CALL TO ORDER The meeting was called to order by Chairman David Barfield at 7:30 p.m. 2. ROLL CALL PRESENT Chairman David Barfield Don Bowen Richard Davis Don Ferguson ABSENT Mark Wood Paul Miller Ted Nehring CITY STAFF Planning Director Recording Secretary Barry LeBaron Valerie Taylor 3. CONSIDERATION OF MINUTES OF AUGUST 14, 1997 APPROVED Mr. Davis made the motion to approve the minutes of the August 28, 1997 meeting. Mr. Bowen seconded the motion and it carried 4 - o. , 4. CONSIDERATION OF MINUTES OF SEPTEMBER 2, 1997 APPROVED Mr. Bowen made the motion to approve the minutes of the September 2, 1997 meeting. The motion was seconded by Mr. Davis and it carried 4 - O. 5. PZ 97-38 PUBLIC HEARING TO CONSIDER THE REQUEST OF JANET GOLIGHTLY TO REZONE LOTS 2, 3, 4, & 5, BLOCK 2, NORTHRIDGE ADDITION FROM R- 3 SINGLE FAMILY RESIDENTIAL TO R-4-D DUPLEXES. (LOCATED IN THE 5300 BLOCK OF NORTHRIDGE DRIVE) APPROVED Mr. LeBaron explained that these four single family lots were platted several years ago and are currently vacant. He explained that the applicant is proposing to build duplexes. Duplexes currently exist on the west side of this property and the applicant is present for questions. Chairman Barfield opened the public hearing and called for any proponents. Ms. Janet Golightly, applicant, stated that they are proposing upscale duplexes for this area. The Golightlys are currently constructing a single family residence on Lynda Lane, which is just across the street from this area, for their daughter so maintaining the value of this area is of great importance to them. In response to a question, Ms. Golightly stated that while unsure of the size of the duplexes being proposed, she could assure the Commissioners that the duplexes would be constructed following all City requirements. Chairman Barfield called for any additional proponents. Seeing none, Chairman Barfield called for any opponents. There being none, the public hearing was closed. Mr. Davis made the motion to approve PZ 97-38. Mr. Ferguson seconded the motion and it carried 4 - O. 6. PZ 97-39 PUBLIC HEARING TO CONSIDER THE REQUEST OF NORTH TEXAS BIG DAWGS, INC., TO REZONE A PORTION OF LOT 3R, BLOCK 2, WALKER BRANCH ADDITION, FROM OC OUTDOOR COMMERCIAL TO C-2 COMMERCIAL. (LOCATED IN THE 8000 BLOCK OF GRAPEVINE HIGHWA Y) APPROVED Mr. LeBaron explained that this property is approximately 1/4 acre and is located on Grapevine Highway between Mountasia and the Driving Range. The applicant is proposing a restaurant and the DC zoning district is the only commercial zoning district that does not allow restaurants. Chairman Barfield opened the public hearing and asked for any proponents. Mr. Jim Bell, representative for North Texas Big Dawgs, Inc., explained that the proposed use is a Weinersnitzel. Mr. Bell distributed pictures showing the proposed facility. He explained that the facility is a drive-thru only and 80% of their business is done at lunch. There will be an area with picnic tables. In response to a question, Mr. Bell stated that this will be a masonry exterior. Chairman Barfield called for any additional proponents. There being none, he called for any opponents. There being none the public hearing was closed. Mr. Ferguson made the motion to approve PZ 97-39. Mr. Bowen seconded the motion and it carried 4 - O. 7. STAFF REPORT There was nothing to report. 8.
