Call to order Chairperson Kathy Luppy called to order the meeting of the Keep NRH Beautiful Commission at 6:45 p.m. on September 18, 2007 in the Neighborhood Services office. Roll Call The following persons were present: Commission Members: Kathy Luppy Chairperson Dianna Madar Commission Member Teresa Hebert Commission Member Holly Bullington Commission Member Jay Garner Commission Member Doris Tipps Commission Member Dianne Spradling Commission Member Staff Members: Debbie York Environ. Res. Coordinator Tiffany Inay Secretary 2. Approval of minutes from last meeting Chairperson Kathy Luppy motioned to approve the minutes from the August 14, 2007 meeting; Committee Member Holly Bullington seconded the motion. The minutes were approved as written. 3. Review of Green Campus Application Form The Commission Members discussed redoing the Green Campus signs. The colors would be a light green background with black letters. The Commission Members thought it would be a good idea to identify areas that needed to be cleaned up so that a list will be available for those who are interested in participating in the Adopt-A-Spot program. Chairperson Kathy Luppy noted that the Litter Not program had been added one of the application's sub- categories. Kathy Luppy made a motion to have the application form accepted as amended. Dianna Madar seconded the motion. 4. Discuss Topics for Solid Waste Grant Application Debbie York stated that in Fiscal Years 2008-2009 the State will fund solid waste projects. Debbie York stated that an estimated 1.5 million will become available for projects on a competitive basis for the FY 2008 cycle. Another approximate $1.5 million will become available for projects in the FY 2009 funding cycle in the Spring of 2008. She stated that in order for a grant application to be considered it must support recycling, illegal dumping, environmental education/training and technical studies. She stated that the City of North Richland Hills has received several of this type of State grants in the past. The Commission Members discussed applying for a grant to encourage citizens to recycle at local businesses as well as City run businesses such as NRH20. Kathy Luppy brought up the issue of added labor involved in emptying the recycling bins. The possibility of applying for grant funds for a pilot recycling program at a local business was also discussed. The environmental education patch pal program was also discussed as a possible project. Chairperson Kathy Luppy discussed trying to get a grant for an environmental magician. 5. Discuss Special Projects for FY 2007/2008 The commission members discussed their concerns regarding all the trees that have recently been cut down. They stated they would like to review the Tree Ordinance. The members suggested possibly having a horticulture specialist come in and discuss issues at one of the upcoming meetings. The Commission Members stated that they would like some way to educate the citizens regarding recycling. 6. Staff Report -Debbie York asked the Board if they would like the monthly agenda emailed rather then mailed to save paper. The members all agreed that they would prefer a-mail.
