CALL TO ORDER
Chair Kay Schmidt called the meeting to order October 25, 2007 at 6:01 p.m.
APPROVAL OF MINUTES
Minutes of the September 20, 2007 meeting were approved with one change.
ELECTION OF OFFICERS
MS. MARY SHILCUTT MOVED TO RE-ELECT CHAIR KAY SCHMIDT AS CHAIR OF THE LIBRARY
BOARD. MOTION SECONDED BY MS. AVIS CRISP.
MOTION TO APPROVE CARRIED 5-0.
MS. JANE BIRKES MOVED TO RE-ELECT VICE-CHAIR DAVID NELSON AS VICE-CHAIR OF THE
LIBRARY BOARD. MOTION SECONDED BY MS. MARY SHILCUTT.

LIBRARY DIRECTOR'S REPORT
Mr. Steve Brown updated the Board on the following:
Phone and Internet services were down all day.
Brenda Talley, Adult Services Supervisor, along with several other staff members,
called a conference with the after-school kids in an effort to help control noise and other
behavioral issues. The kids suggested giving snacks for good behavior. Staff is
checking on prices for a commercial popcorn popper to pop corn once a week for good
behavior. Staff has also been routinely patrolling the library and arranging tables and
chairs in different locations where the kids gather. Staff also informed the kids that the
Library will be moving to a new location early next year.
The City kicked off the 2007 United Way Campaign in October. Both Kandra Keith and
Kelly Preston represented the Library on the City's United Way Committee. June Brook
won first place in the first heat of tricycle races at the United Way lunch. All proceeds
from the tricycle races will go to United Way.
Interviews for the reference librarian position are underway.
Jared Miller from Snyder, Texas was selected as Assistant City Manager of North
Richland Hills. He will begin work on November Stn
UPDATE ON LIBRARY CONSTRUCTION
Substantial completion of the new library is on schedule for early January, 2008. The
first of the shelving will be delivered late January, 2008. The Library is scheduled to
close on the day the movers begin moving the shelving and books on February 11,
2008. It will take three working weeks to move the entire collection. The Library will
remain closed from five to six weeks while RFID, security gates, furniture and other
equipment is installed.
Nine companies submitted bid packages for moving the library shelving and books.
The cost to completely furnish the new library is under $10.00 per square foot.
Complete furnishings for most new library's average $26.00 per square foot. The
savings will help offset the cost of new computers and networking equipment.
Five proposals were received for the RFID system. Council will award the bid at the
November City Council meeting. The adult collection will be tagged before it is moved,
while the children's collection will be tagged at the new library.
Ms. Mary Shilcutt asked if the City has solicited any art donations for the new library.
Mr. Brown said not at this time, and he mentioned the City's acceptance policy on art
donations. However, the Library is inquiring about buying a piece of art loaned to the
City that was once displayed on the Bedford-Euless Greenbelt.

LIBRARY BOARD MEMBER REPORTS
Mr. David Nelson informed the Board that he was approached by members of Council
asking him to comment on branch libraries.
Discussion followed.
NEXT MEETING DATE
The next Library Board meeting will be Thursday, November 15, 2007 at 6:00 p.m. in
the Library Board Room.
