CALL TO ORDER
Chairman Brad Greene called the meeting to order October 2,2006 at 6:01 p.m.

APPROVAL OF THE MINUTES
APPROVED
Mr. Lombard moved to approve the minutes of the August 7, 2006 Park and
Recreation Board meeting. Mr. McElroy seconded the motion.
Motion to approve carried 6-0.
3.
PR 06-27 OPEN MEETINGS TRAINING FOR BOARDS AND COMMISSIONS
Although the Park and Recreation Board is an "advisory" board, it is the City's
philosophy that all NRH Boards follow the same procedures with regards to open
meetings. Therefore, the Park and Recreation Board completed the one-hour training
video which was produced by the Office of the Attorney General regarding open
meetings. Park and Recreation Board members in attendance for the training include,
Brad Greene, Marty Kusmierski, Ricky McElroy, Tom Lombard, Jay Crane, Mike Filis
and Tracye Tipps.

PR 06-28 PRESENTATION OF THE ADOPTED FY06/07
CAPITAL IMPROVEMENT PROGRAM BUDGET
City Council approved the FY 06/07 Capital Improvement Program Budget at their
September 11, 2006 meeting. Staff presented highlights of the approved budget.

PR 06-29 NEW SERVICE ENHANCEMENT REPORT - HORTICULTURIST &
MARKETING/SPECIAL PROJECTS COORDINATOR
Included in the approved FY 06/07 Capital Improvement Program Budget are two new
positions, restructured from previous positions, for the Parks and Recreation
Department: a Horticulturist and a Marketing/Special Projects Coordinator.
The Horticulturist position was transitioned from the vacant Recreation Superintendent
position and will be responsible for all landscaping projects within city parks and high
profile public facilities including City Hall and the future library. The new
Marketing/Special Projects Coordinator will assume many of the responsibilities of the
Recreation Superintendent with an emphasis on marketing, research and business
development.
Staff anticipates beginning the hiring process in late October.

PR 06-30 PARKS IN PROGRESS UPDATE
Mr. Thornton did not give a specific Parks In Progress Update due to covering most of
the projects in the FY 06/07 Capital Improvement Program Budget presentation.

7.
PR 06-31 RECREATION PROGRAMS UPDATE
Ms. Sharon Davis presented the following to the Park and Recreation Board:
Plans are underway to establish a Dog Park Association.
Personal Training services are up 44% compared to this time last year. Staff attributes
the increase to frequent promotion of the service as well as the trainers being seen
regularly in the facility.
TV OFF... FAMILY ON! will be held on October 21st at the Recreation Center. The new
program is designed to encourage families to be active together and will include
interactive games, arts and crafts and snacks for everyone.
The Recreation Center has partnered with BISD to promote a walking program and
personal training classes for BISD employees. Staff is also working on creating a BISD
Adult Coed Volleyball League.
Fall Adult Softball Leagues began in September with 65 teams participating.
The Dan Echols Senior Center is offering a new Chair Dancing and Senior Therapeutic
Yoga class. The classes are adapted for participants who are partially immobile,
amputees or in wheelchairs.
The Dan Echols Senior Center will be celebrating its 15th Anniversary on Wednesday,
October 18th at 10:00 a.m.
The Autumn Night Music Concert Series is scheduled for October yth & 14th at Kay
Granger Park at Mullendore Elementary School. "Cowboys and Indians" will perform on
October yth and "Me & My Monkey" will perform on October 14th. Both concerts begin at
7:00 p.m.
Hoot n' Howl will be held on Saturday, October 28th from 5:00 - 8:00 p.m. at Green
Valley Community Park. Activities include bounce houses, game booths, live
entertainment, a haunted hay ride and costume contest.
Thirty-five teams are now calling Richland Tennis Center "home". This represents a
45% increase from this time last year.
The Richland Tennis Center is on target to have their 2nd best year in revenue.
Ms. Davis announced the need for volunteers for Hoot n' Howl.

PR 06-32 NRH20 FAMILY WATERPARK UPDATE
Mr. Chris Swartz presented an update on NRH20 Family Waterpark:
The Summer of 2006 ended up being the 2nd highest year in attendance and the best
year in revenue. Staff contributed the success to the implementation of suggestions
from the Strategic Plan and the hot dry summer. Staff will present the End of Season
Report at the meeting in December.
9.
OTHER INFORMATION ITEMS
A Tour of Facilities has been scheduled for Friday, November 3 at 9:00 a.m. for the new
Park and Recreation Board members and anyone else who would like to attend.
10.
ADJOURNMENT
Ms. Kusmierski moved to adjourn the meeting at 8:20 p.m. Mr. Lombard seconded
the motion.
Motion to approve carried 6-0.
