HomeMy WebLinkAboutZBA 1996-07-18 Minutes MINUTES OF THE REGULAR MEETING OF THE ZONING BOARD OF ADJUSTMENT OF THE CITY OF NORTH RICHLAND HILLS, TEXAS JULY 18, 1996 - 7:30 p.m. 1. CALL TO ORDER The meeting was called to order by Chairman Tom Duer at 7:30 p.m. 2. ROLL CALL PRESENT Chairman ZBA Members Dr. Tom Duer Billy Schopper Jimmy Bellomy Perry Christensen ABSENT None CITY STAFF Planner Plans Examiner Clayton Husband Gregory Arrington 3. ELECTION OF OFFICERS FOR 1996-1997 Mr. Bellomy made the motion to postpone the election of officers until the next meeting. The motion was seconded by Mr. Christensen. The motion carried 4-0. 4. CONSIDERATION OF MINUTES OF JUNE 20, 1996 Mr. Christensen made the motion to approve the minutes of the June 20, 1996 meeting as presented. The motion was seconded by Mr. Bellomy. The motion carried 3-0, with Mr. Schopper abstaining. Chairman Duer stated that the State law requires four affirmative votes for a variance request to pass, regardless of the number of members in attendance. He stated the Board consists of 5 voting members and 2 alternate members. Za-A Minutes· Page 2 18 July 1996 5. BA 96-25 REQUEST OF LARIN TOMPKINS TO ALLOW A CARPORT TO ENCROACH THE FRONT BUILDING LINE ON LOT 12, BLOCK 7, SKYLINE HOMES ADDITION . (LOCATED AT 4612 MACKEY DRIVE) APPROVED Chairman Duer opened the Public Hearing and called for those wishing to speak to come forward at this time. Mr. Larin Tompkins, 4612 Mackey Drive, came forward to speak. He stated he wishes to construct a carport over the existing 40 foot long driveway. He presented a picture of the proposed carport. He stated it would be 19 feet wide and 20 feet long. He stated he has room for a five foot carport without the variance. Mr. Tompkins stated the carport would not cause any visibility problems. Mr. Bellomy asked if he was unable to park in the garage. Mr. Tompkins stated no, that the garage can be used for parking cars. He stated the carport is for added convenience. Mr. Bellomy asked if the city received any correspondence. Staff advised that the city has not received any letters regarding this request. Chairman Duer asked how long the carport next door has been up. Mr. Tompkins stated about 5 or 6 years. He stated a variance was granted for that carport as well. There being no one else wishing to speak, Chairman Duer closed the Public Hearing. Mr. Bellomy made the motion to approve SA 96-25, subject to a 1 5 foot encroachment. The motion was seconded by Mr. Schopper. After further discussion about the amount of encroachment, Mr. Bellomy amended his motion to approve SA 96-25 subject to an encroachment not to exceed 20 feet from the front of the garage. The amended motion was seconded by Mr. Schopper. The motion carried 4-0. 6. STAFF REPORT Staff reminded the Board of the upcoming APA planning and zoning workshop in Hurst on Monday, July 29th, at 6:30 p.m. · ZM Minutes· Page 3 18 July 1996 7. CITIZEN COMMENTS None. 8.
