FEBRUARY 27, 1996 - 7:30 p.m.

CONSIDERATION OF MINUTES
OF FEBRUARY 8, 1996 Mr. Lueck stated the minutes on page 3 should reflect he stated the property on Maplewood
should be retained for park purposes, not purchased since the city already owns it.
Mr. Owen made the motion to approve the minutes as corrected. The motion was seconded
by Mr. Lueck. The motion carried 6-0, with Mr. Baxter abstaining.

Plats and Subdivisions
1. PS 95-41
Request of Mark and Hsiang-Lan Wood for Preliminary Plat of Lots 1 and 2, Block 1, Wood
Addition. (Located in the 7900 block of Smithfield Road)
Mr. John Zimmerman, 908 W Main Street, Arlington, came forward to speak. He stated he is the
engineer for the applicant. He stated the applicant intends to construct a house on the north lot.
He stated the applicant is requesting a waiver of the masonry screening wall requirement and the
zoning change requirements. Mr. Zimmerman stated the applicant has spoken with the City
Manager's Office regarding a covenant for street and sidewalk improvements, but he is unclear of
the outcome of that meeti ng.
Chairman Barfield stated that the escrow of funds for street improvements should be required since
it is imminent that Smithfield Road will be constructed in the future at this location. He stated the
street is improved across the street in front of the school, and to the south by the city park and the
Bridlewood subdivision.
Mr. Zimmerman stated there would be an undeveloped portion of the road between the park and
the appl icant's property if the appl icant were to bui Id the street.

Chairman Barfield asked how much of the street the applicant would be required to build.
Mr. Miller stated residential developers are required to build or escrow for one-half of a 36 foot
wide street.
Mr. Lueck stated that the developer could build the street.
Mr. Miller stated there is also a 12-inch water line that would have to be relocated when the street
is constructed. He stated the line is too shallow. He stated there is also the possibility of storm
drain improvements on this property.
There was general discussion regarding masonry screening walls on one lot subdivisions and
multiple lot subdivisions.
Chairman Barfield asked if a front setback of at least 100-feet on the lot would be a problem for the
appl icant.
Mr. Zimmerman stated he did not think so, as the owner intends to construct their house about
two-thirds of the way back on the property. He stated there would also probably be a drainage
easement across the front of the property and they would not want the house too close to the
easement.
Mr. Bowen asked if money for sidewalks would be included in the street escrow.
Mr. Miller stated yes.
Mr. Baxter stated that the money for street escrow would not be needed until the final plat is
considered and approved.
Mr. Davis stated if the developer wanted to build the street, they have time between the
preliminary and final plat to design the street and submit the design to the city.
Mr. Davis made the motion to approve PS 95-41 subject to the following requirements: subject to
staff engineering comments; a zoning change application to an appropriate zoning district must be
filed; a 100-foot front building line must be shown on the final plat; all the property shown on the
preliminary plat must be final platted; funds for street and sidewalk improvements along Smithfield
Road must be placed in escrow prior to final plat approval; the masonry screening wall
requirement along Smithfield Road is waived; and if a fence is constructed at the front property
line, the fence must be masonry and a 25-foot front building line will be allowed. The motion was
seconded by Mr. Baxter. The motion carried 7-0.
2. PS 96-02
Request of Charles Bradley for Final Plat of Lots 1 and 2, Block 1, Bradley Addition. (Located in
the 7100 block of Douglas Lane)
Mr. LeBaron stated that the applicant has met and agreed to all engineering requirements. He
stated the City Council approved the zoning change from AG to R-1-S at its last meeting.
Mr. Ernest Hedgcoth, 5701 Midway Road, Fort Worth, came forward to speak. He stated he is the
engineer for the applicant. He stated he will change the note on the plat regarding the zoning
designation of the property.
Mr. Owen made the motion to approve PS 96-02 subject to staff engineering comments. The
motion was seconded by Mr. Bowen. The motion carried 7-0.

STAFF REPORT
Chairman Barfield stated he would like the Commission to discuss the agricultural zoning district
requirements at the next work session so they may be consistent in future requests for waivers of
the ordinance. He asked staff to look into past Commission votes on not requiring a change in
zoning from AG when a plat is considered.
