CALL TO ORDER The meeting was called to order by Chairman David Barfield at 7:30 p.m. 2. CONSIDERATION OF MINUTES OF MARCH 14, 1996 Ms. Spicer made the motion to approve the minutes of the March 14, 1996, meeting as presented. The motion was seconded by Mr. Miller. PZ 96-11 PUBIC HEARING TO CONSIDER THE REQUEST OF MELANIE COMBS TO REZONE TRACTS 3C3 AND 4A, MANN SURVEY, ABSTRACT 1010, FROM R-2 SINGLE FAMILY RESIDENTIAL TO R-1-S SPECIAL SINGLE FAMILY RESIDENTIAL. (LOCATED AT 7152 HIGHTOWER DRIVE) APPROVED 5. PS 96-11 REQUEST OF MELANIE COMBS FOR PRELIMINARY PLAT OF COMBS ADDITION. (LOCATED AT 7152 HIGHTOWER DRIVE) APPROVED Chairman Barfield stated the Commission will consider the zoning change request and the preliminary plat at the same time. Mr. LeBaron stated Ms. Combs owns a 2 acre tract on the south side of Hightower Drive, west of Little Ranch Road. He stated the property is zoned R-2, and the request fits in with the surrounding development according to the land use plan. He stated she is requesting R-1-S, which allows the keeping of livestock and horses. Chairman Barfield stated the Commission has received a letter from Ms. Combs regarding the plat. He stated these are issues that should be addressed by staff and brought back with the final plat. Mr. LeBaron stated the plat consists of one large lot. He stated the right of way on Hightower needs to be verified in the field to see if additional dedication is required. He stated the escrow of funds for improvements to Hightower is required. Mr. LeBaron stated the amount has been recalculated based on a bridge and drainage channel along the frontage. He stated the developer is requesting a covenant for street and sidewalk improvements and a waiver of the screening wall requirement. Ms. Spicer asked if there are any screening walls near this property. Mr. LeBaron stated no, that the nearing one is east of the property at Holiday Lane. Chairman Barfield stated that the Commission has in the past waived the screening wall on large single lot subdivisions. Chairman Barfield opened the Public Hearing and called for those wishing to speak to come forward at this time. Mr. John Zimmerman, 908 W Main, Arlington, came forward to speak. He stated he would address the right of way issue, but it appears that enough right of way has been dedicated on the south side of the street. There was general discussion regarding the right of way on Hightower Drive. P&Z Minutes - Page 3 25 April 1996 There being no one else wishing to speak, Chairman Barfield closed the Public Hearing. Ms. Spicer made the motion to approve PZ 96-11. The motion was seconded by Mr. Owen. The motion carried 5-0. Chairman Barfield stated the issues are the screening wall, improvements to Hightower Drive, and the comment letter received from the owner. Mr. Bowen made the motion to approve PS 96-11 subject to engineering comments, a waiver of the masonry screening wall requirement, and a covenant for street and sidewalk improvements. Mr. Bowen also directed staff to look into the comments contained in the letter from Ms. Combs. The motion was seconded by Ms. Spicer. The motion carried 5-0. 6. PZ 95-14 PUBLIC HEARING TO CONSIDER THE REQUEST OF BROWN AND ROOT TO AMEND SPECIAL USE PERMIT NO. 24, TO EXTEND THE EXPIRATION DATE OF THE PERMIT BY TWO MONTHS. APPROVED Mr. LeBaron stated this permit is for a concrete batching plant for the Precinct Line Road widening project. He stated they originally asked for a two month extension, but will ask for an additional month. Chairman Barfield opened the Public Hearing and called for those wishing to speak to come forward at this time. Mr. Philip Pfeffer, with Brown & Root, came forward to speak. He stated they are requesting an extension of the expiration date of their permit for the concrete batch plant. He stated they would like to set the expiration date for August 31, 1996, rather than May 31, 1996. Chairman Barfield stated he would like to see the plant more secured by the required fence. Mr. Pfeffer stated he would make sure the plant is completely fenced. There being no one else wishing to speak, Chairman Barfield closed the Public Hearing. Ms. Spicer made the motion to approve PZ 95-14, subject to an expiration date of August 31, 1996. The motion was seconded by Mr. Owen. The motion carried 5-0. · r · ... P&Z Minutes - Page 4 25 April 1996 7. PS 96-10 REQUEST OF CURTIS YOUNG FOR PRELIMINARY PLAT OF LOTS 1-3, BLOCK 1, YOUNG ADDITION. (LOCATED AT THE SOUTHEAST CORNER OF CUMMINGS DRIVE AND LOLA DRIVE) APPROVED Mr. LeBaron stated this is a preliminary plat for three lots on Lola Drive. He stated the property was removed from the flood plain when the Calloway Branch channel was improved. He stated the property is 1.3 acres in size. He stated there was some concern about the building envelope in the middle lot, but after further analysis there seems to be ample room to construct a house of the required minimum size. Mr. LeBaron stated the development is consistent with the surrounding area and with the adopted plan. He stated utility lines are in place. Mr. Owen made the motion to approve PS 96-1 0 subject to engineering comments. The motion was seconded by Ms. Spicer. The motion carried 5-0. 8. STAFF REPORT None 9. CITIZEN COMMENTS None. 10.
