CALL TO ORDER The meeting was called to order by Chairman Randy Shiflet at 6:30 p.m. 2. ROLL CALL PRESENT Chairman Vice Chairman Secretary Ex-Officio Randy Shiflet Bill Schopper Don Bowen Steven Cooper Mike Benton Mark Haynes Kelly Gent Dianna Madar CITY STAFF Asst. Planner Chad VanSteenberg Dir. Planning and Development John Pitstick Assist. Dir. Public Works Greg VanNeiuwenhuize Recording Secretary Gina Harner 3. CONSIDERATION OF MINUTES FROM THE SEPTEMBER 20, 2007 MEETING APPROVED Don Bowen, seconded by Steven Cooper, motioned to approve the minutes of September 20, 2007. The motion carried unanimously (7-0). Page 1 of 14; 10/04/07 P & Z Minutes 4. GENERAL DISCUSSION REGARDING UPDATES TO THE COMPREHENSIVE PLAN MAPS John Pitstick said that we would like to move forward and put the final touches on the maps. We would like to make recommended changes over the next two weeks. Once the Commission is comfortable with the maps they will be placed on foam board and placed on display in the City Hall foyer for a couple weeks. There will also be an advertisement placed in Sunday's paper for a public hearing that will be held October 18, 2007. We hope to be able to take proposed changes before City Council in November. Once proposed changes have been approved by City Council the maps will be changed and submitted to Council Governments and The T. This will help with the environmental impact statement that is being filed as part of Southwest to Northeast study for the future rail station sites. The Environmental Impact Study is the primary reason we are trying to move forward quickly in order to submit the new maps as evidence that we are committed to the rail stations. Greg and I have been on several technical committees. Councilman Tim Welch has also taken part in some of the committees as well. The maps in the packets include both of the proposed rail stations. There is a station in Haltom City at Beach and it will go all the way from Southwest Fort Worth North to the Airport. They plan to have the rail line active by the year 2012. We are not a member of any transit organizations and don't have any funding. Although we are doing everything from a planning perspective to have everything in line to have those two stations. The T has said it will require a minimum of 3/8 cents sales tax effort which is what Grapevine has also pledged. We are capped out and hope to be able to come forward at the next legislative session to get an increase in the sales tax for a County wide election or regional rail tax. If that doesn't pass and we aren't able to move forward with legislature there may be other efforts made for funding. The attitude that the Mayor and City Managers Office has taken is that we will do everything we can from a planning stand point that needs to be done and let the politics and funding work itself out. URS is the agency that is working with The T on the Southwest to Northeast study and has made some preliminary plans for what the future stations will be. John Pitstick reviewed the proposed changes on the Comprehensive Land Use Plan. The changes for the Loop 820 study are reflected on the maps. The first is the change of Residential to Commercial behind Huggins. It was discussed to take the row of homes just North of Maplewood and use it towards a future expansion of City Hall. They have changed that zoning to Institutional and there has already been a public hearing regarding this matter as part of the Loop 820 study. The area at Marilyn and Cummings is being designated for retail. The Southeast corner of Holiday and Loop 820 is a triangular piece near Karen that is also being proposed for retail. The property at Rufe Snow and Loop 820 that includes the current Recreation Center and Library will be designated for retail once the Library moves to Hometown. There is a section of Dick Lewis on the North side that is about 8-10 acres is currently designated for retail. Because it is so far back it will be changed to Medium Density Residential. Page 2 of 14; 10/04/07 P & Z Minutes The only other changes are the Mixed Use Development areas that will be around the proposed Rail stations. They will have Mixed Use One which will be core areas around Smithfield and Iron Horse and Mixed Use two for Peripheral areas that are a little further out. These changes are for the efforts of the Loop 820, transit and Smithfield Station. . Changes on the Comprehensive Land Use Plan will not change the current zoning. Existing zoning can still be utilized but as they come in for new zoning cases we would recommend for them to move towards what is designated on the new Comprehensive Land Use Plan. We don't have a specific land use or zoning designation for the mixed use. We are hoping to hire an outside firm to help us develop specific guidelines for a zoning district that would include that mixed use district. City Council has money in the current budget to hire an outside consultant to allow us to create the new zoning district. The closest thing we have to compare for the mixed use would be Hometown. We want to create a Mixed Use development that would be compatible for the area surrounding the future rail stations. Mike Benton asked if the Church of Christ owns all of the property around their building? John Pitstick said yes. The church owns all the property up to Five Star Ford. It was discussed at one time to change the property towards the back to Retail. It is so far back on their property and would make for a long walk to the building if the church chose to use for parking. This might give the church some incentive to sell some of that property. Chairman Shiflet asked if it was zoned retail or commercial? John Pitstick said lets make it for retail to allow for flexibility if they were to come in for a zoning change. Chairman Shiflet said that the property between the NTB Tire and the East Side of the Recreation Center is owned by the Church of Christ also and we might want to apply that logic to that area as well. John Pitstick said the Recreation Center would be made retail and wouldn't have a problem making that property to the East retail also. Chairman Shiflet said that the restriction that they have had there is that if the church would choose to expand it would not have access to that area of the property. Although once the Loop 820 project is complete there would be access and then it would make it marketable. Bill Schopper asked why the entire church property couldn't be changed to retail? John Pitstick said that it could be changed to retail although we don't know that the church will be going anywhere. Page 3 of 14; 10/04/07 P & Z Minutes Bill Schopper said that it wouldn't matter it would allow for a future zoning case if Five Star Ford ever wanted to expand. John Pitstick said that this area would be within the corridor that will be considered Mixed Use two. That leaves it open for Mixed Use and that would go all the way up to Five Star Ford. Bill Schopper said than that would work because it would be for whatever we want. John Pitstick said yes, as we develop the ordinance. From a land use standpoint it could be anything but it will allow for more control of design. Mike Benton asked if they would be eventually widening the bridge and making a Texas turn around? This will make that area a very desirable area. Greg VanNeiuwenhuize said that Iron Horse bridge will be a major player in the surrounding properties with the reconstruction of Loop 820. The current plan for Loop 820 is to have 10 lanes. Five lanes going each direction. The two center lanes each direction will be toll lanes. The remaining 3 lanes will still be free lanes. The logic from TXDOT is that we have 2 lanes each direction now and they will be giving an additional lane and it is a way to get the project under construction faster. The funding isn't available for this project so they are using a CDA process where they have a developer submit a proposal. This was done for 121 in Collin and Denton County where NTTA eventually got the project. The toll lanes will have very limited access. You will only be able to get on at a few locations. Iron Horse will be a location where you will be able enter and exit the lanes at the bridge. John Pitstick said that for example if you were going to the airport you could get on the managed lane and go straight through everything. There will only be two or three exits between here and the airport. Mike Benton said that the property by the Church of Christ would end up being a very desirable area. John Pitstick said that entire property has been outlined as included in the Mixed Use Two. Steven Cooper said that the church is designed to expand to the West by the way that the auditorium was built. Greg VanNeiuwenhuize asked if that would place it closer to Meadow Lakes? Steven Cooper said yes. The parking lot would be on the back. Page 4 of 14; 10!04/07 P & Z Minutes John Pitstick said that when we see the new map it wilt be colored the blue and darker blue colors. Mixed use one will be the darker blue color which will be the core area. Land use can be controlled by design criteria. Bill Schopper said that the Iron Horse area has changed so much and would hate for something to come in that has a deal right now for it like when we down zoned for those houses which made sense at the time but it wouldn't have that property now. John Pitstick said that they want to get the commissions formal recommendation on the Comprehensive Plan maps in two weeks. Also would like to invite all Planning & Zoning Commission members to City Council meeting on November 12. There will also be a Public Hearing at that meeting as well and would be helpful for a few members from P & Z to attend and be available to make any comments if necessary. Chairman Shiflet asked about the strategic areas that will be turning to the blue colors. Does that mean that the Industrial within the Iron Horse area will go away? John Pitstick said that is a good point. If you are looking at Industrial we are trying to preserve the Industrial areas that we have since we have so little. We aren't even sure that the old Kimberly Clark facility will still be Industrial. Maybe that area should be changed to Commercial. Chairman Shiflet said that he disagrees from a revenue point of view. There is so little Industrial area available that wouldn't be in someone's backyard. It is too premature to emphasize down zoning that area by the old Tecnol and Kimberly Clarke buildings. John Pitstick said that we don't want to run off Bates Container, Sealy and Tyson. If someone walks in and is looking for an area for Industrial we will push that area off Browning on North side by the railroad tracks first. Bill Schopper said there is a lot of area on the East side of Davis past the railroad tracks. I don't believe that we should down zone that area. There are some really neat Industrial areas in some of the other communities like Southlake. People like to have these areas close to home. John Pitstick asked about just changing the Mixed Use One to blue and for Mixed Use Two outline the area with the church and the industrial area but leave the colors the same on the Comprehensive Land Use Plan. Bill Schopper said that the problem with those industrial areas is that the buildings are already there. Such as the Tecnol and Kimberly Clarke buildings and we are looking for reuse and don't want to stand in the way of them opening and putting people to work in any of those places. John Pitstick said that what he suggests is outside the core areas they will leave the same colors. But they will have the thick outline of that area that says that they can Page 5 of 14; 10/04/07 P & Z Minutes continue to use it under the existing zoning but if they are looking to redevelop will be encouraged towards the mixed use development. Right now if you change the color to one color it will begin to look like there isn't any Industrial or specification of what you want in that area. The most critical would be the core area that will be really close to the rail stations. As the property values go up they will have a better opportunity to redevelop those areas. The multi family on the backside with the way the topography is it would make it hard to get to the rail station. You would not have access because the rail station would be up on the hill with the multi family down below. Bill Schopper asked if what they were trying to do is have an area like the Hometown development with the retail on the bottom and multi family? In that case would you really want a factory in the middle of all that stuff anyway but the factory was there first. John Pitstick said that we aren't changing any zoning but by leaving the core areas colored for Institutional, Retail, Industrial would be easier. Bill Schopper said that he agrees with the first point. The colors are better to be changed for the Mixed Use One and Mixed Use Two. With the redevelopment of Loop 820 then we are talking a freeway the size of LBJ and retail will be beyond the normal retail it will be larger scale retail stores and condos. At that point it won't be like North Richland Hills. That area would not be a magnet for small retailers. John Pitstick said that we have a plan for how we will transition the Sam's and WalMart and will use the same access points and parking lot. Bill Schopper said that there are large factories right against those buildings along LBJ. They were in the area first and when it gets too expensive then they end up going away at some point anyway. Don Bowen asked who the company was that moving in from Haltom City? John Pitstick said Fitz Manufacturing. They are going into the Kimberly Clarke building off of Rufe Snow. Don Bowen said he thought they were going into the building farther East that just vacated. Bill Schopper said if they have Industrial set as a subset of Mixed use and the commission is able to change things then changing the colors is the way to go. Have one color for Mixed Use One and the other Mixed Use two. You wouldn't want the Industrial to be in the mixed use one because you want more pedestrian friendly in that area and Mixed use two will be places for people to work. Mike Benton asked how much Industrial we are realty wanting? He said he wouldn't want a bunch of factories behind his house. Page 6 of 14; 10/04/07 P & Z Minutes Bill Schopper said that it would probably be a bunch of high tech stuff. For example the David Halt Office Park in the Addison and Frisco area is zoned Industrially but is actually just offices and high tech businesses. Mike Benton asked if they would be factories that would create foul odor? We wouldn't want anything like that close to homes. Bill Schopper said no. Chairman Shiflet said he knows what Bitl Schopper is talking about because there have been some problems with Tyson. But then you have companies like Sealy and Kimberly Clarke and they are working in very clean and sterile areas. John Pitstick said Fitz Manufacturing is a good industry but it won't be completely clean. They will be bringing in plating. They have it contained and controlled but it is a heavier Industrial type of industry. With the price of land we aren't going to see a lot of those type of Industrial businesses unless they already have an existing building that they could go into pretty cheap. Bill Schopper said that with some of that stuff flexibility is the key. John Pitstick asked what the commission would recommend that we do? Do you want to change the colors for Mixed Use One and Two? Bill Schopper said that he thinks that the first idea of changing the colors is the best. He said that he would prefer to not have institutional on the map. That is a temporary situation. John Pitstick said that the schools aren't going anywhere. Bill Schopper said that isn't necessarily true. John Pitstick said that Smithfield has been there 45 years Bill Schopper said that you just have to consider that the schools are making decisions to make changes all of the time. Dianna Madar asked how Mixed Use One and Mixed Use two would be defined? John Pitstick said that Mixed Use one will be closer to the rail station so they are looking for Multi family uses and Mixed uses to encourage people to walk. They would like for people to be able to walk from where you live and ride the train to Downtown Fort Worth or the airport and make it where people might only need one car. Those uses are going to be like what is going up right now in Hometown. It would be nice to allow for more Pedestrian friendly environment and get some of the cars off of the freeway. For Mixed Use Two it will be a while before we start seeing things that apply for that. The Mixed Page 7 of 14; 10/04/07 P & Z Minutes Use Two would allow for some of those type of businesses to tie in with the Mixed Use One core areas. In Hometown for example you see all the residential on the West Side and then you see the core area around the Library and where the Recreation Center and Ice Rink will be. We haven't defined what Mixed Use One and Mixed Use Two will be yet. They want to change the colors on the map and then go through the procedure to hire some outside consultants to determine what kinds of mixed use and densities we want and how to control those. We aren't going to limit density but it won't be a traditional 3 story walk up multi family apartment. There would have to be retail included with the multi family. They want something that will allow for sustainability so 20 years from now it will continue to regenerate itself with offices and businesses and will be close to the rail station for transit. Kelly Gent asked how the boundary for the Mixed Use One was determined? John Pitstick said that with Smithfield it was pretty much the original boundary they had with the Smithfield conservation district. From the Historic perspective it was difficult to go any further than that. With the topography at Iron Horse everything West of the railroad tracks would be very difficult to access. Across the freeway made for a natural barrier there and then they determined what a natural easy walking distance for where the future rail station would be. Basically it would be the Sam's and WalMart and the Loop 820 study. There is nothing to say that we couldn't extend the boundary. Chairman Shiflet said that when Hometown was determined for the Mixed Use it was a big process to determine exactly was to be done. We are being asked to make a consensus about changing the colors on the Comprehensive Land Use map for something that is untangible at this time? I wouldn't have a problem with putting hash marks or lines showing where the proposed Mixed Use One and two would be. He feels that they are being asked to make a consensus on something that isn't set in stone. John Pitstick said that we need to move forward to be in line with the transit stations. They are looking to us to present them with information showing that we are interested in at least offering transit oriented mixed use development around these stations. Secondly the outline of the area has been identified in the Smithfield study and the Loop 820 study. I agree that we don't have setbacks and all the specifics of what can and can't be done. I don't have a problem if we just want to change the area to one color and marking it for mixed use. Chairman Shiflet said no. He does not have a problem with the One vs. Two. He has a problem recommending changing colors. Greg VanNeiuwenhuize asked if he had any issues with the boundaries? Chairman Shiflet said no. Page 8 of 14; 10/04/07 P & Z Minutes John Pitstick said that we can leave it the way it is stated on the map now with the boundaries. Greg VanNeiuwenhuize asked if we thought that this would be enough evidence by changing the nomenclature and calling it MUTOD1, MUTOD2. Bill Schopper said that he would agree and be apprehensive if we were talking about changing the zoning ordinance, zoning map or approving a specific development. This is the Comprehensive Land Use map which can be amended at any time. It has no legal bearing. We change things that were Industrial to Residential. It has never held us from making other decisions. Chairman Shiflet said that it does have some legal ramifications. Greg VanNeiuwenhuize said that it tells the public what our intentions are. Bill Schopper said that our intentions are to have this area Mixed Use. We don't know the specifications but he is likening this situation to the residential infill. I was terrified of the residential infill because we felt that R-2 should be on certain size lots but by allowing people to be creative and staying on top of the changes it has allowed for a lot of really nice products in this town. As long as we stay on top of it and stay away from micro managing. I understand that some want a definition for Mixed Use One and Mixed Use Two defined but there is not a definition for that right now. Chairman Shiflet said I just wonder if the borders, outlines or hash marks would be enough to show them that we are eager to move forward. Even though there may not be a clear legal binding on this change when we are looking at zoning changes it clearly says that it either is or is not compatible with the Comprehensive Land Use Plan. John Pitstick said that he thinks that he has a solution. For the next 2 wks the maps will not change. We can go ahead and make the other changes outside those two areas. Then we will leave the colors and outline the areas for the Mixed Use one and Mixed use two. If this is what the commission chooses to recommend we can advise the Council that the commission in support of the Mixed Use Development in these areas but would like to see specific guidelines and definitions before changing colors on Comprehensive Land Use Plan. Chairman Shiflet said that it seems a little early for him to agree with changing the colors. Bill Schopper said that you have to look at this like a sales document and not a guide document. When we are deciding upon a zoning case we will have to envision when a rail station will be across the street. Would it work then? If it is on the map we can look at the area and see that it is blue and know that the intention is to have a rail station there. I believe that unless we change the colors on the map it doesn't look like we are committed. Page 9 of 14; 10/04/07 P & Z Minutes Kelly Gent said that when they look at it with the previous color coding that even though it says Mixed Use One and Mixed Use Two in outline they may question whether our intentions are really to change those areas? Chairman Shiflet said that he is just looking at this from the point of view of determining zoning cases. Mike Benton asked if we have to worry about changing zoning right now? Chairman Shiflet said no, the zoning won't change. Steven Cooper said with changing the colors to blue it still gives us the freedom of whatever Mixed Use One and Mixed Use Two end up being. It could be close to what is on the map now. John Pitstick said that this doesn't stop anything. If they have existing zoning they can move on with it. If they have to come before the commission for a zoning change then it plugs them into the changes. Mark Haynes said that he is leaning towards Mr. Shiflet's thinking. If we think that it is a good enough sales tool to leave the map the way it is with the border outlined then he thinks we should do that. Don Bowen said that this is a toot to show that we are committed to this project and if it takes the blue colors to show that we are committed then I think that is what we should do. I lean towards the fact that we want to show TXDOT that we are serious about making these changes for the rail stations. Steven Cooper said that we are a visual society. Bill Schopper said yes. The blue works because it looks like Hometown and they can make an inference that it is going to be like Hometown. Then if they go and drive that area and they are going to be sold. Chairman Shiflet said that based on stated opinions from the discussions that we have the consensus to go with the blue color change. John Pitstick said that we will try to get a definition for the Mixed Use One and Mixed Use Two in the next two weeks. We have had some good points brought up and we need to generally define what they will be. Dianna Madar said that we just don't want someone looking at the map and wondering what happened to all of the Industrial areas. Page 10 of 14; 10/04/07 P & Z Minutes John Pitstick said that if they come into the planning office they can look at the zoning map in order to locate the Industrial areas. Bill Schopper said that we are already going to have property owners upset when they look and see that their property is underneath this divided area. John Pitstick said they should be happy because it will increase value for their properties. Greg VanNeiuwenhuize discussed the Thoroughfare Plan. The Thoroughfare Plan Update memo that was included in the packets was gone over. The first 4 items listed are already in existence today. Number 5 is the change on Main Street between Smithfield and Davis to go from C4U to a C2U. Number 6 was to remove Windhaven a collector street from the Thoroughfare Plan. That street can't exist because of the development of Graham Ranch. Number 7 Susan Lee Lane between Loop 820 and Maplewood is proposed to change to residential. Then the 3 additional items that were brought to our attention at the September 20th meeting. After these items were brought to our attention they were discussed by Public Works and also presented to the DRC. The first item was between Main Street and Amundson Rd.it was still indicated as a commercial street and that is the case. The plats that have been submitted and developed along that corridor have been dedicated the right of way necessary fora 4 lane collector street. John Pitstick asked if that was shown on the map ? Greg VanNeiuwenhuize said yes, Number 2 it was brought to our attention that Simmons is now Hawk Avenue now. That change has been made. They are recommending that Hawk be a collector street. They are recommending a C4U from Mid Cities to Ice House Dr. and then South of Ice House Drive it will change to C2U. Once it goes beyond that it is in Hometown. Hometown is an area that will be looked at separately at a later date. The last item that was brought up at the last meeting was Weyland Drive on the North side of 183 between 183 and Harwood Rd. It should be a collector and it has been looked at and they believe that it should be a 2 lane undivided collector. Bill Schopper asked if there have been any traffic counts on Chapman and Hightower to determine if there is more traffic traveling North to South then there is East to West? Greg VanNeiuwenhuize said that the intersection was studied within the last year to determine what would be the best alternative. I believe that there were traffic counts that were done during the study. Steven Cooper said that he thought they were going to be placing a traffic signal there Greg VanNeiuwenhuize said yes, it is proposed to have a traffic light there. Page 11 of 14; 10/04/07 P & Z Minutes Steven Cooper asked about the section of Holiday and also Eden that are C4U's feeding into Starnes and Rumfield. You have a major collector stopping or ending into a minor collector. It just seems that we have a large amount traffic to put into a smaller collector. Greg VanNeiuwenhuize asked if he was looking at Eden? Steven Cooper said the small piece of Eden that runs up to Rumfield is a C4U running into a C2U. Then on Holiday that runs by North Ridge Middle is also a C4U into a C2U. These might be fine it is just the only places that we see that happening. Bill Schopper said that Smithfield it goes from 4 lanes down to 2 lanes. Steven Cooper said that is more of a question. Didn't know if this could pose as an issue or if most of the traffic disperses into the neighborhood. Greg VanNeiuwenhuize said that with Eden it might be more of an issue but with Main Street into Smithfield. Where Smithfield is a C4U and we are recommending Main Street as a C2U. I see that Main Street is dumping onto Smithfield. Steven Cooper said that it was Holiday where it ends at Starnes by North Ridge Elementary. Greg VanNeiuwenhuize said that traffic on Starnes will be dispersing onto Holiday. But as you go back the other way you are having traffic disperse into the neighborhoods. When you are traveling North on the C4U some of that traffic is exiting North on Holiday and some of the other side streets. In theory by the time you reach Starnes you wouldn't have the same amount of traffic. If Holiday Lane was to go all the way North to Bursey then that might be an issue. Kelly Gent asked if we were planning to make Holiday Lane C4U all the way? Greg VanNeiuwenhuize said yes, that is on the existing plan. Chairman Shiflet said that once you go North on Mid Cities and Holiday even though it is called a C4U it is only striped for 2 lanes. We have the same thing on Bursey and Chapman. A lot of these are labeled as C4U but only striped for 2 or 3 lanes. Steven Cooper asked if they were mislabeled then? Chairman Shiflet said no, because it is planned for a C4U. Steven Cooper said that he just looks at it like a pipe. If you have a C4U size pipe you would not approve to dump into a C2U pipe. Page 12 of 14; 10/04/07 P & Z Minutes Mike Benton said that it seems that you are crossing a lot of C2U and it seems that all of the traffic would be dispersing off onto other streets. I think that the traffic signal at Holiday and Chapman will be helpful. Chairman Shiflet said that Combs Drive behind Rufe Snow and 820, runs off of Rufe Snow behind WalMart. With Mixed Use One and Mixed Use two that should function by at least a C2U. The other place was Dawn Drive off of Glenview by Spurlock Park. It goes down to Onyx Drive North. If you look between Onyx Drive North and Glenview as a C2U, it functions as that today. The only other one that I have a question about is on Martin Drive, right now it is proposed as C2U. Either Simmons needs to come off as C2U or Martin needs to be extended to Simmons. Bill Schopper said that extending Martin would probably be better because before Mid Cities was extended that is how you got over to Precinct from Davis. Chairman Shiflet said that Martin has already been improved. Bill Schopper said that there was going to be a bunch of commercial off of the Northwest Corner of Precinct so that would be good for that to stay there. John Pitstick said that we had Martin Drive, Combs and Dawn to be looked at. Chairman Shiflet said yes. Bill Schopper asked about Cagle next to the Academy if we aren't going to take Susan Lee all the way down can't we go over to Cagle to get to the Loop? You used to be able to come down Susan Lee. John Pitstick said that you could use Cloyce Mr. Schopper said that Cloyce brings you down too far. Cagle brings you out right by the Academy. John Pitstick said that the two other maps we have are the Strategic Planning Areas which helps us identify future studies. We have an implementation plan for Loop 820 with the area defined by Loop 820 study. There is one area that is a hole around Arnold Terrace and probably needs to move the Green shading up into that space. Chairman Shiflet said that we should refer that to DRC for recommendation. John Pitstick said that they would have DRC look at that. Otherwise this is just the Hometown area and if we have other studies or overlay districts we can add it to this map. There is also the Transit Concept Map which we hope to have those done for people who are interested in the transit. There are also maps that have been done by The T or Southwest to Northeast studies so we are going to include those also. We want people to be aware that we have a rail station on the regional rail study and hope Page 13 of 14; 10/04/07 P & Z Minutes to move forward with that. We take this information to DRC to make these changes and we will bring this information back for the formal public hearing at the next meeting. We will show both maps in the lobby so that people can see the difference between the changes that will be made. We will also have a definition for Mixed Use One and Two. There is nothing set in stone about having to take this to the November City Council meeting. We are just trying to get evidence to present. They are moving forward pretty quickly on the environmental impact statement for the Southwest to Northeast study. We would like to be able to say that we have officially changed our maps and we are behind you and we want the Mixed use development. They will actually use our new Thoroughfare plan and they will run the ridership models out to the year 2030. Greg VanNeiuwenhuize said that he believes that it also affects their shuttle routes. John Pitstick said that they can determine how many shuttle buses they need out of each station. There is millions of dollars of Federal Funding if they can move forward with that. We are trying to get to the airport. Fort Worth is trying to beat Dallas to the airport. Funding is going to be a big issue and not sure how that is going to work out but the Mayor would like to be ahead of the game in terms of the planning. ADJOURNMENT There being no other business, the meeting adjourned at 7:42 p.m. Chairman I Randy Shiflet Secretary ~' Don Bowen Page 14 of 14; 10/04/07 P & Z Minutes
