mr. Davis stated the Park
and Recreation Commission felt that when this proposal
came back to the council, and it came at a time when the
Commission was not a~ound, they hoped the Council would'
give it a lot of consideration.
Councilman Hubbard stated that at the last meeting óf the
Parks and Recreation Commission, it was pointed out that
in the past the çommission had met ~n certain days and
that he and Dave Freeman had met with them. The Commission
had not accomplished very much because they had not taken
anything thrQugh to the Council. Councilman Hubbard stated
he wantedto·thank the two gentlemen that spoke to the Coun-
cil tonight and felt that in the future the Counçil would
hear more from the Parks and Recreation Commission.
Motion to postpone carried 6-0.
5.
Mayor Faram advised the Council the Planning and zoning Com-
mission had recommended approval.
Councilman Kenna moved, seconded by Councilman Hubbard, to
approve PS 81-68.
Motion carried 6-0.

Mayor Faram advised the Council the Planning and Zoning Com-
mission had recommended approval subject to the addition of
three utility easements being added to the plat. The ease-
ments had been added.
Councilman Hubbard moved, seconded by Councilman Ramsey, to
approve PS 82-11.
Motion carried 6-0.
7.
Mayor Faram opened the public hearing and called for anyone
wishing to speak in favor of this request to please come
forward.
There was no one present to speak in favor of this request.
Mayor Faram asked if the applicant had been notified of the
meeting.
Mrs. Moore replied yes.
Mr. McEntire stated he had a call from Southland Corporation,
but ,had not returned the call.
Mayor Faram asked Mr. McEntire if the request could be post-
poned until the next Council meeting or would the fifteen
day notification have to be given.
Mr. McEntire stated the fifteen day notification would have
to be given.
Mayor Faram called for anyone wishing to speak in opposition
to this request to please come forward.
There being no one else wishing to speak, Mayor Faram closed
the public hearing.
8.
Councilman Ramsey moved, seconded by Councilman Kenna, to
approve PZ 82-7, Ordinance No. 950.
Mayor Faram stated the permit should be issued in a specific
name.
Councilman Kenna asked if the ordinance coul~ be approved
subject to the applicant providing a name.
Mr. McEntire stated yes.

BACKGROUND:
Request_~ave bee~ received from several homeowners associations
for additional street lights in areas where the existing lights have underground
wiring. In these instances Texas Electric Service Company requires payment of
installation costs of approximately $1,450.00 each. After the first request was
received the Public Works' Director made a city-wide survey and determined that

there are 19 locations where lights with underground wiring are needed. (a map
showin~ the' locations is attached)
In cirder to treat all areas équally~ it is
believed that all locations should be lighted if any are to be~ As 'indicated in
the attached memo, ~ es'timated construction cost is $27.550. The additional
-
annual electricity payments to Texas Electric Service Company at the current
rate would be $1.254.00.

SUBJECT: Street Lights in Subdivisions with Underground Utilities
I have personally examined each subdivision in our City where
underground utilities have been installed and I find a need for
19 additional lights.
As you know, the City will be required to pay installation costs
in these areas since all subdivisions included in this report
have an approved lighting plan.

My correspondence with TESCO indicates an approximate cost of
$1,450 for each of these lights for a total cost of $27,550.
There may be additional costs involved where long distances exist
between present lighting. I will have to check with TESCO
on this aspect.
I have also checked the plats for necessary easements and find
that no easements exist for five of the 19 lights. The
remaining 14 have easements that are ideally located for
installation.

The following infor~ludtion 1S furnished,in reply to your letter of June
27, 1977, requesting additional street signs and street lighting within
the Dianlond Loch Addition.
The installation of all traffic control devices such as the signs you
request are regulated by both Federal and State regulations. The Texas
Manual on Uniforrn Traffic Control Devices (TMUTCD) for streets and
highways does not allow the installation of a warning sign such as 'ICaution-
Children at PldY" at any location. The TMUTCD requires a specific warrant
or' justification for the installation of all regulatory signs such as the
"Yield" sign. Personal investigation and inspection indicate that the
installation of a "Yield" sign cannot be warranted 'at the subject intersec-
tion at this titne. Further, upon r'eceipt of your letter I requested that

The present City policy regarding the installation of street lights was
ilnp1en¡ented in Oçtober-, 1974. This policy is to authorize the installation
of street lights with overhead power supply only at those intersections
requiring illumination for pedestrian and/o~' vehicular traffic safety.

Dear Mr. Line:
I call your attention to the acute need for better street lighting on
Glenview Drive at its intersections with King Arthur Court and Devon-
shire Drive; and on Devonshire Drive at its intersection with Squire
Court in the Diamond Loch East section. This is not a new project
request as evidenced in a copy of an attached letter dated July 8, 1977
from Mr. Ray H. Britton (director of public works) indicating that
these intersections could possibly require street lights.
I have made several visits to City Hall and discussed the needs with
present and past officials, including Mr. Alan Bronstead, Mr. Jim
Williams and Mr. Charles Williams.
Enclosed also is a copy of a Plat in the Lillian R. Haltom Survey
where I have marked the locations of the present street lights. There
are no lights on Glenview Drive from Diamond Loch Drive to Waycrest
Drive, an area of four to five blocks.
Glenview Drive is a heavily traveled street and the west side represents
nothing but weeds, trash and dumped materials suitable as excellent
cover for crime. The neighborhood has had several instances of break
ins, door bell ringings and other such problems in hours after midnight.
Last week, a group of area residents had a meeting with Police Officer
Bob Dunlop at City Hall and were told that one of the best deterrents
to crime in a neighborhood was street lights.
At a recent meeting of the board of directors of the Diamond Loch Home-
owners Association, I, as a director, was given an unanimous affirmative
vote to contact your office concerning this problem of street lighting.
Our Association could appear before the City Council, or furnish signed
petitions concerning this matter should you believe· it necessary. It
is our hope you will give us your best consideration along these lines.

BACKGROUND:
The Civil Service Commission is required. by Charter (Article XVII,
Section 5b) to recommend salary ranges for employees prior to June 1st of each
year.

At a meeting on May 11, 1982, the Commission decided to recommend that the
1981-82 salary ranges should be increased for 1982-83 by 7%, the latest published
Cost-of Living index for the Dallas/Fort Worth regi~n.
The Commission anticipates that the c.ities involved in the salary survey (Hurst,
Euless, Bedford, and Haltom City) will probably increase their salaries by at
least the cost· of living. An across-the-board adjustment to our current salaries
should help maintain our competitive position with these cities.

was $392,000 divided by 37 lots.

He said he built a .90 acre subdivision
in Southlake where he would build a
large house, ranch type fence and barn
and would sell the whole package for
$160,000 to $180,000. Mr. Rust said
that was what they plan to do here.
Mr. Rust said they could not find anyone
who would give them their money back on
the land. He said they got both the
preliminary and final plats approved by
. the council and when they brought their
check in for the pro rata they found out
that another engineer had said they need
more drainage.
Mr. Rust said they spent between $12~OOO
and $15,000 just to clean up the property.
Mr. Hannon asked if the plat was approved.
·Mr.' 'Rust said it \vas, that there were only
two requirements. .
Mr. Hannon said if it was approved, why
wasn't it recorded.
Mr. Bronstad said it was approved subject
to the Engineer's comments regarding the
drainage so it was never recorded.
Mr. Tucker asked if they would like to
postpone this request till the next meeting.
Mr. Tucker said the IF-9 zoning would be
more restrictive than the Agricultural
zoning. He asked if they would want to
have animals.
Mr. Rust said they usually want to have a
horse or two.
Mr. Tucker said they would probably need
the Agricultural zoning, but he would
still have to plat the property.

$11,500 to $13,500.

would be more feasable.
Mr. Adcock said that was correct.

$57,725.80 for materials furnished and ~'/ork performed on the referenced
project as of April 30, 1982. The quantities and condition of the job

item extensions and additions. In the absence of any negative reports
by the City Staff concerning the condition of this p'roject, we "Iould

P.o. Box 2285, Fort Worth, Texas 76113.
This project includes asphalt paving and concrete curb and gutter con-
st'ruction on Booth Calloway Road froìn Glenview Drive to the Airport
Free~'ay access road along wi th underground uti 1 i ty adjustments, storm
drainage, and improvements on the Calloway Branch channel including a
new box culvert, concrete channel liner and rock rubble riprap for
erosion protection.
In accordance with Section 3.2.11(a) of the Contract, the two (2) year
term of the r1aintenance Bond will begin on this date, and therefore, will
tenninate on May 11, 1984. liThe maintenance obligation includes repair
of all water line leaks, and malfunctions of all valves, fire hydrants,
and other equipment furnished and installed under this Contract along
with sewer line breaks and stoppage. The maintenance obligation also
includes sealing of pavement cracks, repair of pavement buckling or
other failures, along with failure of all concrete flatwork and other
structures."

The total completion time for this project \A/as 366 calendar days, including
additional time required for perfonning change orders, for a scheduled
compl etion date of t4ay 19, 1982. Since work was campl ete before thi s date
liquidated damages were not incurred and therefore should not be assessed
on this project.
Along with the final Contractor's Estimate tabulation we are enclosing a
IIReconciliation Change Order" for your infonnation which accounts for
differences between the original estirnated and actual as-buil t quantities.
Should you have any questions concerning this final estirnate, \'e will be

BACKGROUND:
North Rich1and Hills' share of storm drainage work on the G1enview Drive
road improvement project.
As the Council will recall, the Inter-City Agreement between Rich1and Hills
and North Rich1and Hills requires that we pay 701 of the total local share
which, in the case of the G1enview Dr. project, is $100,100.
It is standard procedure in all State or Federally funded projects for
·loca1 entities to bear the cost of storm drainage, right-of-way acquisition and
utility adjustments.

The project for the widening and reconstruction of Glenview Drive from
Booth-Calloway Drive to 1-820 has been tentatively scheduled for letting
in June, 1982. The Cities participating cost responsibility is $IOO,lOO.,
based on the preliminary estimate.' The finalized cost will be based on
actual bid prices and actual quantities of work performed and some ad-
justment will probably be necessary.
In compliance with the inter-city Glenview improvement agreement, North
Richland Hills will bear 70% of the local share responsibility of $IOO,lOO.
and Richland Hills will bear 30%. Therefore, please remit a warrant in
the amount of $70,070. (.70 x 100,100) made payable to the State Treasurer,
Account of Trust Fund No. 927.

DAWN DRIVE DRAINAGE STUDY
Attached is a copy of our letter dated April 21, 1982, which describes
our preliminary findings concerning the referenced drainage problem.
The homes principally effected by flooding in this area are those in
the Diamond Loch Addition which are located along the west side of
Dawn Drive from Onyx Drive North to Cartwell Street. Our proposed
plan to alleviate flooding in this area includes underground storm
drainage construction in Onyx Drive North and Dawn Drive along with
curb and gutter and paving construction on Dawn Drive. Stormwater
collected in this proposed underground drainage system will be dis-
charged onto City pwned property southwest of the Diamond Loch Addition.

We have inlcuded Engineer's Estimate tabulations for three suggested
stages of construction for your consideration. Proposal "A" covers
the total cost required to construct the minimum length stann se~~er
line necessary to drain the depressed area on Dawn Drive just north
of the end of the existing curb and gutter. This does not include
any curb and gutter or paving improvements on Dawn Drive. This
proposal is shown as stann drain route "BII on the attached map.
Proposal IIB" covers the cost of extending the proposed stann drain
to Cartwell Street along with curb and gutter and paving construction
on Dawn Drive to Cartwell also. This storm drain extension is designed
to intercept stonnwater from Hannonson Drive, part of which presently
drains into Diamond Loch near Cartwell Street. This will help alleviate
potential floóding of the Diamond Loch lake.
Proposal IIC" includes all of the construction in nAil and uBn plus an
extension of the curb and gutter and paving improvements in Dawn Drive
to Glenview Drive. We would note that if you choose to assess the ad-
jacent property owners along Dawn Drive for curb and gutter, paving and
drainage construction then part of the CQst of these improvements may
be recovered. We would estimate a total assessment of about 30 percent
of the total construction cost of Proposal "CII.

This is a brief report to update you on the status of our study regarding
the Diamond Loch drainage problem near Dawn Drive. Attached is a xerox
copy of the area prilnarily affected by the problem.

In researching some of the past correspondence concerning this subdivision
we have noticed that there is one major difference between the original
plat of the subdivision and the existing conditions in the flood prone
area. The plat indicates a 30-foot wide strip of land between the south
line of Diamond Loch and the north line of Richland Hills West. This
strip of land has been cOHlrnonly referred to as "no man's landu in conver-
sations conèerning these two subdivisions. We noted on the ground, and
it was confirmed by residents in the area, that this strip of land has
been deeded to the property owners of Diamond Loch that back up to this
strip of land. Upon deeding of the property each of the O\.A/ners has
either fenced, built retaining walls, bath houses, and/or swimming pools
within this area. The construction has hindered the flow of stOn1l\'iater
which app~rently flowed along a swale at the rear of these houses prior
to being deeded and then fenced.
We would have to assume, from studying the drainage plans of the sub-
division, that the Developer intended for the storm \'/ater from the area
east of Dawn Drive to flow along this 30 foot wide watercourse, as
evidenced by the fact that no provision for underground drainage was
made in this area of the subdivision.
It is our opinion that any temporary measures to solve the problelTI such
as removal of fences, opening holes in retaining walls, grading a swale
at the rear of the properties, etc., \'lould simply tranfer the problefn to
other residents in the area. l\Ie \'ould ur'ge the City not to get involved
in this means of correcting the probleln,-Cls it may subject the City to
possible litigation by other homeo\~ners not presently affeçted by this
problem.

We feel that the only positive solution to the current problem is to
construct underground drainage facilities through or around the sub-
division. We are currently gathering field data to determine the best
routing for an underground system to discharge the excess storm water
from Dawn Drive near Onyx Drive North westward to Big Fossil Creek.
