SUP 2006-08
AN ORDINANCE OF THE CITY OF NORTH RICHLAND HILLS, TEXAS,
AMENDING THE COMPREHENSIVE PLAN AND THE COMPREHENSIVE
ZONING ORDINANCE BY GRANTING A SPECIFIC USE PERMIT TO ALLOW
THE REDEVELOPMENT OF AN EXISTING STRUCTURE FROM A TIRE AND
AUTO SERVICE CENTER TO AN AUTOMATED CAR WASH; ESTABLISHING
A PENALTY; PROVIDING FOR PUBLICATION AND PROVIDING AN
EFFECTIVE DATE.
WHEREAS, notice of a hearing before the Planning and Zoning Commission was sent
to real property owners within 200 feet of the property herein described at
least 10 days before such hearing; and,
WHEREAS, notice of a public hearing before the City Council was published in a
newspaper of general circulation in the City at least 15 days before such
hearing; and,
WHEREAS, public hearings to zone the property herein described were held before
both the Planning and Zoning Commission and the City Council, and the
Planning and Zoning Commission has heretofore made a
recommendation concerning the zone change; and,
WHEREAS, the City Council is of the opinion that the zone change herein effectuated
furthers the purpose of zoning as set forth in the Comprehensive Zoning
Ordinance and is in the best interest of the citizens of the City of North
Richland Hills; NOW, THEREFORE,
BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF NORTH RICHLAND
HILLS, TEXAS:
Section 1 : THAT the Comprehensive Plan and the Comprehensive Zoning Ordinance
and the zoning map of the City of North Richland Hills are hereby
amended by changing the zoning of a parcel of property described by
metes and bounds on Exhibit A hereto, and granting a specific use permit
and approving the site plan attached hereto as Exhibit B to allow the
redevelopment of an existing structure from a tire and auto service center
to an automated car wash.
Section 2: Any person, firm or corporation violating any provision of the
Comprehensive Zoning Ordinance and the zoning map of the City of North
Richland Hills as amended hereby shall be deemed guilty of a
misdemeanor and upon final conviction thereof fined in an amount not to
exceed Two Thousand Dollars ($2,000.00). Each day any such violation
shall be allowed to continue shall constitute a separate violation and
punishable hereunder.

Section 3: The City Secretary is hereby authorized and directed to cause the
publication of the descriptive caption and penalty clause of this ordinance
two times.
Section 4: This ordinance shall be in full force and effect immediately after passage.
AND IT IS SO ORDAINED.

Exhibit A
All that certain tract or parcel of land lying and being situated in the E.S. Carder Survey,
Abstract No. 308, Tarrant County, Texas, and being a portion of Town & Country
Estates, as filed of record in Volume 388-22, Page 51, Plat Records of Tarrant County,
Texas and being all of that certain called 0.776 acre tract of land conveyed to C.W.
Rogers Real Estate Investments, Ltd., as filed of record in County Clerks File No.
D206282376. Deed Records of Tarrant County, Texas, and being more particularly
described by metes and bounds as follows:
BEGINNING at a TXDOT concrete monument found at the intersection of west line of
Blackfoot Trail and the south line of Airport Freeway (State Highway 121),
said point being the northeast corner of said Rogers Tract, for the
northeast corner of this tract;
THENCE South OOC) 30' 19" East, along the west line of said Blackfoot Trail, a
distance of 346.73 feet to a TXDOT concrete monument found at the
intersection of the west line of Blackfoot Trail and the north line of Bedford
- Euless Road, said point being the southeast corner of said Rogers Tract,
for the southeast corner of this tract;
THENCE North 83"48'06" West, along the south line of said tract and along the
north line of said Bedford - Euless Road, a distance of 115.67 feet to a 1/2
inch iron rod set, the southwest corner of said Rogers Tract, also being
the southeast corner of that certain tract of land conveyed to Yooniecho1s
Family, Inc., a Texas Corporation, according to the deed filed of record in
County Clerk's File #D0206150450, Official Public Records of Tarrant
County, Texas, for the southwest corner of this tract:
THENCE North 00"32119" West, along the west line of said Rogers Tract and along
the east line of said Yooniecho Tract, at a distance of 171.98 feet pass a
capped iron rod marked "Transystems,1I continuing along the east line of a
tract of land conveyed to Five Star Properties, as filed of record in Volume
7805, Page 408, Deed Records of Tarrant County, Texas, in all a distance
of 241.1 0 feet to a TXDOT concrete monument found in the south line of
Airport Freeway, the northeast corner of said Five Star Properties Tract
and the northwest corner of said Rogers Tract, for the northwest corner of
this tract;
THENCE North 50°48'07" East, along the south line of said Airport Freeway and
along the north line of said Rogers Tract, a distance of 147.37 feet to the
PLACE OF BEGINNING, and containing 0.78 acres of land, more or less.
