RESOLUTION NO. 2006-098
A JOINT RESOLUTION OF THE CITY COUNCILS OF THE CITIES OF
RICHLAND HILLS AND NORTH RICHLAND HILLS, TEXAS ENDORSING
BOULEVARD 26 STREETSCAPE DESIGN CONCEPTS FOR
CONSTRUCTION OF INTERSECTION IMPROVEMENTS AT RUFE SNOW
DRIVE AND BOULEVARD 26 AND GLENVIEW DRIVE AND BOULEVARD 26
WHEREAS, the City Councils of Richland Hills and North Richland Hills have entered
into an interlocal agreement to jointly promote the planning and
implementation of measures for the revitalization of the Boulevard 26 area
south of Loop 820 which is a mutual concern and which effected roadway
corridors are located within both cities; and
WHEREAS, the City Councils of Richland Hills and North Richland Hills have adopted
specific branding and design efforts for the new "twentysix" area and have
renamed the previous Grapevine Highway within the city limits of each city
to "Boulevard 26" and are firmly committed to supporting new streetscape
design standards and elements for Boulevard 26 south of Loop 820; and
WHEREAS, the City Councils of Richland Hills and North Richland Hills have
established an Oversight Committee composed of two (2)
Councilmembers from each city and one (1) business person to identify
and recommend efforts to revitalize the Boulevard 26 area and the
Oversight Committee has given a unanimous recommendation for
designing and constructing specific intersection improvements for the
intersections of Rufe Snow and Boulevard 26 and Glenview and
Boulevard 26; and
WHEREAS, the City Councils of Richland Hills and North Richland Hills firmly believe
that public dollars spent on specific streetscape designs at key
intersections within the Boulevard 26 corridor will encourage and stimulate
private investment of similar efforts throughout the Boulevard 26 corridor
to assist in the revitalization of the entire area; NOW THEREFORE
BE IT RESOLVED BY THE CITY COUNCILS OF THE CITIES OF RICHLAND HILLS
AND NORTH RICHLAND HILLS, TEXAS:
Section 1: The specific design Concept B2 as included in the attached exhibits is
hereby established as the primary streetscape design for intersection
improvements for the Boulevard 26 corridor. However, should additional
funding be available after bids are received, then an add alternate
(Concept C) will be considered for stamped and colored concrete
crosswalks.
Section 2: City Council members and City Staff from each city are encouraged to
meet with Texas Department of Transportation (TXDOT) officials to
pursue acceptance of the new design concepts for Boulevard 26 by
TXDOT.

Section 3: That the Fort Worth District of the Texas Department of Transportation is
strongly encouraged to approve this unique streetscape design and assist
the Cities' in its timely implementation.
Section 4: City Staff and engineering consultants are encouraged to proceed as soon
as possible with the completion of design and bidding of improvements for
the intersections of Rufe Snow and Boulevard 26 and Glenview and
Boulevard 26.
