CALL TO ORDER The meeting was called to order by Acting Chairman Bill Schopper at 6:17 p.m. 2. GENERAL DISCUSSION REGARDING AMENDMENTS TO ZONING AND BUILDING CODE CONSTRUCTION STANDARDS John Pitstick, Dave Pendley and Eric Wilhite discussed special fund raising events for non-profit entities and several issues involving zoning/building construction standards as directed by City Council. The Commission discussed event frequency for non-profit and community organizations and believe four events should be allowed for these groups each year. They would also like to consider restricting outside carnivals. Event durations, size and intensity as well as hours for operation were also discussed. Page 1 of 2; 2/1/07 P & Z Work Session Minutes The Commission also discussed requiring the use of metal posts on privacy fences. It was a consensus that this requirement should be considered for newly constructed fences, but not for replacement fences. The Commission feels that visibility restrictions on second story windows in new homes overlooking neighboring residences should be considered on a case by case basis under Planned Development Zoning. The consensus of the Commission to introduce environmental energy codes as new building codes are updated instead of mandating LEED (Leadership in Energy and Environmental Design) certification for new construction. 4. UPDATE ON STRATEGIC PLANNING EFFORTS John Pitstick gave an update on strategic planning efforts including Home Town, the Smithfield Conservation District, Boulevard 26, the Loop 820 Corridor and Regional Rail Station Planning. 5.
