CALL TO ORDER
Chairman Brad Greene called the meeting to order December 4, 2006 at 6:02 p.m.

APPRCJVAL OF THE MINUTES
APPROVED
Ms. Kusmierski moved to approve the minutes of the October 2, 2006 Park and
Recreation Board meeting. Mr. Crane seconded the motion.
Motion to approve carried 5-0.

PR 06-33 PARK SYSTEM MASTER PLAN - PARK BOARD INPUT
Ms. Vickie Loftice, Director of Parks and Recreation, introduced Mr. Francois de Kock
who is with Halff Associates. Halff Associates was hired by the City of North Richland
Hills to update the Park System Master Plan. Mr. de Kock presented a powerpoint
resentation and reviewed the priorities set forth from the 1990,1995 and 2000 Master

Plans and projects completed to date. Halff Assoc~ates have also been gathering
information via telephone surveys, focus group meeting, input from the Youth Advisory
Committee and two public meetings. Halff Associates has been asked to prepare three
concept plans, one each for the continued development of Cross Timbers Park,
development of the Little Bear Creek park land and the redevelopment of Northfield
Park. Mr. de Kock took questions from the board and discussion was he1d.
Several residents were resent and s oke re arding the redevelopment of Northfield

Park:
Ms. Cummo - Loves Tipps Canine Hollow. Need to maintain the parks that we have.
Replace old and unsafe equipment at IVorthfield. Important elements they would like to
see at Northfield Park are playground, trails, softball is OK.
Ms. Jan Gilliland - Lives on the property adjacent to Northfield. Does not want ballfields
in the southern area, which is adjacent to their front yard. Ms. Gilliland suggested that
some of the "pet" signs be made out of ineta! instead of cardboard. Ms. Gilliland also
mentioned that she met with Richard Torres to discuss some concerns about the park.
She suggested that the post and cable be replaced and that the picnic tables in the
back part of the park be removed. She is aware that the dog park people want lights
and commented that if there is money available, it needs to be spent on Northfield Park
before being spent on lighting for the dog park.

Mr. Ross Stevens - Inqu~red about the tra~l connection from Grapevine H~ghway to
Glenview. Staff explained the reason why this connection has not been made yet, but
assured him that it is being planned. Mr. Ross also congratulated staff on the "Get
Walking NRH" program.
Unidentified Guest - Would like to see backboards on the tennis courts at Northfield
Park and a new playground.
Mr. Johnny Cummo - Commented on all the pine trees that were planted at Northfield,
~ he said they are gorgeous and they really add to the beauty of the park.
Ms. Foster - Believes there is a broken waterline at the back of Northfield Park near the
dumpster. Pot holes are forming and need to be patched.

Mr. Francois de Kock handed out the Park System Master Play Questionnaire to each
of the Park and Recreation Board for them to complete. He afso asked the Board for
their input or opinion in the following areas. Their comments are listed.
Ballfields: Youth are interested in lighted sand vol{eyball courts. Shade structures over
seating areas at athletic complexes and more practice facilities.
Recreation Facilities: Skate parks and outdoor racquetball courts.
Trails: Connect all the trails, more seating and shade areas along the trail. Wider and
safer on-road trails.
Open Space: Buy every piece of land we can afford.
, Beautification: Beautify the streets, include business owners. Use more native plants.

PR 0~-34 NRH2O END OF SEASON REPORT
Mr. Chris Swartz, NRH2O Park Manager, presented highlights from the NRH2O 2006
End of Season Report.
Attendance for the 2006 season was 260,869 which was an increase from the 2005
season of 250,462. 2006 was their second best attendance season.
Other highlights of 2006: Best revenue year - over $3.9 million, highest season pass
totals -10,848 passes sold, highest group exclusive revenue - over $165,000 and
second best food and beverage revenue - over $410,000.

PR 06-35 PARKS IN PROGRESS UPDATE
Mr. Thornton did not ive a s ecific Parks In Pro ress Update. He oifered to answer

any questions.

PR 06-RECREATION PROGRAMS UPDATE
Ms. Sharon Davis did not give a specific report on Recreation programs. She also
offered to answer any questions.

OTHER INFORMATION ITEMS

. Mr. Tom Lombard commented that the city's website does not have the current names
listed of the JoAnn Johnson Trail and Dr. Pillow Park. Staff will update tomorrow.
Mr. Lombard also inquired about on-line purchases at the Recreation Center. Staff
responded that we currently have on•line registration through Rec Express. There are a
few classes that you cannot register for on-line though.
Mr. Marlin Miller inquired about the band for Sounds of Spring. Staff responded that the
bands have not been booked yet. Discussions are being held about the possibility of
moving the concerts to another location such as NRH2O nearthe two new pavilions. A
final decision has not been made.

ADJOURNMENT
Mr. Lombard moved to adjourn the meeting at 8:40 p.m. Ms. Kusmierski seconded
the motion.
